The Planning and Zoning Commission (PZC) of Naperville, Illinois, met on June 18, 2025, at 7:00 PM in Council Chambers. Two residents from Ashwood Creek, Melissa Ward and Jeff Doden (HOA board president), spoke in opposition, citing concerns about increased traffic, density (68 units representing a 35% increase over the 189-home neighborhood), safety on streets like Juneberry Road, lack of a full traffic study, potential school overcrowding, and transparency issues. Jeff Doden presented a petition with 213 signatures opposing the specific development. Commissioners discussed the proposal, with several expressing support for the design, landscaping, and transitional elements, while acknowledging resident concerns. Commissioner Bansal noted that some concerns are better addressed by City Council. The Commission closed the public hearing and then voted unanimously (8-0) to recommend approval, adopting the findings of fact and including the staff-recommended condition on building elevations.

The first order of business tonight is the public forum. During the public forum, members of the public have the opportunity to address the planning and zoning commission on issues which are not part of tonight's agenda. Please keep your comments limited to three minutes. Also, for the sake of all of those in attendance, please refrain from clapping or shouting out in response to comments made by any speaker. Secretary Wright, do we have anyone signed up for public forums? No one's on. Great. Public hearings. Our next order of business is public hearings. For each hearing, we will begin with the staff presentation or introduction followed by the petitioner's presentation. We will then take public testimony to ensure that we have an opportunity to hear from each person wishing to speak. Please keep your comments specific to the request under the consideration and try to avoid repetitive comments. The first case on tonight's agenda is DEV-0010-2025, 25013, and 2535 West 111th Street. Thank you, Chair. Anna Franco at the city's planning services team. The petitioner for DEV 0010-2025 requests approval of annexation into the city of Neighborville, rezoning to OCI upon annexation, a conditional use for single family attached dwellings in the OCI district, a variance to the corner side yard setback, and a preliminary plat of subdivision for the development of 68 single family attached residential units at 2525013 and 20535 West 11 Street, to be known as Everly Trace. MI Homes is the developer of the property, and the preliminary site plan includes townhome and row home buildings located on either side of an extension of Cedar Drive with a stormwater detention area situated along the north property line. The subject property is approximately 10 acres located on the north side of 111th Street. Excuse me, the south side of 111th Street, where 111th Street intersects with Cedar Drive. The property is currently an unincorporated Will County and improved with an on-site landscaping supply store and a single family home and associated farmstead buildings. Adjacent uses include Crone Middle School and its recreational fields to the east, Creekside Park to the south, single family residential homes to the south and west, and single family and single family attached residential homes across 111th Street to the north. As part of the request, the petitioner seeks to rezone the subject property to the OCI or Office Commercial and Institutional Zoning District upon annexation. The city's land use master plan identifies the future place type of the subject property to be single family and duplex residential. The proposed OCI zoning district is consistent with the zoning of the adjacent middle school and provides an opportunity for a transitional land use between the school to the east and the single family residential to the west.
