Menasha Common Council Meeting - July 6, 2026

The Common Council of Menasha, Wisconsin, met on July 6, 2026 at 6:00 PM at City Hall, 100 Main Street. Mayor Hammond presided, with seven aldermen present (Ald. School absent). The meeting covered consent agenda items, action items, and a resolution, all of which passed unanimously on roll call votes. Notable discussions included the purchase of new fire extrication tools, amendments to police union agreements, and the transfer of a property to Habitat for Humanity. The council also acknowledged the resignations of City Clerk Kaija Snyder and City Attorney Margaret J. Struve, thanking them for their service.

Consent Calendar

  • Approved Common Council minutes from June 15, 2026 (7-0).
  • Approved the successor agreement for participation in Wisconsin Task Force One (WI-TF1) for July 1, 2026 – June 30, 2028. Chief Tesch noted that the agreement increases the state reimbursement rate from $55/hour to $60/hour with CPI adjustments and strengthens workers' compensation provisions. Up to three of the six NMFR members may be deployed at once. (7-0)
  • Approved the purchase of extrication tools (Genesis battery-operated "Jaws of Life") and associated components for a total cost not to exceed the CIP budgeted amount of $225,000. The quoted price for the tools is $133,740; additional hand tools and airbags will be covered within the $225,000 cap. (7-0)
  • Approved the 2027 cost distribution formula for the Neenah-Menasha Fire Rescue, with Menasha's share at 39.32% and Neenah's at 60.68%, based on population, equalized value, service calls, and square mileage. (7-0)
  • Approved an amendment to the 2026 Memorandum of Agreement with the Menasha Professional Police Association (WPPA/LEER Local 603) to allow police department staff to use physical fitness incentive funds. (7-0)
  • Approved a new Memorandum of Agreement with the police association for January 1, 2027 – December 31, 2027, continuing the fitness incentive. Attorney Struve explained the amendment was needed because the city had previously withheld the incentive pending favorable numbers. (7-0)
  • Approved two temporary limited easements for the 2028 WIS 114 (Plank Road) Reconstruction Project: Parcel No. 750-0370-00 and Parcel No. 705-0516-00, accepting nominal payments. (7-0 each)

Public Comments & Testimony

No members of the public addressed the council during either the open public comment period (Item E) or the agenda-specific public comment period (Item N).

Discussion Items

  • Fire Rescue Items: Chief Tesch provided details on the WI-TF1 agreement and the extrication tool purchase. Council members asked about deployment limits and the fate of older tools (retained for reserve engine). The $225,000 cap was clarified to cover tool upgrades beyond the initial $133,740 quote.
  • Police Union Agreements: Attorney Struve explained that the 2026 amendment was required to release fitness incentive funds after favorable numbers were confirmed, and the 2027 MOA ensures the incentive continues without a mid-year review.
  • Property Transfer to Habitat for Humanity: Director Dane described the procedural transfer of 1100 Province Terrace (Parcel No. 770001504) from the Redevelopment Authority to the Greater Fox Cities Area Habitat for Humanity. Doug Salmi, Chief Program Officer for Habitat for Humanity, stated the organization plans to relocate the historic house and place a local family, targeting completion by the end of October 2026. The council expressed support for the collaborative affordable housing project.
  • Closed Session: The council unanimously voted (7-0 each) to enter closed session for two items: (1) acquisition of real property interests for the WIS 114 Reconstruction Project (Manitowoc Street to Melissa Street), and (2) rehabilitation of 2 Tayco Street. Closed session was conducted under Wisconsin Statutes §19.85(1)(e) and (g) for property negotiation and legal strategy. After reconvening in open session, no action was taken on these items.

Key Outcomes

All roll call votes were 7-0 in favor. Key approvals include:

  • All consent calendar items as listed above.
  • Two temporary expansion of premises permits for City Limits (544 Fourth Street) on July 18, 2026 and August 1, 2026. (7-0)
  • Accounts payable and payroll for June 12, 2026 – July 2, 2026 totaling $3,922,809.62. (7-0)
  • Transfer of real estate (1100 Province Terrace) from the Redevelopment Authority to the Greater Fox Cities Area Habitat for Humanity. (7-0)
  • Resolution R-19-26 acknowledging review of the 2025 Compliance Maintenance Annual Report (CMAR). (7-0)
