15:21

Florida Missing Children's Day, September 14th, 2026.

15:26

Whereas, pursuant to Florida Statute 683.23, the second Monday in September is designated as Florida Missing Children's Day, a day to honor and remember Florida's past and present missing children and to recognize our state's continued efforts to protect the safety of children through prevention, education, and community involvement.

15:47

And whereas the Florida Missing Children's Day, known as FMCD, annual ceremony for 2025 2026 will be held on Monday, was held Monday, September 8th at 10 a.m.

16:04

This must be this is from last year's carryover, excuse me, in Tallahassee, featuring an award ceremony and a time of remembrance recognizing families of missing persons.

16:14

And whereas the city of Miramar is committed to remaining vigilant and informed about the dangers children face in our community, recognizing that family abduction is a serious crime, not merely a civil matter, and law enforcement officers are urged to treat these incidents as severe forms of child abuse rather than minor offenses.

16:34

And whereas it is essential for law enforcement agencies to maintain written plans and procedures to promptly address family abduction cases, and courts have established that officers must ensure children are placed with their lawful custodians and verify the validity of any court orders as the absence of proper training and policies poses a threat to public safety.

16:58

Now, therefore, I Wayne Mesa, mayor of the City of Myanmar and the City Commission do hereby proclaim the second Monday in September 2026 as Florida Missing Children's Day, and would like to thank our police department for all that they do for protecting our most vulnerable, especially our precious children.

Summary of Proceedings

Miramar City Commission Meeting - September 14, 2026

The Miramar City Commission met on September 14, 2026, beginning at approximately 12:45 PM (actual start time in the evening) and extending past midnight. The meeting included proclamations, presentations, public participation, and votes on several resolutions. A major item was a quasi-judicial hearing for a proposed El Car Wash development, which was denied unanimously after strong resident opposition.

Consent Calendar

  • Items listed as routine were approved by one motion, except items pulled for discussion: Item 2 (pulled by staff), Item 4 (weekend shuttle service), and Item 6 (leasing broker payment).
  • Item 4: Approved 5-0. Resolution approving the Sixth Amendment to the interlocal agreement with Broward County for weekend community shuttle service, adding Saturday and Sunday service (9 AM to 4 PM) and additional revenue of $145,176.22.
  • Item 6: Approved 5-0. Resolution approving payment of $43,562.74 (second installment, total $87,125.48) to leasing broker Jones Lang LaSalle for the Brandon's Bistro lease agreement.

Public Comments & Testimony

  • Driveway Code Enforcement: Residents of Silver Falls (and possibly Silver Shores) spoke about citations for driveway parking limitations. They requested grandfathering, more time to comply, and holding of citations. Mayor stated staff would meet with the homeowners association to explore options.
  • El Car Wash (Item 11): During the quasi-judicial hearing, multiple residents from the Knowles community and nearby areas spoke in opposition, citing traffic safety (single entrance/exit, U-turn requirements), noise from blowers and vacuums, and negative quality-of-life impacts. Some residents had attended prior community meetings and visited other El Car Wash sites.

Discussion Items

  • Proclamations: Recognized Florida Missing Children's Day (September 14, 2026), National Diaper Need Awareness Week (September 14-20, 2026), Hunger Action Month (September 2026), and Workforce Development Month (September 2026).
  • Small Business Grant Program: Presented by Commissioner Colburn. $50,000 in grants ($5,000 each) awarded to 10 Miramar small businesses and nonprofits from over 100 applicants. Recipients included Crams Consulting, Coconut Fusion Cafe, and others.
  • The Caring Place Homeless Shelter: Presentation seeking partnership to provide residential beds for Miramar homeless individuals. Commissioner Sherizard presented a check from her office in support of Miramar beds.
  • El Car Wash (Item 11): Quasi-judicial hearing for conditional use, site plan, and community appearance board approval for a car wash at 8250 Miramar Parkway. Applicant made significant revisions after community meetings: reduced vacuum stalls from 43 to 27, increased landscape buffer to 40 feet, eliminated Knowles Road access (emergency only), added a 155-foot deceleration lane, and agreed to limited hours (Mon-Fri 8 AM-7 PM, Sat-Sun 9 AM-6 PM). Staff recommended approval with conditions, including connecting two other El Car Wash facilities to reclaimed water. The Planning and Zoning Board had previously recommended denial. Residents strongly opposed; commission voted 5-0 to deny all three applications and the overall project.
  • FY2027 Fee Schedule (Item 8): Presented by Chief Financial Officer Samantha Mighty. Included a 2.6% CPI increase for most departments (per resolution 25-212), a 5% increase for business tax receipts (per state statute), and new fees for building/planning, parks, police, utilities, and other services. Commissioner Chambers expressed concerns and voted no. Passed 4-1.
  • Employee Health Center (Item 9): Amendment to the agreement with CareATC for additional staffing (one full-time physician, one medical assistant) and a two-year extension (through February 2029). Total costs: $486,059.60 for remainder of current contract; $2.04 million (Year 1) and $2.14 million (Year 2) including a 5% renewal increase. Commissioner Chambers voted no citing low utilization. Passed 4-1.
  • NeoGov Software (Item 10): Renewal of HR platform for FY2027 at $115,397.67. Expansion to include onboarding, learning, and offboarding modules. Discussion included efficiency improvements and notification for applicants. Approved unanimously.

Key Outcomes

  • El Car Wash development denied on all three applications (conditional use, site plan, community appearance board) by unanimous 5-0 vote.
  • FY2027 fee schedule adopted (4-1).
  • Employee health center extension approved (4-1).
  • NeoGov software renewal approved (5-0).
  • Meeting extended past midnight to complete agenda.
  • Staff directed to meet with Silver Falls HOA regarding driveway code enforcement.
