Speaker 1

2:26

Clerk Janet, could you please give us a little

Speaker 2

2:27

bit of background?

2:29

Absolutely, Mayor.

2:30

So this is something new that the council hasn't seen before.

2:34

Um instead of being a city license, this is actually a state permit.

2:38

So the municipality does a little bit of oversight on this.

2:43

We're allowed to place restrictions within reason.

2:47

However, we are not allowed to restrict the type of product that they're selling if it's one that they produce, so because they make beer we can't restrict their beer sales.

3:07

So we did our standard background check, financial obligations check that normal uh liquor licenses in the city would need to do.

3:14

Those are approved.

3:15

Um but essentially the Department of Revenue just um gives them a permit to move one of their full service locations to our downtown for that time period, and then that's that.

3:28

So it's a state level thing.

3:30

Our only over sight here is to just approve it and say we're good with them operating in our downtown.

Unassigned speaker

3:40

Thank

Speaker 1

3:40

you, Clerk Janet.

Speaker 2

3:41

4:12

Next, uh for this evening's special common council agenda, we'll move down to K, which is ordinances and resolutions.

4:19

We do have two resolutions this evening.

4:21

Uh is there a motion for item K1, R 3026.

4:26

Council President Grotti.

Menasha Common Council Special Meeting – August 31, 2026

The Menasha Common Council held a special meeting on Monday, August 31, 2026, at 6:00 PM, adjourning at 6:29 PM. All eight aldermen were present alongside Mayor Hammond and key city staff. The council approved permits and code suspensions for the Rally for the Valley festival and authorized a significant increase in funding for storm debris cleanup operations.

Public Comments & Testimony

  • Adrienne Palm, organizer of the Rally for the Valley event, spoke during the discussion of Resolution R-30-26. She expressed support for the use of plastic cups by participating downtown businesses and confirmed that Stone Arch Brewpub historically uses wristbands for age verification during events, expecting the same protocol for this event.

Discussion Items

  • Action Item I.1 – Producer Full-Service Retail Sales Application (AB-105): Clerk Janet explained that this is a Wisconsin Department of Revenue permit allowing Stone Arch Brewpub, Inc. to temporarily operate a full retail alcohol sales location in the downtown event space for the Rally for the Valley on October 3, 2026. The council must approve the application before submission to the state. Alderman Eisenach requested this explanation for the public record. The council voted 8-0 to approve.
  • Resolution R-30-26 – Suspending City Code for Open Containers: Clerk Janet detailed that the resolution temporarily suspends Sections 11-5-1(a)-(d) of the city code, which regulate open containers and public consumption of alcohol. This will allow event attendees to purchase alcoholic beverages from downtown businesses and consume them in the designated street area. Alderman Grade asked about requiring plastic cups and wristbands. Alderman Eisenach clarified with staff that the suspension applies only within the interior of the event space. The council voted 8-0 to approve.
  • Resolution R-29-26 – Increasing Fund Authorization for Storm Operations: DPW Director Merten provided a comprehensive update on debris cleanup. The final day for Construction and Demolition (C&D) debris set-out was August 28, and vegetative debris removal is winding down. Costs include contractor hauling services (recorded as DTAK in the official minutes and as DTEC/DTAC in the transcript), $500,000 in municipal partner reimbursements, brush processing, facility assessments, and overtime. Alderman Grade questioned whether a citywide cutoff or targeted pickups for heavily damaged areas would be more effective. Alderman Lewis asked for an estimate of remaining work. Alderman Rand proposed a successful technical amendment (8-0) to correct a dollar amount in the resolution text from $1,954,369.03 to $1,954,396.03. The amended resolution was then approved 8-0.

Key Outcomes

  • Approved (8-0): AB-105 Producer Full-Service Retail Sales Application for Stone Arch Brewpub for the Rally for the Valley on October 3, 2026.
  • Approved (8-0): Resolution R-30-26, temporarily suspending city code regarding open containers for the Rally for the Valley event.
  • Approved (8-0): Amendment to Resolution R-29-26 correcting a dollar amount from $1,954,369.03 to $1,954,396.03.
  • Approved (8-0): Resolution R-29-26 (as amended), increasing the limit of authorization to expend or commit public funds for city storm debris operations.
  • Next Step: City staff will present an interim financing proposal (up to $5 million at 0% interest for an 18-month term) at the next Common Council meeting. (Note: The official meeting agenda lists this meeting as September 8, 2026, though a speaker in the transcript is recorded as saying "September 7th".)
