Discussion Items
- Director’s Report: The director reported on meetings with specialty vendors for the municipal fire alarm system, progress on quotes via cooperative purchase or sole source, and a meeting with the land use department. The committee plans to submit to the planning and zoning commission for the August meeting. To proactively engage neighbors, the director will send a letter and host an open community forum immediately after the regular July 23, 2026, meeting. The board discussed the importance of early outreach to avoid planning and zoning delays.
- Tekton Design Update: The architect presented the completed design development set and an interior design overview. Key features include durable, cost-effective materials (porcelain tile, modular carpet, rubber flooring, quartz tile) and a calming color palette (blues, greens, wood tones) for dispatcher well-being. The presentation covered finishes for the lobby, training room, call center, break room, bunk rooms, showers, fitness center, and outdoor patios. The call center will have eight monitors per console, an ergonomic sit-stand desk, 24/7 task chairs, a raised access floor, a tech tower for easy computer access, and a central vacuum system. The server room will use a clean agent fire suppression system. A window on the north side was added for natural light at minimal cost (estimated $2,000–$3,000). Questions addressed accessibility (ADA transfer showers, wheelchair-accessible training room), sprinkler protection for equipment, and the monitor layout.
Key Outcomes
- Payment Approval: The committee unanimously approved a payment of $3,900 to Giuliano Associates for completion of a survey.
- Payment Approval: The committee unanimously approved a payment of $80,760 to Tekton for work performed through May 31, 2026.
- Community Outreach Plan: A letter will be sent to abutters on Tally's Trail, Mile Lane, and Birchwood, and an open community forum will be held on July 23, 2026, at 7 p.m. after the regular meeting.
- Building Naming: The naming of the facility as the “Chief Dunn Central Communication Center” will be on the July council meeting agenda for final approval.
Meeting Transcript
They are recording. But they got all right. Welcome everyone to the Public Safety 911 Center Building Committee meeting. It is a special meeting. It's here in the Middletown Police Department community room and also held hybrid on WebEx. It is June 25th, 2026. And I call the meeting to order at 503. All right. First on the agenda is the public comment. If there's anyone from the public wishing to speak at this time here in the community room or on WebEx, please use the hand raise function, state your name and your address, and you will be acknowledged. No one online. No one online and no one in the community room at this time. So we'll close this portion of the agenda and move on to approval of the minutes. We have three. So approval of the minutes is for March 26, 2026, April 23rd, 2026, and May 28th, 2026. For a motion to accept all of the minutes. So moved. Second motion. Okay. Any discussion. Hearing none, all in favor of all at least three dates. Any any uh anyys? Any abstentions? All right, the minutes pass for those three dates reported. Uh next I'll hand it over to the director for director's report. Uh good afternoon, everyone. Thank you again for accommodating the earlier start for the uh council tonight. Um so it was a busy month with me. We're meeting with the uh specialty vendors, such as their councils, our municipal fire alarm system. Uh we're working on uh quotes for them, and hopefully we'll be bringing forward uh next month uh their quotes. They're all gonna be either cooperative um purchase agreements or uh sole source uh due to previous uh funding as we talked about uh prior. Uh today we held a meeting uh with the land use department and other um officials to talk about our submission to the planning and zoning commission. I'm sure Matt's gonna touch base on that. Um we're looking to submit that um for August meeting. Um out of that meeting um it was thought that we should send out a letter to the neighborhood prior to them receiving um the abutting notice for the survey, just saying, hey, we are in the process of designing and we know we're gonna start construction soon for this building, and to possibly open a uh hold an open forum um after our um regularly scheduled meeting next in July. So have a regular meeting and then have an open community forum to talk about the project for any residents in the area to come down and get some information on it and you know ask questions. You sense any any uh objectives? Um no, but I mean we are pretty close to some uh residents there. Um, you know, I I know we're doing our best to make sure, you know, uh our headlights and light absorption at night is gonna cause an isn't going to cause an issue. Um, but if we can get them on board before they just randomly receive the abutting notice to say, hey, we're going to planning and zoning. So courtesy. So that's the plan for next month, but I'll I'll work with you, Chairman, to make sure that that's uh good to go. Uh can answer any other questions that you may have. So I do have a quick question. Our meeting in July is more towards the end of the month. So are we going to be having that open forum prior to that meeting or so? My plan was to have our regular scheduled meeting on July 23rd at 6 and then immediately after, say 7 p.m., have the open forum same day that way everyone's here if they want to stay, committee members, and you know, just banging out. Appreciate that. Okay. Just another question from Chair.
