Summary of Proceedings

Merced Recreation & Parks Commission Meeting – September 28, 2026

The Recreation & Parks Commission of Merced, California, met on Monday, September 28, 2026, at 5:30 PM in the City Council Chamber. The meeting lasted until approximately 6:26 PM. Commissioners present: Amanda Estrada (District 1), John R. Carlos (District 3), Marcus S. Ariano (District 4), April P. Holloway (District 5). Absent: Dina Gonzalez (District 2), Marisa K. Lewis (At-Large), Feu Jean, Sarah Boyle, Darren S. Dupont. The meeting began with ceremonial recognition of outgoing commissioners and included public comment, action on facility tour dates, a comprehensive director’s report on parks and community services, and discussion of future agenda items.

Ceremonial Matters

  • Certificates of appreciation were presented to former Commissioners Walter Smith (District 1) and Joseph Bauer (District 6) for their years of service. Director Christopher Jensen highlighted accomplishments during their tenure, including the Flip the Switch event at McNamara Soccer Fields, reopening community pools, advancing Community Park 42 (Merced Regional Sports Complex), General Vang Pau Park Phase 1, and the Parks Recreation and Open Space Master Plan. Former Commissioners Smith and Bauer each expressed gratitude for the experience and encouraged others to serve on commissions. Two other former commissioners – Chair Valente Huitron (District 4) and Commissioner Sabina C. Abong (District 3) – were recognized verbally as they could not attend.

Public Comments & Testimony

  • Giovanni Polito (Merced resident, President of Merced Youth Soccer Association/Merced United for nine years) addressed the commission wearing a “student hat” as part of a UCSF/UC Law School group project. He spoke about AB 310, which requires youth sports organizations to certify coaches in CPR/AED use and have a cardiac emergency response plan by January 1, 2027, and to provide AED access during games and practices by January 1, 2028. Polito expressed strong support for getting ahead of these requirements in Merced, suggesting early planning to help clubs meet costs while keeping registrations affordable. He asked for collaboration on connecting coaches with training, exploring grants, and clarifying the city’s role in compliance. He noted that his academic work focuses on youth sports as preventive health.

Discussion Items

  • Action Item F.1 – Tour Dates for Leased Facilities: Director Jensen proposed two cohort tours of youth/community centers (Stephen Leonard Youth Center, McCombs Youth Center, Central Youth Center, McNamara Youth Center) to allow commissioners to observe operations and conditions. After discussion, the commission approved a motion for the first cohort to tour all four facilities on Wednesday, October 28, 2026, at 2:00 PM, starting from the department office at 632 West 18th Street. Commissioners attending that tour: April Holloway and two others (John R. Carlos and Marcus Ariano? – from transcript: Holloway, Carlos, Ariano). The motion passed unanimously (with one abstention? – “motion passes unit… Miss Lee” – unclear but all present voted yes).

  • Director’s Report (Item G) – Parks and Community Services Updates: Jensen provided a detailed monthly update covering mission goals, staffing, capital projects, programs, and events.

    • Staffing: Recognized a staff member as a “Hands-On Hero” for starting a Junior Giants Challenger Division (Special Olympics baseball) and a girls’ flag football program. The girls’ flag football division is nearly full (two spots open).
    • Capital Projects:
      • Joe Herb Sports Complex: Awarded $1.3 million in Community Development Block Grant funds (over two years) for regrading outfields/infields, irrigation, and LED lighting. Design contract awarded to QK Landscape Architects.
      • Merced Regional Sports Complex (CP42): Opening postponed to spring 2027 due to turf needing more time to establish. The city has invested $11 million and three years.
      • Merced Applegate Zoo: $1.8 million ARPA-funded renovation underway. An additional $140,000 in unspent ARPA funds from other projects will cover bid alternates, including a new tortoise exhibit and other infrastructure.
      • General Vang Pau Park Phase 1 (Alethea June Playground): Under construction; ribbon cutting planned for November 7, 2026 at 1:00 PM. A state Arts in Parks grant requires completion by October 30.
      • McNamara Soccer Field Turf: Turf is at end of lifespan. The state of California has dedicated approximately $1 million for replacement, announced last month.
      • Department Relocation: Plans to move from City Hall to the Merced Senior Community Center to better utilize space and increase revenue. Leisure classes (Tap & Ballet, Yoga, Zumba, Folklorico, Badminton, Pickleball) have been consolidated there.
    • Programs & Enforcement: Adult softball (44 teams) implemented a strict alcohol policy: first offense – one game suspension for the team; second – season forfeiture; third – permanent ban from the program. Jensen reported high compliance.
    • Youth Sports: Registration open for Junior NBA (Kinder and Tiny Tops divisions full); NFL Flag Football has 230 participants, played at Joe Herb Complex (overflow parking at Golden Valley High School).
    • Events: Recent events included Mermaids & Pirates at the zoo, Gateway to Yosemite 5K/10K (raised $14,000 for tortoise exhibit), Movies in the Park (Wicked for Good), and the cannonball contest. Upcoming: Stephen Leonard Youth Center ribbon cutting (Sept. 29); Bob Hart Square clock unveiling (Oct. 2); Zubu (Oct. 23–25); Merced’s Music Fest (Halloween); Veterans Day Parade (Nov. 11); Christmas tree lighting (Nov. 29).
    • Volunteerism: The “Green Scout Adopt a Park Initiative” continues; a local troop cleaned up Richard Bernisconi Park.
    • Commissioner Holloway asked about the General Vang Pau Park ribbon cutting timeline. Jensen confirmed it will proceed on November 7 as required by grant funding, noting that some finishing touches may continue after opening. The memorial design is intricate and involved community input.
  • Business Item H.1 – Future Agenda Requests: The commission considered adding items to future agendas. Director Jensen noted that the Parks Recreation and Open Space Master Plan was recently presented to City Council in a study session; a formal adoption vote is expected in October. Commissioner Holloway requested adding a discussion on donating a cricket pitch at Dwight Amy Park (funded by a community group). Jensen raised concerns that the park is funded by CFD fees and intended for neighborhood use; competitive sports could increase maintenance costs. The commission voted to place it on the October agenda.

  • Business Item H.2 – Commission Comments: Commissioner Holloway (who fell into the creek) reported participating in the Fairens Park cleanup with the mayor, noting about 40 UC students attended. Commissioner John Carlos announced that his Kiwanis Club has budgeted $1,000 for fiscal year 2026-27 to fund diaper changing stations in parks, with the first station available after July 1, 2027.

Key Outcomes

  • Vote to approve tour date: Motion to conduct the first cohort tour on October 28, 2026 at 2:00 PM passed unanimously (all present in favor).
  • Vote to add cricket pitch discussion to October agenda: Motion passed (seconded, all in favor).
  • Vote to add a discussion of recess (no meetings in November and December) to the next agenda: Motion passed (seconded, all in favor). The commission would resume normal schedule in January 2027.
  • Adjournment: Motion passed; meeting adjourned at 6:26 PM.
