Speaker 3

3:41

Thank you.

3:41

Good afternoon, everyone.

3:42

Good afternoon, Chair and the Council members.

3:44

Uh this is a request authorization to increase contract with LSE York tax for additional architecture engineering services for the Minneapolis Democracy Center.

3:54

Uh there are multiple reasons why this amendment is needed.

3:57

And it's an example, uh the project's programming requirement and overall design complexity uh were much greater than anticipated when the original RFP was released.

4:06

Uh as the design developed, the project require a larger and more complex building program along with additional stormwater management, site modifications, utility work, um structur changes, design of work related to contaminated soils, etc.

4:22

Also when the RFP was issued, uh the intent of the was intended to reuse the mechanical and the structural uh excuse me, the mechanical and electrical uh existing of the building, but during the assessment was identified that would not be possible anymore.

4:38

So LSE had to design a completed uh change of the mechanical electrical and plumbing uh for the uh Neapoles Democracy SANR.

4:48

Uh as a positive point of that, we're now able to pursue lead certification and do geothermal assessments.

4:56

We're doing a Darcy well in our property.

uh excuse me the mechanical and electrical uh existing of the building but during the assessment was identified that would not be possible anymore so lc had to design a completed uh change of the mechanical electrical and plumbing uh for the uh was democracy standard uh as a a positive point of that we're now able to pursue lead certification and do geothermal assessments we're doing a darcy well in our property so it was also like you know a more complex system the LSE had to design for the building itself but I think with a greater benefit for the project itself uh lastly uh this amendment also reflects additional commuter engagement uh with neighboring properties and design changes result from it from it following in the planning commission meeting uh these are just some of the reasons why we are pursuing this additional uh scope amendment with LSE architects and I'm available to answer any questions thank you for the presentation um there's nobody in queue right now I'll just say this feels fairly standard in our large design contracts conditions change and further work is needed in this case we had mechanical systems and electrical systems and plumbing that needed to be reworked as well as redesign in consideration with the neighboring properties um but what we get in return for that extra cost is going to be a lead certified building we get a better building in this neighborhood because of it and that's a positive thing.

Enterprise and Labor Relations Committee Meeting - October 5, 2026

The Enterprise and Labor Relations Committee of the Minneapolis City Council convened on October 5, 2026, with Chair Linne Palmasano presiding. The meeting addressed a consent calendar of routine items and discussed a contract amendment for architectural design services.

Consent Calendar

  • The committee approved a consent agenda consisting of 10 items without discussion or opposition. Items included approving a winter work reserve pool letter of agreement for Labor's Local 363, contract amendments with Keystone Compensation Group, Goodworks, The Aliveness Project, Cordia, and Suez SES North America, authorizing a contract with Principal Financial Solutions, a legal settlement for the claim of Alice Na, referring ethics updates to staff, and setting a public hearing for October 19th on appointments to the Ethical Practices Board.

Discussion Items

  • Contract Amendment with LSE Architects: Arthur Maya from Finance and Property Services presented a request to increase the contract with LSE Architects for additional architectural and engineering services for the Minneapolis Democracy Center. The amendment was necessitated by greater-than-anticipated programming requirements, design complexity, and the need for redesign of mechanical, electrical, and plumbing systems. The redesign also enabled pursuit of LEED certification and geothermal assessment, including a Darcy well on the property. Chair Palmasano noted that while the extra cost was due to reworking systems, it would lead to a LEED-certified building. Councilmember Chavez expressed support, particularly for the geothermal component.

Key Outcomes

  • The consent calendar was approved unanimously.
  • The contract amendment with LSE Architects was moved by Councilmember Chavez and approved with all in favor.
