Transportation Advisory Board Meeting - March 13, 2025

The Naperville Transportation Advisory Board (TAB) met on Thursday, March 13, 2025, at 7:00 PM in the City Council Chambers. Chair Michael Melaniphy called the meeting to order with a quorum of six members present (Alice James, Michael Melaniphy, James Webb, Sarah Rose, Andrea Nair, and Brian Laird). Three members were absent (Scott Hurley, Michael Krzywinski, and Nigel Neibel). The meeting was adjourned at 7:24 PM.

Consent Calendar

• Approval of February 6, 2025 Meeting Minutes: The board voted unanimously (6-0) to approve the minutes as submitted.

Reports and Recommendations

Modify Parking Restrictions on Main Street (Between Van Buren Ave. and Jefferson Ave.)

• Transportation Project Manager Sydney Smith presented a proposal to relocate a multi-use loading zone from the east side to the north end of the west side of Main Street to better serve businesses, and to update municipal code to match existing signage. The Downtown Naperville Alliance expressed support. The board voted unanimously (6-0) to recommend approval.

Update to the Overnight Parking Program

• Smith presented updates to the overnight parking program guidelines and the all-night parking ordinance (prohibiting on-street parking from 2 a.m. to 5 a.m.). Key changes include: clarifying eligibility (only multifamily neighborhoods built before a 2015 code update that did not meet off-street parking requirements), giving staff flexibility to determine appropriate hang-tag quantities based on on-street parking availability, and allowing staff to evaluate parking location rather than restricting to one side of the street. Board member Webb asked about the significance of the before/after 2015 stipulation; Smith explained that a 2015 code update required 0.25 guest spaces per unit for new multi-family developments. Board member Laird confirmed this affects only multi-family units. Chair Melaniphy summarized that the update gives staff flexibility to work with specific communities. The motion passed unanimously (6-0).

Overnight Parking Exemption for Foxcroft Condos

• Smith presented a request from the Foxcroft Condo Association to be included in the overnight parking program. The neighborhood, built before 2015 and not meeting current off-street parking requirements, would receive 23 hang tags (distributed by the property manager) for parking on the north side of Foxcroft Road. Webb asked if this would qualify under the newly approved rules; Smith confirmed it would not have qualified under the old rules because the old program distributed up to 50% of units for hang tags, and 23 tags are fewer than that threshold. Chair Melaniphy noted the HOA administers the program and it has been successful. The motion passed unanimously (6-0).

Overnight Parking Exemption for Coach Houses of Old Sawmill

• Smith presented a request from the Coach Houses of Old Sawmill HOA. The neighborhood, built before 2015, would receive 24 hang tags (distributed by the HOA president) for parking on specified sections of Lancaster Circle, Plymouth Court, and Sunderland Court. Board member Laird asked about signage to direct residents; Smith confirmed signage would be installed. Chair Melaniphy confirmed the neighborhood was notified and no negative feedback was received. The motion passed unanimously (6-0).

Old Business

• Stop Sign Request at Vest and Rosewood: Board member Rose asked for an update. Staff member Prousa stated that staff decided not to bring the item to City Council because no enhancement was warranted at the intersection. However, a sidewalk gap to the south of the intersection will be evaluated as part of the new sidewalk gap program and brought back to TAB in the fall (October or November 2025) through a three-year program.
• Washington Street Bridge Update: Prousa reported that work is slowed by winter weather. The bridge deck is complete except for the final surface. Contractor is removing temporary supports, pouring barrier walls, and framing retaining walls. Traffic lanes are expected to reopen in late spring, with final completion in June or July 2025, depending on weather and delays.
• Road Improvement Plan Update: A public meeting was held on January 28, 2025, to present existing conditions. An online mapping tool was available for those who could not attend. The consultant is reviewing nearly 500 comments received. A presentation is scheduled for the May 1, 2025 TAB meeting.

New Business

• Bicycle and Pedestrian Plan: Staff member Prousa announced that a request for proposals (RFP) for a bicycle and pedestrian plan will be posted in the coming weeks. The contract is anticipated to be awarded in summer 2025, with TAB involvement expected later in 2025 or early 2026.

Key Outcomes

• All four recommendations (minutes approval, Main Street parking modification, overnight parking program update, and two overnight parking exemptions) were approved unanimously by a 6-0 vote, with four members absent.
• The stop sign request at Vest and Rosewood will not proceed to City Council; the sidewalk gap adjacent to that intersection will be considered in the fall 2025 sidewalk gap program.
• The Washington Street Bridge is projected to reopen to traffic in late spring 2025 and be fully completed by June or July 2025.
• The Road Improvement Plan update, incorporating public feedback, will be presented at the May 1, 2025 TAB meeting.
