0:51

You'll be acknowledged.

0:52

State your name and your address and speak.

0:57

I don't see anyone online.

0:59

And don't see anyone from the public, so I will close this portion of the agenda and hand it over to is it Chief Costa or Chief Chief Costa?

1:12

Okay.

1:13

I don't know if I first is going to back me up at times, I'm sure.

1:16

But um with that being said, correspondence and accolades, we don't have anything to report this month, but as we come um closer to the uh fall season, we will uh stop preparing for our awards uh ceremony and as well as um potential promotions that we'll have uh coming out from the first of the year.

1:34

Um monthly reports, our overtime um reports.

1:38

If anybody has any questions in regards to that, we're on track still early in our uh budget season to track and have trends at this point, but it's consistent with what we have um seen over the past uh month regards to uh time off as we come out of the vacation months.

1:53

Um we've we tend to see our overtime uh start to level off.

1:56

And uh again, we're on we're on a projection uh stability at this time.

2:01

Um regards to overtime uh regular budget as yeah you know last month we passed um council had passed the uh uh private duty line.

2:10

Um that was uh 1.3 uh million in appropriations.

2:15

Um a lot of that is revenue, but there is some um obviously changes that will be coming up and will be in front of this commission in regards to um water and sewer and public safety.

2:26

Um I'll probably do an executive summary to that for all the council and members of this commission before it moves on um to make sure we get feedback in regards to um as well as with finance involved um with that uh that new um pay scale that involves water and sewer.

2:43

Um and moving forward with that right now, yes.

2:50

I'm sorry.

2:52

Okay, are we going to get to have input on that before it goes to the whole council?

2:57

Yes, ma'am.

2:58

I that's why I'll bring it to the commission first.

3:01

Okay, thank you.

3:02

Yeah, absolutely.

3:04

Because I'm not sure I agree already.

3:07

Sorry.

3:08

Okay, I mean, I whatever is best practices.

3:11

Please, if you want to call me give me a call with any idea you may have as we're preparing an initiative, um, so we we don't try to uh you know shock the system.

3:22

We want to make sure everybody's in alignment when we move forward with this.

3:24

It's a pretty pretty straightforward budget line um amendment, if any.

3:29

Um, but um, we have to make sure that we're in accordance with the CBA and and obviously uh the city policy.

3:35

So I want to make sure that's all uh streamlined and so far everybody understands it.

3:41

Um community reports.

3:43

Um this weekend we had a great um backpack drive.

3:47

Um uh with uh Andre Drummond All-Stars and Pal uh working together.

3:53

Um lot of uh people had come out to the Palace Center, uh received uh free clothing, uh, book pack supplies for school, um, and opportunity to um uh speak with the officers and then have a bounce house, which was on the sidewalk of uh Main Street still is you know unique to see uh in that area and uh um the the sidewalk uh basically cafe was pretty good and I appreciate those business owners at uh Hancock Pharmacy and the uh small convenience store that uh our neighbors there at PAL.

4:26

Uh they're very uh welcoming to allowing us to take up some um sidewalk footage uh while uh the uh the initiative had gone on, so it was good to see people there and take part in that.

4:40

Um statistics for the month of July.

4:43

We had 125 criminal investigations, 19 criminal arrests, two motor vehicle arrests, um motor vehicle, uh about 30 motor vehicle accidents, 113 motor vehicle traffic stops, and then we had some uh three DCF referrals and that um obviously uh for children.

5:04

Uh I just want to go back to motor vehicle stops at 113.

5:08

Um I just want to say uh unbelievable work done by the patrol division, traffic divisions um with the traffic cameras, uh speed cameras that we'll talk about a little bit uh later in this uh presentation.

Public Comments & Testimony

  • No members of the public spoke either in person or online.

