I'd like to call the meeting to order for the CIP workshop for twenty twenty-seven twenty thirty-one capital improvement plans.

3:36

Um

Unassigned speaker

3:38

I

Speaker 1

3:38

don't know why I just started over that.

3:40

Could we please rise it for Pledge of Allegiance?

Speaker 2

4:11

Alderman Lewis, Alderman Marshall, Alderman Grotty, Alderman School, Alderman Rand,

Speaker 1

4:17

all are present.

4:29

But I am grateful that we're all here today to be able to highlight the projects that we have prioritized in the CIP.

4:36

So with that, I'm gonna quick open public comment.

4:41

Is there anybody from the gallery that wishes to participate in public comment?

Speaker 3

4:46

No,

Speaker 1

4:47

all

Unassigned speaker

4:47

right.

Unassigned speaker

4:47

Now we'll move to E one, which is the discussion item that we have, which is twenty twenty-seven twenty thirty-2031 Capital Improvement plan, CAP.

Speaker 1

4:55

Clerk Janet is going to get the slides up, and then we will start presentations.

5:00

And I would just say, um, if you have any questions, feel free to turn your mic on and I'll wait probably until each department head is done with their particular slide, and then they can answer your questions if that works.

5:13

So without further ado, uh

Unassigned speaker

5:16

here

Speaker 1

5:17

is the City of Manasha 2027 Capital Improvement Plan PowerPoint.

5:21

So we're gonna do park and recreation first, community development second, Nina Manasha Fire Rescue third, police department fourth, clerk office fifth, and then we will conclude this evening with public works.

5:33

So I am going to hand things over to Director Seckett.

Speaker 3

5:40

Thank you, Mayor, and thank you, Council.

5:44

As we kick off our CIP workshop, as I usually do, I want to always highlight what we accomplished in 2026 or the current year.

5:53

So we did, despite uh the tornado had quite a few projects that did cross the completion line or got a major start on.

6:00

So Jefferson Park, we continue to work through the phases of Jefferson Park.

6:05

We had the completion of the boat launch that opened just before Memorial Day and has been widely used and appreciated.

6:13

Earlier this year, we approved the concept plan for the aquatic facility and launched the capital campaign planning study.

6:21

Um you would have received an email in the last couple of weeks indicating that there is a joint presentation with the park board specific to the aquatic facility this coming Wednesday.

6:29

So we'll speak more in depth about that on Wednesday.

6:32

Um, Canal Commons, that was really a two-year project, but we did do the ribbon cutting of opening, um ribbon cutting and opening of it about late May of this year and extended those walking trails from the trestle.

6:45

Pleasants park, we had the installation of a new playground in cooperation with the school district.

6:50

This really was a highlight for that school, and although a playground project may seem simple, it really was a difference maker for that school and the accessibility that they now have.

6:59

If you haven't driven by it after hours of school, there's many, many users outside of just school hours, and that you wouldn't have seen that prior.

7:06

So it really opens up a lot of opportunities and is our only park on that northwest corner of the city.

7:12

So services all of our northwest part of our community.

7:15

So it's important to have that in place.

7:18

Clovis Grove Tennis Courts, I've spoken multiple times about this project.

7:23

We did secure a $200,000 grant from USTA to help support the reconstruction of this project and or the reconstruction of these courts and the expansion of them.

7:32

This also is a shared funding with Manasha School District, and it began construction in August.

7:39

It will continue construction through next year and will open in time for the fall season.

7:44

Probably summer use for recreational programs, but as far as competitive team use, it would be the fall season for them.

7:52

If you've been out there, we've made great progress thanks to the good weather that we've had so far this year.

7:58

Um you'll see the asphalt down if weather continues to cooperate, fencing will go up with that.

8:03

Um, but then next year will be the coloring of the courts and some of the final details going up on

Unassigned speaker

8:08

that.

Speaker 4

8:09

Trestle

Speaker 3

8:10

trail.

8:11

This is also a joint project with Fox Crossing as we share a mutual maintenance agreement with that.

8:17

This is our second year of a multi-year repair maintenance program related to

Unassigned speaker

8:23

that.

Speaker 3

8:23

Um, we had a structural assessment done with this.

8:26

Uh the Trestle Trail Bridge, probably three, four years ago that indicated there were some major needs with that.

8:32

Thad and his expertise and background has really taken the lead on that project and works with our team in the off-season.

8:40

Um, this last off season.

8:42

So last winter, we replaced railing and posts and cables all along the trestle itself.

