Thanks everybody for attending.

0:10

Tonight is the special meeting of the McDonald's School Building Committee on Tuesday, September 15th, 2026.

0:19

Call the meeting to order at 6.02.

0:23

First thing I'll do is I will recognize members of the public.

0:44

All right.

0:50

But one more call out here.

0:52

If there are any members of the public wishing to make comments on tonight's agenda, please let us know.

0:58

Raise your hand.

1:00

Holler out.

1:02

Snap your fingers.

1:05

All right.

1:06

It doesn't look like there are any members of the public, so I'm going to go ahead and close the public session.

1:12

We have some draft minutes from our last meeting, our regular meeting on August 25th.

1:18

If there's a motion to approve.

1:23

Linda.

1:24

Motion to approve.

1:25

Second.

1:26

Councilman Felt.

1:28

Thank you, Linda and Chine.

1:29

All in favor of approving the minutes from the August 25th meeting.

1:33

Say aye.

1:35

Aye.

1:36

Any nays?

1:37

Any abstentions?

1:39

None.

1:40

Okay, the matter passes.

1:42

New business.

1:43

So our we don't really have any new business.

1:46

This evening we're going to be discussing our new schematic designs.

1:53

But if anybody had any new new business matters.

1:58

None?

1:58

Okay.

2:00

So we'll move into our reports.

2:02

So if you all had a chance to look at the presentation that TSKP shared along with the new schematic designs.

2:16

And then we can can weigh in on any questions that are introduced to the group or similar as we normally do.

2:28

So with that, I'll to TSKP to introduce their presentation.

2:35

Thank you, Kelly.

2:37

I have with me John Scheib, who I think you all know.

2:41

And let me see if I can get my PowerPoint up here again.

2:45

I do the test front seem to work.

3:00

So can everybody see my screen?

3:04

Good.

3:06

Perfect.

3:07

Okay.

3:08

So up to this point, uh we've all been well, not all of us, but certainly on our side of the table, we've been kind of moving around a little bubble-shaped uh items on the site that represent you know various pieces of the program, trying to get a better uh handle on all the various pieces that are adjacent to how they fit on the site.

3:28

Um and we haven't done anything that really kind of is a building.

3:32

You know, it's it's been an exercise sort of a test fitting.

3:35

So tonight will be the first time that that we present something that is uh representative of an actual building.

3:43

Um and the the goal here is to kind of walk you through what we've done.

3:48

Um and if there's some general consensus that we're on the right track.

3:52

Uh we'll then take this set of documents with some additional technical information and pass it along to uh O and G your construction manager to start estimating.

4:01

And that's the first real major milestone is when we get the estimate from them of our SD package to track you know how we're doing and to make sure that we're still uh within your your budget, and if we have to make adjustments, um then we'll make those.

4:17

So uh with that, let me uh get right into it.

4:23

So uh the site plan concept that you know we've been talking about for some time.

4:27

You know, we've we've uh you know that everything to the north is kind of in the wetland zone, not the wetland, the floodplain, so we're really restricted in that we can't put any program space up there, but we can use it for some parking, which we've consistently been showing.

4:41

Uh we've also talked about uh you know bus kind of pickup and drop off loading zone along peas on a pull off.

4:49

Um we've uh talked about kind of uh an emergency vehicle uh lane along the north side of the new building, which also could serve as a car loading and drop off zone as well.

5:02

Uh and so the entrance into the site would be off a stack through the parking lot uh and along that kind of loading zone and then back out onto Ps.

Summary of Proceedings

McDonald's School Building Committee Special Meeting

The McDonald's School Building Committee held a special meeting to review refined schematic design work for the new school, advance the schematic to the construction manager for cost and schedule estimates, and approve an invoice from the design firm TSKP. The committee unanimously voted to move the schematic design forward and approved the submitted invoice. Note: the transcript states the meeting was called to order at 6:02 PM on Tuesday, September 15, 2026, while the timestamp provided for this record is September 16, 2026 (11:00 UTC); this summary uses the provided date.

Consent Calendar

  • Draft minutes from the regular meeting of August 25, 2026: Motion by Councilman Felt, seconded, and approved unanimously.

Public Comments & Testimony

  • No members of the public offered comments. The chair opened and closed the public comment period with no speakers.

Discussion Items

  • Schematic design presentation (design team): The design team presented the first building-representative massing, moving beyond the earlier "bubble" program diagrams. The scheme refines the program distribution shown on August 25, incorporating feedback from committee members and from meetings with Marco and Colleen, the school principal. A slope of less than 1 in 20 was cited, the design maintains three distinct access/control points to the building, and program elements are located to serve the kindergarten rooms.
  • Special education rooms: A request for folding/bifold partitions was discussed. A committee member asked whether a solid wall would provide better acoustical isolation for confidential conversations with social workers and school psychologists; the design team agreed and will use a solid wall.
  • Historic building and exterior materials: The design team stated that the new addition cannot copy the existing historic building; the brick palette will use different colors in the same family, with no exact match. Randall said the existing front facade is especially attractive and expressed a desire to maintain that look. The design team also thanked Chair Daniels for comments. Members discussed using the same material so that weathering will match over time.
  • School-based health clinic: The clinic is currently planned to use main-office check-in, with the clinic across the hall. The design team will ask the clinic whether a separate entrance/exit would be valuable.
  • Other design points: The general music room was placed in the existing building so the multi-wythe masonry works in its favor; energy modeling will help identify heat-loss issues, as with the track-facing facade on the Beaman project; and custodial closets were discussed, noting that some existing buildings had no space for shelving and supplies.
  • Cost estimate confidence: In response to a question from Patrick about significant changes to elevations and materials, the design team said the estimate is a point-in-time view; gross square footage and the material palette are not expected to change, though facade arrangements may shift.
  • Schedule and public communication: A request for an updated schedule to share with the public was raised. The design team said the timeline depends on the approvals process and the number of public hearings required. A committee member voiced concern about prior schedule slippage, noting the target date had slipped by roughly a year. The chair emphasized that every week matters and that front-loaded decisions help with the city approvals timeline.
  • Historic commission risk: A member noted an earlier understanding from the former superintendent that the new building would "mesh in nicely" with the existing building. The design team acknowledged the goal but said the current design does not yet do so, and noted a schedule risk if the historic commission cannot tell which part is original versus new.
  • Meeting cadence: The chair proposed a recurring two-meeting-per-month cycle (a regular meeting plus a mid-month web meeting), with the mid-month meeting canceled when not needed. Members were asked to bring their thoughts to the next regular meeting.
  • Construction manager update (Joe): No formal update was given. Joe reported that the CM and design team have been meeting about the schedule and preparing to put the schematic in front of estimators; changes going forward are expected to be less major.

Invoices

  • TSKP invoice #2514033 in the amount of $140,250 was presented and approved.

Key Outcomes

  • Unanimous vote to advance the schematic design to the construction manager to develop cost numbers and schedule dates; no nays or abstentions.
  • Approved TSKP invoice #2514033 for $140,250.
  • Agreed to use a solid wall rather than a folding partition between special education spaces for acoustical isolation.
  • The vision statement was deferred and will be on the next regular meeting agenda.
  • The next regular meeting will include an agenda item on whether to adopt the mid-month "swing" meeting cadence.