Discussion Items

  • Chief Costa’s Reports:

    • Overtime & Budget: Overtime is on track and stabilizing after vacation months. The private duty line appropriation of $1.3 million (approved last month) will require an amendment for water/sewer and public safety pay scales. Chief Costa plans to bring an executive summary to the committee before it goes to the full council. Councilwoman expressed uncertainty about the pay scale and requested input; the chief agreed to present to the committee first.
    • Community Reports: The department held a successful backpack drive with Andre Drummond All-Stars and PAL at the Palace Center, providing free clothing and school supplies. Officers interacted with the public.
    • Monthly Statistics (July): 125 criminal investigations, 19 criminal arrests, 2 motor vehicle arrests, ~30 motor vehicle accidents, 113 motor vehicle traffic stops, and 3 DCF referrals. Chief Costa emphasized that traffic enforcement (including speed cameras) aims to reduce speed-related injury crashes, citing a national study estimating $11 billion in costs from serious injury/fatal crashes.
    • Upcoming Event: The Connecticut Police Chiefs Association Highway Traffic Safety Committee meeting will be hosted in Middletown on September 2nd. Committee members were invited to attend.
  • Old Business – One-Way Street Study:

    • A traffic safety study for Court Street (from Cobin to Main Street) is underway, including traffic counts, safety analysis, feasibility, congestion impacts, emergency response, and potential signage. The study involves UConn and the traffic unit. Chief Costa expects to present findings and an executive summary at the September committee meeting.
  • New Business – Automated Traffic Enforcement (Speed Cameras):

    • Chief Costa presented a PowerPoint on the speed camera program, active since June 9 (warning period) and July 9 (enforcement). Data from August 2025 to July 2026 shows:
      • Speeding events dropped 80% (from 72,000 to 14,448 monthly).
      • Habitual violators decreased from 95.8% to 13.2%; first-time offenders now 75%.
      • Traffic volume on Washington Street remains unchanged (~700,000 vehicles per week).
      • Revenue to date: $4.18 million total; city’s share ~$3.1 million after vendor payments. Chief noted funds are used for program expenses (office build-out, four new employees) and mayor may allocate further.
    • The three-step violation review includes vendor AI screening, municipal validation (479 rejections out of ~14,000 events), and final issuance (8,600 violations issued).
    • Councilwoman Salafia clarified that speed cameras are separate from Flock license plate readers. The speed cameras are not used for investigative purposes.
    • Councilwoman Sweeney raised public trust concerns given negative national news about similar systems. Chief Costa responded that Connecticut leads in police training and privacy regulations, and the new state law (effective October 1, 2026) will enforce strict data retention (21 days), sharing restrictions, and public reporting. He emphasized the program saves lives.
  • New Business – IT & Privacy (LPR, ALPR, DFR):

    • Chief Costa introduced Detective Stroud and Sergeant Peck to explain the use of license plate readers (LPRs) in investigations. Examples included solving a homicide on Pooley Avenue within two hours using LPR data, and daily use for locating stolen vehicles and violent offenders. The systems also assist with silver/amber alerts and missing persons with dementia.
    • New state legislation effective October 1, 2026, mandates:
      • 21-day data retention, then wiped unless under judicial warrant.
      • Data sharing only for criminal investigations with a purpose.
      • Adoption of a statewide model policy by POST Council by December 1, 2026.
      • Department policy must be adopted by January 1, 2027, and posted on city website.
      • First annual usage report due January 31, 2027, published online.
    • Chief Costa noted that citizens can FOIA their own data but not others’. The department will work with the union and mayor’s office on auditing and misuse safeguards, building on existing CJIS compliance.
    • Councilwoman Salafia clarified that Middletown has five fixed LPR cameras and all cruisers are equipped. These are separate from doorbell cameras or trail cameras (which are only accessed with permission or warrant).
    • Councilwoman Sweeney requested drone usage data; Chief reported one drone deployment last month for a well-being check.

Key Outcomes

  • Approval of minutes for January 15, 2026 (unanimous).
  • No formal votes on other agenda items. The committee will receive further reports on the private duty line pay scale, one-way street study, and speed camera revenue allocation.
  • The department will continue to engage the public on technology privacy and compliance with new state laws.
