And uh let's see where we can.

I'm just gonna put this down here.

I mean uh open that up.

Uh no, I'm just gonna I'm just gonna give him the I'm gonna give him a you stay you do you can keep running the meeting that's right.

I can control it for a minute at the last night.

Just uh uh provide the project update uh as of and I want to be um clear this this is uh data as as of um September 30th because we didn't meet October 8th so earthwork is is 85 percent complete now it's actually even quite a bit further because we did do final paving um last week on the site, so we're we're quite far along with the earth work now.

Concrete work is is about a hundred percent complete um and there was one needed repair that was performed last week as well, so concrete work uh should be a hundred percent by by today.

Um structural steel is a hundred percent complete.

Uh interior work is moving along uh rapidly at this point.

We've we're now over 85 percent complete on all the interior work items, and you can kind of see we're we're in the 90s of of the roof and uh wood trust installation, everything that that completes the new police garage.

So looking forward, we are working towards November and actually um looking towards punch list and starting the the process of how we're gonna handle closing out the project, which is which is a great sign.

Just a couple further uh notes on upcoming work.

We uh had intended originally on coming to the joint committee with a contract for the main building roof at the police department.

And we've done some hazardous materials testing.

The current roof material is uh positive for uh various types of asbestos, and so right now we do not have uh you know, up here it says a GMP expected mid to late October.

That is no longer expected.

Uh we are in and I don't even want to give a date, we're just re-evaluating what we need for a roof design and how we want to approach it at the moment.

So that roof for the main PD building is going to be on hold a little bit.

Uh the other uh upcoming work, the police department parking lot design and and site civil work.

Um there has been a consultant selected VHB, and we are currently uh negotiating scope and fee with VHB and hope to have a contract uh before the joint committee on or about the November 5th meeting.

Uh so before you tonight are a few contract actions.

Um as you can see, we have three no cost change notifications.

Um, and that is for the uh uh EV recharging stations.

So we have uh one station currently functional at nine riverside, and we we need to have two more for the uh potentially upcoming forward lightning, and that involves some electoral work to that side wall.

We have project funds available to do that.

Um change notification 19 is the entryway painting, and uh in this project the the reason for this, this project scope included uh just painting around the doorways, and what we want to do is actually add painting the main corridor into the training room so that as uh especially outsiders come in to the the police station for training, it has one consistent paint color through to the conference room.

And uh CN20 is uh a little bit technical, but that's a uh steel uh roof channel, and there was a little bit of a discrepancy between what was fabricated and what was designed, and it it as it um appeared when it was built that needed one small channel added.

So that's that also is a no-cost change to us for this project.

Yep.

Just for the people that are watching, it's not a no-cost.

It's no additional change to the GMP, which is a guaranteed maximum price.

But it is costing money that's coming out of one of the accounts.

That's correct.

So these these change notifications have uh uh financial value to them, but they've already been accounted for in the as you say, the the total maximum price of the contract.

Um so along those lines with the total project cost um uh right now, or as of September 30th, I should say, not right now, but before you would be to approve uh wetting turner pay application number six, and that would bring the total spending to uh whiting turner up to one million three hundred and thirty thousand out of the two point three million dollar GMP, about fifty-seven percent of the contract.

That 57 percent number as as you see all the work features getting towards 90 percent in this month in October, it's gonna it's gonna jump quite a bit because they're they're getting a lot of things to completion in the month of October.

And overall budget analysis for the group and see where we are.

We have a uh authorization of 3.5 million and currently budgeted through construction uh 3.3 million in spending, and then uh 2.7 of that is currently issued in POs, and uh the 1.3 million of current project spending.

So I think the October-November um, I think we'll see that bottom number catch up to the the 2.7 of issued POs pretty quick here.

Uh current project status you can see in the upper uh left corner the the garage is very close to being complete.

And in the center top, you see a lot of the granite curbing has now been installed.

And just an example of one of the doors uh replaced the side window panels have all been taken out for security and infilled with with uh framing.

So uh just an example of some of the inside outside work happening.

And six-week look ahead, which we're we're kind of right in the middle of at this point, but um so I'll kind of focus on the October 27 through 31 week, which is a lot of the electrical finishes will be taking place within the next week in the project.

Um a lot of the items before October 27th have have been completed by now, which is great.

And that's it for the update.

Um let you yes, settle before one thing that kind of piqued my ears up is the delay on the main roof of the police station.

And what I'm concerned with is I think the average somebody Google it for me, but I think it's around the seventh-seventh is uh first notable snowfall averaging.

Hopefully, to be somewhat underway before that.

Uh presently, it it doesn't appear that we'll be able to start the roof project before this upcoming winter.

Uh in a and a big reason for that is with some of the initial abatement needs of the asbestos requires as far as we're aware right now, phasing of the abatement and and tenting of that.

And uh one of the major issues is if we got a snow event while we had a uh a tent up, we would lose the tent and then leak through whatever was exposed underneath.

So unfortunately, right now it's not looking as if we'll be able to begin the roof this this fall.

That was indirectly what I was trying to hammer at.

This is something you will come back to in the spring.

Um possibly.

Uh possibly what we what we really want to do is understand what the true need is now that we know where asbestos is on the roof, and then understand the scope of construction and and hopefully begin in the spring, whatever that scope is.

