My name is Karen Webber, and I'm here on behalf of MI Homes of Chicago, the petitioner and developer of the Northwoods of Naperville, a new 64 unit town home dip community located at 1151 East Warrenville Road near the Donata Forest Preserve.

Sarah has summarized, but I'd like to highlight a few key points.

As the commission may recall, in May of 2025, the city adopted ordinances for the Northwoods of Naperville, rezoning the property from RD to OCI, and approving the property for attached single family use.

As you can see here, the Northwoods of Naperville is a unique redevelopment.

The property, once the site of the Illinois Health and Hospital Association, is now being transformed into a thoughtfully designed residential community pursuant to the approvals granted in May.

To refresh your memory, the site is a 66-foot wide flag lot located 800 feet north of Warrenville Road.

Here you can see a picture of the existing sign, as well as its positioning relative to drivers heading east and west on Warrenville Road.

The project, the location of this project relative to its visibility from the street, presents petitioner with a significant hardship for identifying the entrance to the property.

Recognizing this hardship, the property owner to the east granted IHA the right to install signage in the location identified.

As IHA's successor and interest, MI Holmes now owns this recorded easement to use that location for signage.

The existing monument sign identifying IHA is 10 feet tall and 60 feet in 60 square feet in size.

It's important to note that the existing sign is code compliant under the code governing commercial properties.

Petitioner solely seeks to repurpose the existing monument sign to identify it as the Northwoods of Naperville.

And I'd like to stress this is not a new structure.

The existing sign has existed for years in its current location without any history of accidents, visibility, concerns, or visual clutter.

There is no increase in the illumination size or frequency of signage.

It is located at a safe, well established setback off setback off a high speed road where clear site identification improves public safety.

Here are some of the measurements of the sign.

You can see that it does not change in height or location.

And in fact, at 56 square feet, the total area of the sign is actually smaller than the existing signage.

Petitioner is simply seeking to repurpose the existing sign that has served the corridor without issue for over a decade.

Once again, this variance is being requested due to hardship stemming from unique circumstances.

The community's entrance is over 800 feet north of Warrenville Road, and there's no opportunity for a buy right sign at the driveway entrance due to site geometry and code limitations.

Without approval of the proposed monument sign, the property would be effectively invisible to passerby.

This poses challenges not only for marketing purposes, but also for visitors, emergency responders, and delivery vehicles.

Petitioner needs to adequately identify the entrance to the community so cars along Warrenville Road can slow down and safely turn into the private driveway.

The existing sign has been sufficiently identified as if has successfully identified the entrance to the property for the last several years.

Petitioner is merely requesting relief this evening to repurpose the existing sign and allow for the continuation of signage in this location.

The hardship to petitioner is physical and unique and not self-created.

To summarize once again, the monument sign is existing and legally established and has been in use for adequate site identification for the last several years without any issue.

DEV 0078-2025 is a request submitted by the petitioner for approval of a variance to section 6-6C-7 to permit in addition to the principal structure to encroach approximately four feet eight inches into the required 15-foot corner side yard setback.

The subject property is generally located at the southeast corner of North Brainerd Street and 7th Avenue intersection and is zoned R2 single family and low density multiple family residence district.

The lot is existing non-conforming as it does not meet the 50-foot minimum lot width in the R2 zoning district.

And the principal structure is also non-conforming as it does not meet the interior side yard or corner side yard setback requirements.

The north lot line of the subject property abuts 7th Avenue, a platted right-of-way, prompting the corner side yard setback requirements along this property line.

Per section 6-6C-7 colon one, R2 yard requirements of the municipal code, the R2 district requires a 15-foot corner side yard setback.

The proposed scope of work includes a 478 square foot addition to the rear of the principal structure that encroaches four four feet eight inches into the required corner side yard setback, resulting in a setback of 10 feet 4 inches from the north property line as illustrated on the site plan.
