The City of Miramar City Commission held a workshop on July 8, 2026, to discuss the city's participation in the Broward County Solid Waste Authority (SWA) and two fundamental conditions required for adoption: the master plan and the facilities amendment. Staff recommended against approving the facilities amendment, and commissioners raised concerns about unknown financial costs, loss of local control, and the lack of a seat on the SWA executive committee. No formal vote was taken, but the commission may consider the matter at a future meeting before the August 14, 2026 deadline.

The presentation that you will see today will provide a brief recap of the city's journey to join in the authority and the developments that have occurred since becoming a member. At the conclusion of the presentation, staff will share the city manager's recommendation. At this time, it gives me great pleasure to turn over to our division director, Mr. Ralph Trapani, who is our solid waste expert. Hi, good evening, everyone, and thank you for being for letting me be here tonight. Mayor, Vice Mayor, Commissioners, City Manager, Attorneys, City Clerk, the millions at home, and those in our um our audience this evening. I would start like to start with a little brown nosing today and wish Vice Mayor Edwards a happy birthday. I remember when we were talking, you mentioned it was on your birthday, so happy birthday, sir. Um sorry. You got me? Okay. So the issue this evening is the um City of Miramar is a participant in the solid waste disposal authority. Includes 29 members, including Broward County. There are two fundamental fundamental conditions required for adoption, which is the master plan and the facilities amendment. And the city of Mira must decide what is in our best interest by August 14th, 2026. So a big uh a little bit of a history and how we got here back in 1986. Miramar was one of the original contract communities of the Broward County Solid Waste Disposal District or the Resource Recovery Board in 2013 and Resource Recovery Board sunset. 2013 to 2015, there was litigation between the members and Broward County, which delayed the sale of the Alpha 250 asset and funded the development of a waste study.
