DEV-0081-2025 is a request submitted by the petitioner for conditional use for an amusement establishment in the B-2 district and a parking variance to reduce the required parking ratio for the amusement establishment.

The subject property, 1911 Glacier Park Avenue is a 1.5-acre outlaw referred to as Outlaw C, generally located at the southeast corner of the High Plaza shop High Grove Plaza shopping center.

The shopping center is zoned B2, Community Shopping Center District.

The petitioner, Naperville SRLC, proposes to locate their car racing simulator business in unit 103 of the multi-tenant commercial building, also occupied by Extreme Dance Center.

The vacant space was previously occupied by Arthur Murray Dance Studio, which was generally parked at a ratio of five parking spaces per 1,000 square feet of gross floor area.

Pertaining to the conditional use request, the simulator racing concept is categorized as an amusement establishment since the principal use is providing amusement or entertainment for a fee or admission admission charge per section 6-7B-3 colon one, B2 Community Shopping Center District Conditional Uses.

Approval of a conditional use is required for an amusement establishment in the B-2 zoning district.

The B2 district is intended to accommodate the needs of a large consumer population with a wide range of uses and the land use master plan identifies the future land use of the subject property as urban center.

The urban center place type allows for diverse uses along major corridors, offering entertainment as a primary use that should be attracted.

Based upon the information submitted, staff finds the proposed conditional use is consistent with the intent of the B-2 zoning district and is compatible with the future land use designation, providing the diversity and entertainment options encouraged by the land use master plan.

The petitioner's responses to the standards for granting or amending a conditional use can be found in the attachments.

Upon review, staff agrees with the petitioner's findings and recommends their adoption by the Planning and Zoning Commission.

In regard to the parking variants, a reciprocal easement agreement for the High Grove Plaza Shopping Center from July 24th, 1996.

State's shared parking is available across the entirety of the shopping center.

The High Grove Plaza Shopping Center consists of four primary parcels.

The main shopping center lot occupied by Urban Air Marshall's scooters and Freddy's does not have a parking surplus due to the prior parking variances that were granted that are also referred to in the staff report.

Per code, outlaw A is more than 300 feet from the subject property and is not included in the collective off-street parking facilities for this business.

This results in the parking available on lot out lot B and out lot C being considered.

The petitioner is requesting approval of a parking variance from municipal code section 6-9-3, colon 7 off schedule of off-street parking requirements to allow the reduction of the off-street parking requirements from 10 spaces per 1,000 square feet to five spaces per 1,000 square feet.

Per code uh requiring 10 parking spaces per 1,000 square feet would require sim racing's 4,500 square foot unit to have 45 spaces dedicated.

The space the petitioner is seeking to occupy has been uh historically parked at a rate of five pay five spaces per 1,000 square feet of gross floor area, totaling 23 spaces.

Um this was equivalent to the Arthur Murray Dance Studio, which occupied the space from 2008 to 2023.

A total of 174 code required parking spaces are needed for the combination of uses occupying outlots B and C.

There are 169 spaces available, resulting in a deficit of five spaces.

Reducing the required parking for the sim racing amusement establishment to five spaces per 1,000 square feet to be consistent with the previous tenant results in a surplus of 17 parking spaces.

To support the parking variants requested, the petitioner conducted a parking survey for the High Grove Plaza shopping center.

The survey indicates that parking facilities on Outlaw C peaked at 52% capacity on Wednesday at 6 p.m.

They also submitted parking information that provides parking counts from a comparable location with the same business in Algonquin, Illinois during peak times.

Of the six days that were observed in the Algonquin location, the highest parking count was on a Saturday at 8 p.m.

when a maximum of 17 parking space spaces were occupied.

This information signifies that the 23 parking spaces available and a ratio of five parking spaces per 1,000 square feet are sufficient for the proposed sim racing tenant.

The appointment only model and the limited number of simulators available for customers reduces the anticipated traffic and parking congestion.

Based on the projected parking demand outlined in the petitioner's parking survey, staff believes the parking variance is appropriate and supports the request.

There was one public comment in support of the request from the adjacent business extreme dance center, included in the attachments.

The petitioner's responses to standards for granting a zoning variance can be found in the attachments.

Upon review, staff agrees with the petitioner's findings and recommends their adoption by the planning and zoning commission, subject to the following conditions.

Due to the relationship between the number of simulators provided in the business and the number of parking spaces needed to operate the business, planning will require that the number of simulators does not exceed 16 unless the business owner notifies city staff of the proposal to increase the number of simulators, and staff confirms that no parking issues have been communicated to staff beginning from the date of occupancy.

