Nashua Board of Assessors Meeting – August 21, 2025
The Nashua Board of Assessors met on Thursday, August 21, 2025, at 9 a.m. with President Charles Dobbins and board members Robert Early and Jay Minkera present. Consent Calendar
- Unanimously approved the public minutes from the July 10, 2025 meeting.
- Unanimously approved the non-public minutes from the July 10, 2025 meeting and placed them on file.
Departmental Update
- The assessor's office completed recommendations on all residential abatements for the 2024 tax year before the September 1 deadline. Commercial abatements are ongoing, and tax representatives were advised to file appeals to maintain rights.
Veterans' Credits
- Motion to approve a veterans' credit for 12 Mount Laurels Drive, Unit 206 passed unanimously.
- Motion to deny veterans' and disabled veterans' credits for 9 Gary Street passed unanimously. The denial was due to failure to provide a DD 215 form to verify honorable character of service, despite multiple extensions and a referral to a veterans' affairs contact.
Property Tax Abatement Approvals
- The board approved abatements for numerous residential properties, including units at Hawthorne Village, Vista Way, Craftsman Lane, Testament Circle, Silverton Drive, Walden Pond Drive, and others. The motion passed with one opposed vote. Approved adjustments include reduced assessed values (e.g., 7 Hawthorne Village Road reassessed at $865,000). Staff explained refunds or credits will be issued with interest, typically within one to four weeks.
Property Tax Abatement Denials
- The board denied abatements for multiple properties, including 27 Silverton Drive, 28 Walden Pond Drive, 38 Walden Pond Drive, 49 Walden Pond Drive, 100 Walden Pond Drive, 57 Sawyer Street, 46 Tanglewood Drive, 9 Warner Street, 78 Avon Drive, 74 Avon Drive, 30 Greenwood Drive, 441 Main Dunstable Road, 626 South Main Street, units at 2 Henry David Drive, units at Hawthorne Village, 1 Chestnut Street, and 120 Spitbrick Road. The motion passed unanimously.
Public Comments & Testimony
- Jim Westburg of 15 Vista Way asked how a tax credit is applied. Staff clarified that for the 2024 abatement, a refund or credit is issued if the account is paid in full; for 2025 taxes, the reduced assessment is used to calculate the December bill.

Let the record show the president and the board are Robert Early, Jay Minkera, and myself Charles Dobbins. Can I get a motion to waive the reading of the public minutes from the Board of Assessors meeting held on Thursday, July 10th? So moved. Second. Vote all in favor? Aye. Aye. Can I get a motion to waive the reading of the non-public minutes from the Board of Assessors meeting held on Thursday, July 10th, 2025, accept them and place them on file? So moved. Second. All those in favor? Aye. Aye. All right. Now we're going to follow the agenda for this meeting. First up is any departmental update. I don't think there was or the only update is that we did complete recommendations on all uh residential uh abatements for for uh 24. Okay. Um we didn't get to the commercial. Um we continue to work on those with the tax reps. Um recommended that if they believe they have a case they should file an appeal to maintain their rights. Um we also indicated to them that that doesn't mean we have to wait for a hearing uh to take action if uh if in fact action should be taken. So we thought it was more important for the to get the through the residential, especially considering most of those uh don't have representation. Uh so it was important to uh have that before the board before September 1st. Okay, and we did get recommendations on every residential uh appraisal uh uh abatement. Can I ask everybody to kind of speak up so we can say or use the microphone? We go. Yeah, I'll speak up. Yeah, okay, thank you. Um Jessica? Nope. Nope. All right, so now moving on to the new business. Um if I'm reading this correctly, we have some credit recommended for approval. Veterans credits with a recommendation of approval. Yes, we have one recommended for for approval for 12 Mount Laurels Drive unit 206. Okay. Do I have a motion to accept and approve the credit for 12-month oral road drive? Unit 206? So moved. Second. All those in favor? Aye. Opposed. Two of them, I believe. Yes, for for the same address, uh, nine Gary Street. The the reason for denial is that they did not provide the information requested. Requested and required.
