The Middletown Common Council held a special hybrid meeting on Tuesday, April 28, 2026, at 6:00 p.m. in the Municipal Building Common Council Chamber and via WebEx, to conduct a public hearing on the City of Middletown's proposed fiscal year 2026-2027 general fund budget and five special budgets. The hearing began with a reading of the meeting warrant by the Chief of Police, followed by public testimony from residents, city employees, students, and officials. No council deliberation or votes on the budget occurred during the hearing; it adjourned after all testimony and written comments were received.
Welcome again to our special common council meeting for public hearing on our budget. And we appreciate you being here, and we'll go back and forth tonight from people in the chamber as well as those people who are online. And just the ground rules when you come up. Please state your name and address. I think we have some students that might want to speak tonight. We don't expect the students to just state your first name. You don't have to go into address and all that. Speaking on behalf of the Board of Ed, I understand there might be some. And it's because it's a public hearing is a 10-minute rule. Okay. So you have 10 minutes. I'll give you a minute warning if you get close to nine minutes. So I think we're ready for the first speaker in the chamber. It's five minutes, not ten. Oh, okay. I'm sorry. It is the hearings are our five-minute rules. I apologize. Our regular, our regular um quarterly meeting is ten. Okay. First speaker. I have to read the warrant. Okay, go ahead. The chief of police of the city of Middletown, greetings. Costa, Chief of Police. All right, thank you. And our first speaker, and just to make sure everyone heard five-minute rule because it's a budget hearing. Good evening, Mr. Mayor and members of the Common Council. I will begin my remarks as an individual Middletown resident and conclude them as a trustee of the Russell Library. Thank you, Mayor Nisara, for all of your work preparing a budget that reflects an even-handed approach to reducing costs across the board. Thank you, members of the Common Council, for your hours and hours of reading, listening, and working on this budget. You are here again tonight doing your job of listening to the residents of Middletown, whom you serve as we share our priorities. In addition to making decisions based on the figures before you and the people in front of you, you're being asked to look into a crystal ball and predict how much money may or may not come our way before the General Assembly concludes budget, their own budget negotiations, revealing what it can afford to return to the municipalities. This is my request of you. Listen to each other. You each have different lived experiences, and hopefully that variety reflects the broad spectrum of experiences that makes up our community of Middletown residents. There are 12 of you working on this budget. How can that become collaborative rather than partisan? Can differing points of view provide creative solutions. What are the main sticking points? Can you discuss these issues together?