And if the zoning administrator determines that the tenant's parking need cannot be accommodated with the parking on the subject property or the shared parking available, the petitioner and owner shall take adequate measures to meet the parking needs of said tenants, but not including but not limited to formally assigning or reserving parking spaces for each tenant, limiting business hours of operation, altering the number of employees or other business operations, constructing additional parking spaces and or establishing an overflow parking location off-site as necessary, which shall be subject to the review and approval of the zoning administrator.

Failure to timely take adequate measures to accommodate tenant parking needs may result in the city's revocation of the parking variance.

Please note that the conditions stated may be modified and/or additional conditions may be recommended as a result of the public hearing process.

And um, you guys see the I'm not sure how to turn on.

Um, I wanted to introduce you guys to sim racing.

Uh, we do have a location in Algonquin, so I'm gonna be going based off of that.

Um, but I just wanted to tell you a little bit about the business.

Um basically what it is is perfect.

Okay.

So they are top of the line sims that are created to mimic real life driving on the track one to one.

So weather conditions, so if you change tires, whether you change the car, steering wheel, whatever it is, it adjusts.

Um, it's a virtual, so it's a mix of virtual gaming and racing.

It's a lot more monetarily.

I'm not very good public speaker, so I'm gonna ask for grace right now.

When I did this in college, I had my eyes closed and my knees shaking.

So anybody that wants to get into the racing sport is very, very, very expensive.

So this helps uh kids or people um do these things without having to put out the cost that it actually costs, like F1, NASCAR, all those things.

Um, so yeah, it does mimic physics and dynamics of real uh life racing, it's more accessible to people.

Um, a lot of professionals um participate in this, whether it is to train new tracks for competitions or for money.

So that's a big part.

It's becoming it's growing a lot.

So within this one year, it reached about 500 million people now, and it's expected to grow a lot more.

There's a lot of competitions, as you can see here that uh FIA grand series and wood championships report over 25 million entries, and people play for money or for spots or for um scholarships with teams like NASCAR or bigger teams that actually um do the racing.

Um the way our model works, so this is one of the sims.

Um that's the setup.

Um, the way our model works is it is by appointment only.

Um we probably will people could walk in, obviously, but because it is by appointment only, it is very rare that somebody will walk in and just sit down on a sim.

Um you could book either online, uh, we're working on app or by phone.

Um, when the customer comes in, they go to their sim, we they get set up.

Everybody has headphones, so I know that sound and parking was a big thing for the city of Naperville.

So people do wear headphones and everything that all the noise, all the cars, whatever they hear inside the headphones, and you can communicate with every single person that's there as well.

So you hear everything around you, but when you're standing there, you don't hear what everybody else is hearing.

Um, and then during the sessions, obviously you could race in groups with friends by yourself, practice, whatever it is.

Oops.

Okay, this was one of the videos.

I'm not sure if it's going to play thing.

It's not playing.

Well, okay, that was a video of how how the driving works, but it's the same thing as driving a regular car.

Uh okay.

So um with the public health safety and then parking.

We're not making any exterior changes to the building, so there will be no um hazardous materials or anything hazardous around the building.

Um, again, no issues with the noise because everything will be in the headphones.

A little background music will be playing, but just light.

Um, and then I discussed uh the parking because we uh extreme dance center is on the left, and then we would be on the right.

We're on our own little island there.

And this is kind of the map of how the parking works for extreme dance, most of them.

Most of the time it is drop off and pickup for the parents.

So this is kind of a map of how that works.

The cars usually just line up, pick up the kids, and drive away.

Um, so typically most of the parking spaces are open.

We do not need um when people come in, it's usually if it's groups, people carpool, drive together.

Regardless, we have 16 sims, so that would be 16 spots.

Um Matt here, he's the manager, he manages Algonquin.

Um, he would be managing uh Naperville, so that's one car.

So we would have a few extra spaces.

Um so I don't think parking would be an issue.

And then I also obviously I have a really good relationship with the Extreme Dance Center.

We've spoken about parking, we've spoken about sharing the space and doing things together.

Everybody's on the same page.

We wouldn't have an issue with sharing parking.

And then we would want to be a part of the Naperville community.

I think community is a very big and important thing.

So we would love to do kids' programs.

We would love to work with high schools or schools that want to teach kids how to drive.

I would love to do like a toy drive or something that obviously we would have to work with the city of Naperville.

Figure that out we want to do that on our own.

But um summer programs, programs for families.

