- Motion to waive the reading of non-public minutes from the August 21, 2025, meeting and accept them as filed. Passed unanimously.
Discussion Items
- Department Update (Bob): A list of 24 commercial abatement applications was presented. Of 147 residential abatements, 24 were received, with 3 acted upon and 94 deemed denied by statutory deadline (July 1). A total of 41 appeals were filed with the Board of Tax Land Appeals (BTLA), and withdrawals are already occurring for residential abatements granted in August. No final count on Superior Court appeals is available yet. The board discussed the burden of proof and procedural differences between BTLA and Superior Court. Also announced the hiring of Sue Bailey as an administrative assessing assistant.
- Mohawk Tannery Redevelopment (New Business): The board considered an administrative abatement to correct the 2024 assessed value from $678,700 to $100,000 per a prior Aldermanic resolution. This valuation establishes the base for a tax increment financing structure to support cleanup and redevelopment. The developer has not closed yet; the closing is expected in weeks. The project involves EPA and state funding, private equity, and a city loan. The remediation phase will take 1.5–2 years, with the first parcel ready for building in about 18 months.
- 15 Boulevard Drive Abatement Appeal: This property had a denied local abatement appealed to BTLA. Through mediation, data errors were discovered, reducing the assessed value by $8,100. The taxpayer agreed to settle the appeal upon approval of this abatement.
Key Outcomes
- Approved: Administrative abatements for 2024 for the Mohawk Tannery properties, setting the total assessed value at $100,000. Motion carried unanimously.
- Approved: Abatement for 15 Boulevard Drive in the amount of $8,100 reduction, settling the BTLA appeal. Motion carried unanimously.
- Moved to Non-Public Session: The board voted unanimously by roll call (Early: yes, Mankara: yes, Dobbins: yes) to enter non-public session at 9:23 a.m. under RSA 91-A:3, II(c) (reputation of a person) and RSA 91-A:3, II(l) (legal advice).
Meeting Transcript
All right, I'll call a meeting of the National Board of Assessors to order at 9 a.m. on Thursday, October 2nd, 2025. Let the record show that present from the board are Robert Early, Jay Minka, and myself, Charles Dobbins. All right, close to that. Can we start over? Sorry, take it from the top. Can I get a motion to waive the reading of the public minutes from the Board of Assessors meeting held on Thursday? Was it September 17th? Was it? No. No. August 21st. August 21st. Yeah, we skipped all over that. August 21st and accept them and place them on file. So moved. Second. All in favor? I have it. And can I get a motion to waive the reading of the non-public minutes from the board of recessors meeting and held on August 21st? I can read lips. 2025 and accept them and place them on file. So moved. Second. All in favor. Aye. I have it. Okay. Now we're going to go to our notes here. First bit here is the communication from the department. And I think that's Bob. Is that you? Yeah. So I believe you've been supplied with a list of 24 abatements. And how many were received and how many we've dealt with? We did get the final report on how many filed at the BTLA. There were 41 appeals. We've already started getting some withdrawals on the residential that were the batch of abatements you granted in August late. And the people had, you know, in case they weren't granted, they had filed. And some of those are already coming in as as yeah, I I got I got the abatement that was granted, and I'm withdrawing this appeal. So I think that 19 numbers can come down quite a bit. We don't have a report on how many superior court appeals have been received yet. Those tend to take a little longer, even though the deadline is the same September 1st. Um what actions come in from the uh from the court. Uh we're sure there'll be some there, but we don't know how many yet. What's the difference in there? If you look at that first page, you have 97 commercial abatements received. I mean, look at the 147 residential, those two granted and denied add add up together. You get 97 commercial abatements. Three of them we've acted on, uh leaving 90 94 to go.