8:47

Prior to that, we had kind of done the boardwalk area prior, and this coming year I'll highlight what we'll

Menasha Common Council Workshop on Capital Improvement Plan (CIP) - November 2, 2026

The Menasha Common Council held a workshop on Monday, November 2, 2026, at 4:30 PM to review the proposed 2027-2031 Capital Improvement Plan (CIP). Department heads presented their capital project priorities, including post-tornado recovery projects, equipment replacement cycles, and infrastructure maintenance plans. No formal actions or votes were taken during this workshop.

Public Comments & Testimony

  • No members of the public offered testimony during the workshop.

Discussion Items

Parks and Recreation (Director Seckett)

  • Director Seckett highlighted 2026 accomplishments including the Jefferson Park boat launch, Canal Commons opening, and the Clovis Grove Tennis Courts ($200,000 USTA grant, joint with school district).
  • 2027-2029 Priorities: Smith Park redevelopment (playground $625,000, bridge replacement), Hart Park skate park reconstruction, Reforest Menasha initiative ($25,000 for a plan, following the loss of over 1,600 public trees), and the aquatic facility (now $8.5 million due to timeline adjustments and inflation, up from $8 million).
  • Director Seckett noted that insurance reimbursements from the tornado are approximately 10% processed so far.

Community Development (Director Dane)

  • Director Dane proposed funding for downtown gateway features (TED 13), bicycle and pedestrian connectivity wayfinding (Bicycle Boulevard, TED 10), and initial work on filling the Lawson Canal (TED 11).
  • No additional discussion or questions were raised.

Fire Rescue (Chief Tesh)

  • Chief Tesh presented a 5-year apparatus and equipment replacement schedule, emphasizing shared costs with the funding formula.
  • 2027 Highlights: SCBA compressor replacement, $865,000 aerial apparatus (ordered several years ago, arriving Q2 2027), and a $60,000 equipment replacement program.
  • Chief Tesh noted minimal resale value for very old apparatus but anticipated recouping some funds from newer replaced vehicles.

Police Department (Chief Albrecht)

  • Chief Albrecht identified the replacement of the building radio signal booster as a critical safety priority, warning that roughly half its components have already failed.
  • Other 2027 Requests: Police vehicle replacement (three vehicles, with one reimbursed by the school district), a new body camera and in-car video system (Axon, with annual costs lower on a 10-year contract), traffic camera expansion, meridian traffic barricades ($58,000 for eight additional units), and a building study for long-term needs.
  • The department also proposed replacing patrol rifles and tasers on planned cycles.

Clerk's Office (Clerk Janet)

  • Clerk Janet outlined the replacement schedule for election equipment. Badger Books (digital poll books) purchased in 2022 have experienced hardware issues; she recommended purchasing replacements in 2027 to be ready by 2028, pending Wisconsin Elections Commission decisions on software.
  • 2029 Priority: Replacement of voting tabulators, driven by a county-wide mandate from Winnebago County.

Public Works (Director Merton)

  • Director Merton provided a recap of 2026 projects, noting adjustments due to the tornado (e.g., Third Street patchwork instead of resurfacing).
  • 2027 Projects: Plank Road utility construction, Brighton Drive and Butamore Drive/Lake Crest sewer work (driven by flooding and inflow concerns), Lake Park Heights road improvements (special assessment), the Washington Street railroad crossing rehabilitation, and Appleton Road pedestrian beacons.
  • Synergy Projects: Engineering for the Pleasants Park stormwater facility could provide fill for the Lawson Canal project. Design work for relocating the Fox River sanitary sewer crossing was also proposed to mitigate environmental risk.
  • Equipment: Snow plow packages ($188,000 each, highlighting cost increases where $188,000 was the total vehicle cost in 2010), a utility truck replacement, and a replacement for a tornado-damaged pickup truck.
  • Critical Warning: Director Merton strongly cautioned the council that the city's current average street reconstruction rate of 1.2 miles per year equates to a 61-year replacement cycle. He expressed concern that with useful pavement life in the 30-50 year range, this funding gap will inevitably lead to a systemic deterioration of the city's road network without significant additional funding.

Key Outcomes

  • The council and staff completed a full review of the five-year Capital Improvement Plan across all departments.
  • The significant financial impact of the April 2026 tornado was a recurring theme in parks, public works, and insurance discussions.
  • Director Merton's warning regarding the unsustainable 61-year street replacement rate was a major takeaway regarding the city's long-term infrastructure fiscal health.
  • A final CIP will be incorporated into the regular budget adoption process.
