1:21Uh I served on one other advisory board, the financial advisory board.
1:24And uh so yeah, my first meeting here.
1:27Uh, I think these advisory boards are important.
1:30Um we do you know read the minutes and you know issues that come before us.
1:34Um it's very valuable, and I think it's uh I think it's just a great way for residents to get involved and kind of know what's going on in the city.
1:40So thank you guys for for volunteering and uh look forward to it.
1:47And also I'd like to welcome a new student member, Alexander Sokolowski.

3:40Police Department just finished up our first step grant enforcement campaign of the fiscal year with our Thanksgiving enforcement where 80 citations were issued for various citations.
3:53Uh focusing on seatbelt speedings and DUI.
3:57The Christmas campaign starts in a couple weeks, which will cover Christmas and New Year's, focusing on those same issues.
4:07Communications at the police department with some of our commanders and city legal is finalizing putting together some educational material on the e-bike ordinance to put that on on social media newsletters and also to get that information disseminated in the high schools and schools as well.
4:31So look for that information coming out probably shortly after the new year.

5:10I just wanna point out that we uh to note that we do not have a January meeting uh proposed uh due to the proximity to the new year.

5:31Uh things may change, but with the uh bike and ped plan uh really kicking in the gear as far as tabs uh uh tabs um uh tab being involved within that plan that will be around that April uh time.

7:00Approve the 2025 Transportation Advisory Board Annual Report.

7:11All boards and commissions are required to submit an annual report to the city council summarizing accomplish accomplishments, challenges, and upcoming work.
7:19These reports will be provided to the city council in February.
7:23Our 2025 accomplishments include recommended approvals of parking restrictions, overnight parking program exemptions, the road improvement plan, right of way controls, and speed limits for the Naper Commons neighborhood, and the annual new sidewalk program.
7:37Our 2025 challenges, we're welcoming multiple new members to the board along with a new board chairman.
7:43And then our 2026 upcoming work includes the bicycle pedestrian plan and municipal updates as they arise.
7:51Staff is asking the transportation advisory board to approve our accomplishments uh and challenges for the upcoming year of or the accomplishments for 2025 and the challenges in 2026 for the upcoming year.

9:04Next up is old business.
9:06Staff, do you have an update on old business?
9:09We have two items here.
9:12First, uh the 2050 road improvement plan was endorsed by city council on November 18th after being approved for a recommendation by TAB.
9:20Uh this plan identified the locations of road and intersection capacity issues and the modifications needed to reach acceptable levels of service.
9:28The improvements will be incorporated into the city's capital improvement program as new projects and will be evaluated in further detail at that time.
9:37Second update on the bicycle and pedestrian plan.
9:41So staff is continuing to work with the consultant, Epstein and Sons International to update the city's bicycle and pedestrian plan.
9:48We are approximately a third of the way through our community engagement.
9:52We have had two successful pop-up events, uh, one during the public safety open house and the other at the Halloween hop in the downtown.
10:00At these events, Epstein promoted the interactive map and invited residents to weigh in on the types of infrastructure that they would like to see in Naperville.
10:08Our interactive map, uh, which hosts these public comments has been open since October and has received so far over 400 comments that locate areas in Naperville where residents want to see improvements.
10:19This map will remain open until the end of December, and then we have two more public events scheduled for 2026.
10:26A pop-up event at the Fort Hill Activity Center in January and a public open house scheduled here at City Hall in April.
10:34More T more details about these events will be posted on the city's website and social media.
10:39Epstein is currently compiling public feedback to develop the vision that will guide the plan and identify key objectives.
10:46They have also been working on evaluating Naperville's existing network.
10:50City staff is currently evaluating the first draft of the existing conditions assessment, and we anticipate that these plan elements will be completed in early 2026.
11:00Preliminary recommendations will follow in the spring for public feedback at the public open house here at City Hall.
11:09Um do we have any questions or comments from the staff?
11:13I mean from the board on that.
11:20So in April, the open house and I think we um I think in a previous meeting you mentioned we may be involved in that or something like that.
11:32Maybe you could uh clarify that for me.
11:34Yeah, so with the bicycle and ped plan update, uh tab will be the uh the guiding board and commission for that.
11:42So all public form will be here at TAB.
11:44Um probably it'll be after the public open house.
11:47Uh, but at the public open house because of the open meetings act.
11:50Uh we will only be allowed to have two tab members at any given time if you guys would like to go to that open house.
11:57So uh when that comes up at a closer time, sometime in March, I'll reach out to everyone uh with the dates and times for that public open house, and we could get a schedule together so that we're not in violation of that.

12:27I was just wondering um, where are things with the e-bike ordinance?

12:35The um e-bike electronic bike ordinance, where are things with that?
12:41Uh yeah, so uh at the uh Tuesday this past Tuesday, December 2nd, City Council.
12:48Uh the e-bike ordinance was approved by city council uh with no changes recommended uh as it was written.
12:55Uh the main uh I'm kind of give an overview of that.
12:59So it the ordinance is a um, I'm having trouble finding the right words today.
13:06Is a uh supplement to the Illinois Vehicle Code ordinance for e-bikes and e-moto's, uh and what that supplement adds is a 15 mile per hour speed limit for e-bikes on all city and park district trails, along with a ban of class three e-bikes on city uh and park district trails.
13:24Uh that 15 miles per hour is um is in line with DuPage County's uh recommended speed limit on trails, uh and then the ban for the class three e-bikes is similar to what other municipalities and jurisdiction jurisdictions along with the park district, which has already done so uh what they have done in the past.
13:43Uh so that class three e-bike uh can go upwards to 28 miles per hour and is uh is somewhat of a danger when on a multi-use trail with pedestrians and other bicyclists.
