Transportation Advisory Board Meeting - February 5, 2026

The Naperville Transportation Advisory Board (TAB) held its first meeting of 2026 on February 5, 2026 at 1:00 PM. The board approved minutes, received a police report on an e-bike education campaign, and voted on three recommendations: establishing two-way stop control at Josiah Road and Weatherby Lane, removing a no-left-turn prohibition at Chicago Avenue and Ellsworth Street, and establishing overnight parking exemptions for the townhomes at River Bend. Public comments were heard on the latter two items.

• Chicago Avenue and Ellsworth Street (Agenda Item 260059): Tim Messer, a resident of the neighborhood east of the intersection and a board member of the East Central Homeowners Organization (speaking as an individual), expressed concerns about potential traffic queue lengthening on Chicago Avenue if left turns were allowed. He noted that the queue may not reach Washington Street but could still cause issues due to multiple driveways on the block. He did not oppose the change but urged TAB and City Council to consider the consequences.
• Townhomes at River Bend Overnight Parking (Agenda Item 260163):
  • Brian Dixon (resident of 477 Village Green Road, president of the HOA for two buildings) opposed the proposal, citing a poll of 15 out of 16 residents in his building who said no. He argued that the street is already congested, that residents with two-car garages should use them, and that the parking would be a safety hazard. He requested a vote of the entire neighborhood, claiming 70% would oppose.
  • Dr. Trish Shochton (resident of 472 Village Green Road, applicant for the overnight parking) supported the proposal. She stated that the driveway is congested, parking on the private driveway is a safety hazard, and that the designated on-street spaces (south side of Village Green Road, west of Landing Road) are away from driveways. She disputed claims that property values would decrease, citing realtor feedback that parking is a concern for buyers. She noted that only 8 permits would be issued for 12 townhomes, allocated by the HOA based on need.
  • Sue Krauss (resident of 502 Riverfront Circle, president of the Townhomes at River Bend HOA) supported the application, stating that the 12 units have only two-car garages and no driveway. She said the HOA would be happy with fewer than 8 spots and committed to establishing guidelines for legitimate need.
  • Celeste Buckingham (resident of 486 Village Green Road, vice president of the HOA) supported the request, emphasizing that the designated parking does not impede any driveways and that the HOA will act thoughtfully.

Discussion Items

• Police Report – E-Bike and E-Scooter Education Campaign: Staff reported that the police department, along with city staff, communications, and legal, are developing an educational campaign to encourage voluntary compliance with the new e-bike and e-scooter ordinance. The campaign will include a dedicated web page, articles in the resident newsletter, social media posts, school resource officer education, virtual backpack content, and outreach to local media, schools, businesses, HOAs, and neighborhood groups. It will begin in late February or early March and continue throughout the year.
• Two-Way Stop Control at Josiah Road and Weatherby Lane (Agenda Item 260147): Staff recommended establishing two-way stop control due to a sight distance obstruction caused by a residential building and a berm on the west leg approach of Josiah Road. The intersection currently has no right-of-way control. The board voted unanimously to approve the recommendation. (Motion by Mr. Webb, second by Ms. Nair; vote: 7 ayes, 0 nays.)
• Remove No-Left-Turn Prohibition at Chicago Avenue and Ellsworth Street (Agenda Item 260059): Staff recommended removing the eastbound-to-northbound left-turn prohibition based on a request from the Downtown Advisory Committee (DAC) and North Central College. Staff evaluated intersection operations using 2022 traffic volumes and determined that the intersection would continue to operate with no significant difference. The maximum queue length was estimated at 100 feet, and even if all left turns from Brainerd Street moved to Ellsworth, the queue would be only 11 feet. The board discussed potential impacts on driveways, the timing of the restriction (originally implemented due to the concert center), and the possibility of a time-of-day restriction. A resident expressed concerns. The board approved the recommendation on a vote of 6 ayes, 1 nay (Ms. Snyer), and 1 abstention (Mr. Strom, who cited insufficient time to consider).
• Overnight Parking Exemptions for Townhomes at River Bend (Agenda Item 260163): Staff recommended establishing overnight parking exemptions on the south side of Village Green Road, west of Landing Road, with 8 permit hang tags. The application came from the Townhomes at River Bend HOA, which includes units on Village Green Road that lack adequate off-street parking due to driveway configuration. The HOA committed to restricting participation to residents on Village Green Road. Several residents spoke in opposition and support. The board approved the recommendation on a vote of 4 ayes (Mr. Kriswinski, Ms. Snyer, Mr. Nybel, Mr. Webb), 2 nays (Mr. Hurley, Mr. Laird), and 1 abstention (Mr. Strom, who cited insufficient time to consider).
• Old Business – Bicycle and Pedestrian Plan Update: Staff reported that the interactive map survey (October to December 2025) received over 500 comments, and a third pop-up event at Fort Hill Activity Center generated over 200 responses on facility design preferences. The project team is identifying potential route and gap infill options based on public input. The board acknowledged the update with a unanimous vote to accept the report.