Um, and then we also want to do um we want to coach kids that want to become pros but can't afford it.

Um so we would love to create either like a team or some kind of classes to help with that.

Um but that's the end of my presentation.

Well, my first one is just a general one.

Do you also have simulations for teaching how to drive on the left-hand side of the road?

Like if you were to visit Scotland or England, is that something that a normal person could go and simulate?

No, we do not because we did not create, I know.

I've I was actually watching a movie yesterday, and I was like, I wonder what that feels like.

That would be a great idea.

We didn't create, so we work um with um the people that created the software, so it would be sim like i sim or iRacing, and they're the ones that are in charge.

They're they're the ones that create the cars, the scenarios that so I have no say in that, but it would be nice.

I'll definitely mention that to the.

That's an opportunity.

Um second question along the same lines.

Um, you mentioned competitions, gran turismo and stuff like that.

Will this facility be holding any competitions or no?

So the way the way competitions work, regardless, it's not uh in general, it's not it wouldn't, it's not like the same as a dance competition with a bunch of people come in.

Um if it's the one hour, two hour competitions, we have not gone into that because we don't have clients here.

Um, but if somebody wants to come in and do the competition, then we probably would, but it it doesn't have an effect on they would still have to um close uh do the one to two hours, however much they need.

Um they have to register on the sim and all that.

So the this the process would be the same.

Okay, regardless.

Yeah.

Okay, yeah, because my I was concerned that if you were gonna be holding that.

No, it's not a parking issue, but it sounds like that's not no, no, no.

And I know that parking is a big thing with with doing this, so I am going to make sure, or we are going to make sure that it's something that we pay attention to.

Um but no, uh it's not how it's not like um when you go to a NASCAR race and you have a bunch of people in the stands and this thing, it's yeah, it's it works the same way.

Um could you go back to the parking one where you showed the the um that one, yes.

Um, so you would be having 23 spots, and extreme dance has 49.

Is that are the the lots here that's showing on here?

Is this lots C and B, like outlots, C and B.

I couldn't find where outlots C and B were labeled on any of the the drawings.

I don't know if that's more of a question for staff.

Like, where are those two lots on all of the the engineering drawings?

Yes, so outlot C is the subject property um at the top of the screen here, and out lot B would be the lot directly to the south, which is the former on the border.

And then I noticed on the the um there's only one handicap spot on the like just directly adjacent to sim racing.

Is that up to code?

Is that what is what is required?

It seemed like there's only only one seemed like not many, or not enough.

Staff did not uh consider the uh, I guess we're evaluate the number of handicapped parking spaces that are provided.

Um it is worth noting that handicapped spaces do count towards the of parking available for a business.

Okay, is that do we know if that's what is up to code?

So having just one on that side is is fine.

I I I don't know what the the code is.

I just noticed when I was over there that there was only one and it struck me as odd.

Yeah, I'm not exactly sure what the the accessibility code is currently, um, but we can look into uh the parking on site to make sure it is up to code.

Yeah, I just I was just curious.

I was formerly on the lead, I was the liaison for the advisory commission on disabilities, and so I always think of it in in those terms and wanted to make sure that that that was fine.

Um yeah, I mean, given that this is appointment normally, I really don't have a problem with it.

I just wanted clarification on on where that was, and you should have left hand driving as a as an option.

Uh we have TVs that will display it, you know.

So it it will be you will be able to sit and relax, and then also the simulators.

And the reservations are generally individual basis, or you can groups come and make reservations?

Yeah, as long as uh simulator is available, then you could book a group uh book a group.

Um you said uh track time is normally one to two hours.

Is that is that pretty typical or no?

So I was talking about if it's a competition, but in general, it's as much as you can handle because your arms do get very, very tired.

So after an hour, a lot of people give up.

We were thinking of doing either one hour time slots or if people want to drive longer at two hour time slots.

Gotcha per simulator.

And then so based on your Algonquin location, I'm assuming that and I love the reservation piece as well.

I think that's gonna help out.

But in in your Algonquin location, do you see a big overlap where you may have 16 people come in 30 minutes early and waiting for the the 16 to leave?

No, people are usually pretty on on time and because they know that they can't get on the simulator, and there's not really anything else that they could do there besides I mean the maybe sit and watch somebody else race, but that's about it.

Yeah.

And then the last question um is uh staff wise.

I'm assuming this is pretty low, slow staff, one or two people.

Yeah, it's uh just gonna be Matt.

Yeah, but six, seven, usually if they're pretty long, if they're short, then it's gonna be hard.
