A resolution authorizing the mayor and city clerk to execute and attest to a program funding agreement between the city of Moline and the Illinois Housing Development Authority.

For the city's acceptance of a grant aboard for the in for the amount of 417,000 dollars and authorizing some staff to do nothing necessary to execute all assurances and certifications to the Illinois Housing Development Authority for the Strong Communities Programs round two grant.

And I'll direct the community and economic development department begin work on execution of the program funding agreement between the city of Moline and the Illinois Housing Development Authority for the Strong Communities Program round two grant to do all things necessary to implement said grant requirements.

Um explanation if anybody's got a question KJ is on the line got questions, or she can provide any kind of details on this.

Obviously, getting a million dollars is um our department in terms of uh more household out there to mix up more properties, uh more housing issues to solve for sure.

So um we anticipate that's really be a part of um rehab portion of the uh of the department where we're actually gonna be able to uh purchase houses and rehab those properties and fix them up and that's all I guess so um we're just I just appreciate you getting this on the agenda because I can't last minute for us with the deadline side of things.

So um you do have more specific questions.

Yes, it has we have to take it a vote to take it out of cow, and then it's also on for first reading.

This allows uh probably for any necessary timing times submitted.

We move to our informational 6.1 2022 to 24 action like that tour for the year 23 or 33.

Obviously, it's not certain.

So anyhow, as you know, um we continue to monitor uh monthly well.

That's quarterly progress on the original goals that were established when we got 22 and 34 as we go over the updating that uh 2456 plan, but specifically this look for council but members of the public standing on where we are with some of the uh what's important critical uh strategic goals or established and uh specifically uh what has been accomplished versus not accommodation costs of retane proposed and take a look at the accomplishments you'll see the strategic plan of the notice and number one is our infrastructure, and you can see that with the greatest number of accomplishments of actually you'll see that uh a lot of accomplishments, but not as much as both one as you get three, which is right now accomplishments allow us to actually want to curve projects.

But at the end of the day, we're provide the show as you might have percentage basis where we actually sit, but we're at least looking at short staff sitting at about 65% region of all roles.

So we are moving will be involved, uh weighed this case quite a bit.

And uh I don't think that this will have hold us council's trying to capitalize to reduce house better overall.

Um actually already mentioned VTAS, but I don't I don't remember what number it is on the rebranding.

Oh, we I think that uh personally less interested in that as something that must get done.

Um as making sure the website is functional and to use that I know you've been working on that.

Um, you know, I'm also extremely interested in the crisis communications plan after having gone to a mayor's conference, and we've talked about um these kinds of situations.

So I'm very much looking forward to that coming forward in November.

Um I do want to make sure that the small business incentive idea that you've mentioned is somewhere nestled in the updated plan coming forward.

If we can't see it, at least we know where exactly it would fall.

And um, item 2.5 C on the market.

I think that that probably deserves a little more discussion.

Um, because I don't think we've heard much after we uh made sure Mercado could work everything this spring.

Um I have been in talks with Laura on Cooper from umticultural entrepreneur center at Blackhawk about some other market ideas, but so I think we should come back to that objective so how the other one is that 2.5c on the downtown markets um and then I uh 2.3 G improved staff development and training.

It's finding this again uh just reinforce what we said at our last meetings about making sure there's that training.

Um I think that um you've had given me some updates on where we might be headed with that, and I just wanted the council to know that there is a continuation from Lola's 50 plan, and then we see PEI training etc.

in the next one, but um, we definitely need to get moving on it since it's for my observations.
