Summary of Proceedings

Southeast Overtown Park West CRA Board Meeting - May 28, 2026

The Southeast Overtown Park West Community Redevelopment Agency (CRA) Board of Commissioners convened on May 28, 2026, at 4:15 PM to consider three resolutions authorizing grants for community projects. The meeting included public comments and unanimous approval of all items, including the minutes from the previous meeting.

Resolutions Considered

  • Resolution RE1: Authorized a grant not to exceed $75,000 to the Liberty City Community Revitalization Trust for the 2026 youth employment program, which provides employability and financial management skills to low-income and at-risk youth. Funding is from the non-TIFF revenue fund (account 1005192010188300000000000). The executive director is authorized to disburse funds on a reimbursement basis or directly to vendors upon presentation of invoices.
  • Resolution RE2: Authorized a grant not to exceed $1,092,600 to St. John Institutional Missionary Baptist Church for urgent repair and rehabilitation at 1328 Northwest 3rd Avenue, required for 40-year recertification. By a four-fifths affirmative vote, the board waived competitive negotiation methods per City Code Sections 18-85 and 18-86, finding them not practical or advantageous. The executive director may disburse funds on a reimbursement basis or directly to vendors.
  • Resolution RE3: Authorized a grant not to exceed $1,500,000 to Marcus Samuelson Development Group to offset project costs for the adaptive reuse and redevelopment of the historic Clyde Killens Pool Hall located at 920 Northwest 2nd Avenue. This resolution also required a four-fifths affirmative vote to waive competitive negotiation, with similar disbursement authorization.

Public Comments & Testimony

  • Chaplain Stanley Young (500 NW 2nd Avenue, Miami) spoke in support of Resolution RE1, stating his 100% support for the youth employment program. He emphasized that such initiatives combat crime and illiteracy and help address social issues by involving youth in the business world.
  • Ron Frazier, a retired architect and urban planner serving as a volunteer consultant to St. John Institutional Missionary Baptist Church, spoke in support of Resolution RE2. He explained his role in helping select the architect and contractor, reviewing costs, and assisting with the recertification process. He offered to answer any further questions.

Key Outcomes

  • Minutes Approval: The board approved the minutes from the April 23, 2026, meeting by a unanimous vote.
  • Resolution Votes: All three resolutions (RE1, RE2, RE3) were moved, seconded, and carried unanimously. The meeting concluded after the vote.
