And now we can roll into new business.

1:33

Good thing we have staff present.

1:35

Thank you, staff, as always.

1:37

So as you all may have uh seen Steven's email this afternoon, is that we have a couple uh folks who have responded to our RFP for construction manager, and uh we'll be needing to set up a subcommittee to go through those um uh responses and to kind of uh review the proposals, start to put together scoring for them, and to also conduct interviews on the folks that we think are are good fit.

2:10

So I um will obviously be uh looking for our council members to to join that subcommittee if they're available.

2:20

I'm probably gonna uh need to meet during a daytime hour.

2:24

Uh we may be able to do it half and half, so maybe something towards the end of the day.

2:30

Uh, you know, a three-four o'clock with some interviews in the evening or discussion in the evening.

2:35

So um consider your own schedule at the same time as your your willingness to volunteer.

2:41

I'm sure we'll find we'll find something that works, obviously.

2:45

Um, I'd also like to uh ask people who have been vocal this far to consider volunteering.

2:52

I know that we have a couple folks who who ask questions and and are good at keeping the group moving and and keeping our new business moving.

3:01

So I hope that um we'll see some of your names on that volunteer list as well.

3:06

So um not uh not uh forgetting that we'll also like to have um uh Marco if you're uh willing to join on that subcommittee and uh and a member of of TKS to T SKP to join us.

3:23

So Randall, uh I hope I get to see your hand raised.

3:28

Um so with that, I think I will kick it over to staff to add anything that I may have missed.

3:34

And uh if not, um we can ask uh questions and and move into our discussion.

3:41

Yeah, so we uh spoke with Donna from purchasing today.

3:44

Um Beam in middle school when they did their construction manager proposal.

3:51

There was about eight members uh of the subcommittee that took part of uh doing the interviews and recommending um a company to the uh building committee here.

4:04

Um so what uh the uh chair Kelly Sweeney has just suggested is that uh if I stand correct, if I if I'm correct, it's potentially Kelly Sweeney, uh Schnafel and uh Linda Salafia, uh Marco Marco and then Randall, that would be five.

4:25

Um so the you know if you followed Beaman, that would be three more members needed for the process.

4:31

Uh, but you guys can really decide at how many you want there.

4:33

I don't think you want a full committee because it's hard to get quorum.

4:37

Um it's also hard to meet in the middle of the day.

4:40

Um we expect that there will be a subcommittee meeting that meets very shortly to review questions.

4:47

Um make some decisions whether or not they want to share those questions with the um uh with the three potential companies, um, and then also work with purchasing to set up a day where you'll do all three interviews, um, and then either meet right afterwards to either make a decision or set up a meeting to meet uh soon after that.

Summary of Proceedings

McDonough School Building Committee Special Meeting - June 10, 2026

Note on date discrepancy: The transcript header states the meeting occurred on June 9, 2026, but the instruction provided specifies June 10, 2026. This summary uses the date from the instruction.

The meeting was called to order at 5:32 PM. The committee approved the previous meeting minutes, discussed the formation of a subcommittee to review construction manager RFP responses, and received an update on the project timeline from the architect.

Consent Calendar

  • The minutes from the April 21, 2026 meeting were approved unanimously (all in favor, no opposed or abstentions).

Public Comments & Testimony

  • No members of the public spoke during the public session.

Discussion Items

  • Construction Manager RFP Subcommittee: Chair Kelly Sweeney announced that the city received three responses to the RFP for a construction manager (CM). A subcommittee is needed to review the proposals, score them, and conduct interviews. The subcommittee will include staff (Randall from the architect's team and Marco) and at least one member from TSKP (the architecture firm). The timeline: interviews should be scheduled within the next few weeks, with a recommendation to the full committee by late June or early July, followed by council approval (potentially through FNG committee and full council) which adds about a month. The architect noted that the CM is needed by September to begin estimating the schematic design package, which is expected to be completed in September.
  • Subcommittee Composition: Volunteers were requested. Councilwoman Fulton, Councilwoman Linda Salafia, and Chair Kelly Sweeney were nominated from the council. Harold Panciera and Molly Carta volunteered from the public members. Patrick expressed interest but could not serve due to travel. The committee decided to proceed with these five members plus staff (Randall and Marco) and left a vacancy to be filled later if needed. The subcommittee was approved unanimously.
  • Updated Timeline: Architect Randall reported that the design contract is now in place. His team has released an environmental consultant to sample for hazardous materials and a laser scanning firm to create a 3D model of the original building. The surveyor is being held until the committee decides on potential property acquisitions. That discussion is scheduled for the next regular meeting, with materials to be provided. The goal is to complete a schematic design package with cost estimate by September and present it to the committee in October for approval to move to design development.

Key Outcomes

  • Subcommittee Approved: The motion to form a subcommittee consisting of Kelly Sweeney, Councilwoman Fulton, Councilwoman Linda Salafia, Harold Panciera, Molly Carta, plus staff Randall and Marco, passed unanimously. The subcommittee will immediately begin scheduling meetings to review RFP responses and conduct interviews.
  • Next Steps: The subcommittee will coordinate via email to set a first meeting. The full committee will hold a discussion on property acquisition at its next regular meeting (date not specified). The architect will provide materials to inform that discussion.
