The City of Moline held a combined Committee-of-the-Whole and City Council meeting on May 7, 2025, at the Moline Public Library. The meeting included proclamations, board appointments, approval of outdoor dining and event licensing, a major dredging operation authorization, a school police liaison agreement, and the swearing-in of newly elected officials. All consent agenda items were approved by omnibus vote, and several non-consent items were debated and passed individually.
And then also a mayor's reappointment of Hilbert Flower to the Board of Fire Peace Commissioners for a three-year term to expire May 31st. Mr. Collard. Any questions? The 2024 to 2025 Snow Angels Program Awards. Schmidt. Good evening. Thank you for the opportunity to find a bit about the Snow Angel program. This was our first year to do the program. The problems rediscovered during the large small bat act in 2024. We saw numerous sidewalks that were not shoveled community. So we heard back from the community residents that there were legitimate reasons why those sidewalks were not shuttled, and age mobility issues. We researched to see if there's any other communities that had similar problems. We didn't see a whole lot. So we did eventually find a snowing program, which eventually took place. So at that point, I work with my business analyst, Adela Russell. She was with great help to it creating the program. She talked to you the communities. She did an amazing job from start to finish. I'm so really grateful for her product speak. So once we had the program in place, we had to decide well we need people actually for the program. We had to have people in need and also volunteers that focus people. So I always said we had like five people to help they'd be successful. We ended up appointing the presidents of the hospital program. So I was very happy to have that volunteer-wise too. So snowing out great conditions to shovel, but it came out really good service for people they never met, probably never meeting. So that type of indication was very good. So today I just want to thank all of the simple. All right, our next items are proclamations. Uh proclamation request by Stephanie Murphy, City Clerk to declare the week of May 4th through 10, 2025 as Professional Municipal Clerks Week. And the proclamation reads, whereas the Office of the Professional Municipal Clerk, a time honored and vital part of local government exists throughout the world, and whereas the Office of the Professional Municipal Clerk is the oldest among public servants, and whereas the Office of the Professional Municipal Clerk provides the professional link between the citizens, the local governing bodies and agencies of government at other levels, and whereas professional municipal clerks have pledged to be ever mindful of their neutrality and impartiality, rendering equal service to all, and whereas a professional municipal clerk serves as the information center on functions of local government and community, and whereas professional municipal clerks continue strive to improve the administration of the affairs of the Office of the Professional Municipal Clerk through participation in education programs, seminars, workshops, and the annual meetings of their state, conventional, county, and international professional organizations. And whereas it is most appropriate that we recognize the accomplishments of the Office of the Professional Municipal Clerk. Now, therefore, I Sagita Rai Pani Mayor of Moline do hereby proclaim the week of May 4 through 10, 2025 as professional municipal clerk speak. Thank you so much for all that you do. Our next item is a proclamation request by Darren Gault, Chief of Police to observe the week of May 11, 2025 as National Police Week. Did you want to say anything? Oh, Your Honor, I can be a good doctor. Should you recognize them with the uh proclamation reads, whereas in 1962, President Kennedy proclaimed May 15 as National Peace Officers Memorial Day, and the calendar week in which May 15 falls as National Police Week. And whereas established by a joint resolution of progress in 1962, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others. And whereas each day more than 800,000 police officers across our country put on their badge and go to work knowing they may face extremely dangerous situations with 165 officers giving their lives in the line of duty last year. Whereas the men and women of the police of the Moline Police Department make difficult decisions every day to safeguard the rights and freedoms of the citizens of Moline and provide a vital public service. Now, therefore, I Sahita Rayapati, Mayor of Moline, do hereby call upon all citizens of Moline and upon all patriotic civic and educational organizations to observe the week of May 11th through 17, 2025 as national police week. Do you want to say anything? Yeah, just roll briefly. I wanted to mention now I don't public works department, but I will be on Burrow Temple Public Works on Utilities, engineering and parts of it. The proclamation reads, whereas public works professionals focus on infrastructure, facilities and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life and well-being of the people of Molly, and whereas these infrastructure facilities and services could not be provided with all the dedicated efforts of public works professionals, our engineers, managers, and employees at all level of government and the private sector who are responsible for rebuilding, improving and protecting our nation's transportation, water supply, water treatment, and solid waste systems, public buildings and other structures and facilities essential for our citizens. And whereas it is in the public interest for the citizens, civic leaders, and children of Moline to gain knowledge of and to maintain a progressive interest and understanding of the importance of public works and public works programs in their respective communities. Whereas the year 2025 marks the 65th annual National Public Works Week, sponsored by the American Public Works Association and the Canadian Public Works Association. Now, therefore, I Sangita Ryof Petty Mayor of Moline do hereby proclaim May 18th through 24, 2025 as National Public Works Week.
