This was a special meeting of the Water Pollution Control Authority (WPCA), called by Chairman Brian Gardner. Director Joe Fasino and other members were present. The new plan involves a gravity sewer main behind the house and across city property, requiring a permanent easement from Donald J. Sakor (adjacent landowner at the corner of Ridgewood and Mile Lane). The easement is 3 feet wide, approximately 16,773 square feet, extending north from Mile Lane to city property.
- The property owner will hire a contractor to install the main at his own cost; the city will inspect and accept ownership upon completion. Director Fasino noted that this main would also enable other properties to connect to the sewer system in the future.
- Councilman Vincent Lafredo suggested reading the resolution into the record to clarify details. The resolution was read, referencing a favorable 8-24 report from the Planning and Zoning Commission (May 27, 2026) and review by the Finance and Government Operations Committee.

Good evening, this good afternoon. This is Joe S Director of the War and Sewer Department. On behalf of the Chairman Brian Gardner, welcome to this special meeting of the Middle Water Pollution Control Authority. This meeting appears on the city website and is appropriately scheduled on the city calendar. This meeting is open to the public for listening through the provided phone numbers and access code posted on the agenda. All public comment that were submitted to the director prior to the meeting will be read into the public record. The meeting will be recorded and then posted to the city of Middletown website. All speakers should identify themselves before speaking. Thank you. And I will turn this over to Chairman Gartner. Are you recording, Brian? Yes. Okay. Thank you, Director Fasino. I will call the meeting to order at 3 05 p.m. We have already done the role. We will move into the public portion of the meeting. Do we have any members of the public either at water and sewer or online that wish to be heard at this time? There's nobody online. Seeing no one online and no one in person, um, if we do happen to get an attendee, we can always pivot. But for now, we will close the public portion of the meeting and we will move on to our uh one business item of this special meeting, which is uh an easement uh for the property located at 700 Ridgewood Road. And I'll turn it over to staff. So in fact, there were uh a map and um memo regarding this uh proposed easement. Um this gentleman's built a house, he's almost done, and he was uh looking to connect to the sewer initially through a grinder pump in a forced main on Ridgewood Road. Um he ran into some obstacles with uh uh neighbors and also rock excavation. So he basically stopped and uh and reorganized and came up with another option, which is actually a better option, is to go with gravity sewer behind his house and city property, and then uh getting permission for an easement across his neighbor's land on the corner of Ridgewood and Mile Road Mile Road. Uh we did discuss this the other day a little bit. Um if we have any questions, I can go over or Brian can answer your questions. This went to uh finance and government last Wednesday night, yeah, and also planning and zoning. So we have uh both approvals that will be at the council meeting on Monday for the 8-24 approval. Mr. Chairman Councilman, yeah. Uh maybe it'd be helpful just to read uh highlighting to have staff read it in the resolution that's going before the city council and explain it from there in terms of where the easement's coming and so forth out of there for this permit. So if you utilize that, I know there's an attached uh uh map as well of the properties and so forth, but uh this matter it will now go if it passes this afternoon boom. It's presently sitting on the council agenda, but it requires the passage uh by the WPCA of the proposed resolution. Thank you uh for your comments, uh uh councilman, and uh I would ask staff at this time if we could uh read the resolution into the record and then we can address comments from committee members after doing so. So the resolution uh six, whereas the city of Middletown is seeking to acquire permanent storm drainage and or sanitary sewer easement from Donald J. Sakor on properly located 700 Ridgewood Road, map lot 10-0157 for the purpose of constructing and maintaining a sanitary sewer main, and whereas the easement is a three-foot-wide easement totaling sixteen thousand seven hundred and seventy-three plus or minus square feet extending north from mile lane to the city property located on mile lane, map lot number 10-0147, located east of Bridgewood Road and whereas the acquisition of this easement is needed because the owner of 746 Ridgewood Road is unable to install a septic system on the property to prop to support their newly constructed home by order of the health department and will instead construct at their cost a new gravity sewer main from their property tomorrow lane as shown on the attached map. And whereas the city of Millettown will take ownership of the new Sanitary Sewer Main once completed. And as in this new main has the added benefit of enabling multiple other properties to connect to the city sewer system in the future. And whereas on May 27th, 2026, the planning and zoning commission gave a favorable seat Connecticut General Statute 8 24 report for the easement. Now therefore, be it resolved by the common council, the city of Middletown. From Donald J.
