The Naperville Planning and Zoning Commission (PZC) met on Wednesday, April 16, 2025, at 7:00 PM in Council Chambers, 400 S. Eagle Street. The meeting covered three public hearings: a fence variance, a major planned unit development (PUD) change for a health spa and restaurant, and a conditional use request to expand an existing gas station to accommodate U-Haul operations. - U-Haul at 991 W Ogden Avenue: The existing gas station is non-conforming (grandfathered before 2016 code update). The petitioner, Henry Patel, sought a conditional use to expand pavement by 2,448 square feet for parking up to 15 U-Haul trucks, with a six-foot fence, landscaping, and a trash enclosure. Staff recommended approval subject to conditions (landscape plan, parking restrictions, lighting compliance). Commissioners raised several concerns:
- Commissioner McDaniel argued the expansion would be a step backward for the Ogden Avenue corridor improvement efforts and suggested if approved, the fence height should be increased and lighting fixed.
- Commissioner Clemen asked about buffer requirements and parking adequacy; staff confirmed a six-foot fence is the minimum and that 10 required parking spaces must be kept free of rental trucks.
- Commissioner Wright felt the commission lacked sufficient information (engineering drawings, traffic studies) to make an informed decision and suggested tabling the case. He noted the neighbors' concerns were valid.
- Commissioner Castagnoli questioned the non-conforming use and zoning; staff confirmed the property is zoned B3, and a new gas station would also require a conditional use.
- The petitioner offered to address lighting (hired a new electrician), increase fence height to 8-9 feet, and plant larger arborvitae. He apologized for past issues and asked for a solution.
- After deliberation, the commission voted on a motion to approve the conditional use subject to conditions. The motion failed 6-0, resulting in denial. Commissioner Wright recommended the petitioner return with a cohesive plan after working with the neighborhood.

During the public forum, members of the public have the opportunity to address the planning and zoning commission on the issues which are not part of tonight's agenda. Please keep your comments limited to three minutes. Also, for the sake of all of those in attendance, please refrain from clapping or shouting in the response to comments made by any speaker. Secretary Wright, do we have anyone signed up under public forum? Great. Our next order of business is public hearings. For each hearing, we will begin with a staff presentation or introduction, followed by the petitioner's presentation. We will then take public testimony to ensure that we have an opportunity to hear from each person wishing to speak. Please keep your comments specific to the request under consideration and try to avoid repetitive comments. Also, for the sake of all those in attendance, please refrain from clapping or shouting out in response to comments made by any speaker. Brad Iwicki with the city's planning services team. DEV 0015-2025 is a request for a fence variance pursuant to Section 6-2-12, colon 1.7 to allow a 10-foot subdivision perimeter fence where the height limitation is nine feet. The subject properties 2909 through 3017, Saganashki Lane of the Tall Grass of Naperville Unit 8 subdivision are located on the east side of the west side of Illinois Route 59, north of Rolling Ridge Road, and zoned R3A medium density multiple family residence district. The subdivision perimeter fence installed with the development of the subdivision had recently been removed and replaced with the 10-foot tall privacy fence in the same location. The existing 10-foot fence was constructed without permit approval, and since a variance is required, it is being requested after the fact. Is a 10-foot tall traditional cedar privacy fence along approximately 1,300 feet of the subdivision's east boundary. The petitioner states that the proposed fence is consistent with the height, consistent in height with the original subdivision fencing that was installed, and the additional height will prov the additional height over nine feet will provide a barrier for the nearby townhome residents to reduce noise and light from the high volumes of traffic along Route 59. The petitioner states that the proposed fence is consistent. Oh, sorry. Um staff does agree with those points stated by the petitioner and does not have concerns with the proposed variance.