Okay, uh Alderman Clay.

Uh thank you, uh Mr.

Um this might sound like a silly question, um, because I know there's been damage and so on to the roof, hence the leaking and so on.

There's no way that we like build over it.

I guess to you know how when you have asbestos floors, sometimes they put a floor over it rather than trying to pull up the SBS.

Uh yeah, Mr.

Chairman.

We have um we're we're I would say we're not far enough in understanding uh what options are available to us, what is um allowed through the uh building code in New Hampshire specifically, and what we can encapsulate like the two over type thing, right, and what we have to abate uh with certainty.

So we're exploring a few different options right now.

So if if it's potential that you don't have to remove it, that you could just cover over it, would that be a lesser cost?

Uh I I believe it would be, but there is uh I would caution you.

What I've been told so far is that um that current roof is a ballast roof system.

Okay.

And because it's a ballast roof system, we still have to reconstruct at least the top.

Okay, I I understand that part.

So it's it's the mastic that's uh underneath the stones on the roof.

So when you are going to have to abate it, you're gonna have to take all the stones off first.

And that can be an issue.

And now that you discover have you done several test sites, is the the whole roof mastic hot.

Uh yes, we have uh what we've done is we have found a sebestis in uh multiple locations along the roof.

Some uh in the the main concern is the adhesive between the old roof deck and the old uh existing insulation, which would be um fryable uh airborne when during the removal process, which is the main concern.

There are other building materials that have tested positive for asbestos, which uh don't seem to require as significant of a of an abatement effort.

So we're between uh your question and and um uh Alder Woman Clee's question, we're trying to understand that combination of where all the spots we have it and what what are some of our options for abatement and reconstruction.

So I would say the key issue is going to be what's the increase in cost uh that's because abatement of that material is not cheap.

Yeah, and we are currently asking uh Whiting Turner to provide that just that that cost and understand full abatement, what the cost would be and and how that compares to um available funding.

And and just one other thing.

When you start taking off the the stones off the roof, now you're exposing more of the mastic, and you're gonna have to get rid of it.

So you can't cover the roof, you can't cover the mastic.

Once you start removing the the stones, now you're into it.

Correct.

Uh I would say, Mr.

Chairman, if you will that I would say that's correct.

Once you once you remove that that ballast system, you cannot leave the roof unballasted in for any time manner.

So it it it becomes a little bit more uh complicated than we were were hoping it would be.

So that's between all these reasons is the is the pause and figure out what our design is going to require.

Uh all set out of them in doubt.

Um with the roof being on pause and Alderman O'Brien's questioning about the winter.

Um so there were a few spots that did have leaking.

I'm assuming those will be addressed if we can't do a full replacement, those spots will at least be addressed and and manage before snowfall.

Um we have been looking into that, and I'm not too familiar with the exact locations inside the PD that that have some leaks.

Um I I can't speak too specifically, but what I have been looking into is uh where something is leaking isn't necessarily where your your failure point is on the outside surface.

And being a ballast system with all the stone, um one of our uh uh fears is that we could spend an exorbitant amount of money even with a maintenance contractor to try to find and patch things through all this ballast stone around a hazardous material.

So we're we we started discussing that a little bit last week, and and we haven't um uh gotten too serious beyond some of our challenges with with doing that.

So I don't I honestly don't have a great great answer for you beyond we're we're trying to understand what we should do for the next six months.

Um yeah, it would just be a shame if if any of those spots are where work has been done.

Oh, right.

Um and then last one, um you'd mentioned the parking lot was almost 99% done, but then you would identify the parking lot designer.

Could you elaborate?

Sorry, yes, yes, I can.

Uh if I may, Mr.

Chairman, the the difference is the uh the the parking lot scope for the nine riverside project and the garage project was reduced uh very specifically to just provide access to the new police garage.

So when I re reference the the parking lot for the garage, it's it's just this uh a small area.

The police campus as a whole um is in need of uh a parking lot rebuild, and that um is in such a case where it will require uh engineering services uh where in the past we hoped it was going to be a uh overlay pavement, but it's it needs a little bit more work than that.

So it we have engineering services that we're pursuing to determine what's needed for the the whole campus.

Um and this might again seem like a silly question, but where there are the potential that leaks through the asbestos areas, and I know it's the mastic, I know it's the under underlaying of so on.

Is there any chance that any of that um can leak down into as Alderman Thibodeau had mentioned into the areas, but the asbestos itself where staff could be in so on cause and I know it's an airborne thing that we bring into our lungs, but it dries we would honestly have to consult the environmental uh hygienist that did the testing.

I I really obviously it's probably happening now if we have asbestos there, but I'd like to think about it.

But yeah, yeah, we would have to request that information.

I just far beyond what I could say intelligently.

I'm still here after 35 years of fire if I'm ripping up a patch.

So I'm not that worried.

So as far as the existing parking lot, it's in tough shape.

And the entire existing parking lot has one drain.

And they're going to have to look at the drainage for the entire parking lot and probably put in some drainage pipes and maybe even the some ballast tanks that we use like in the school projects, the whole water.

So they have to design it and figure out what they need to do to make sure that it doesn't get destroyed like it is right now.

I'm sure the commissioners can tell you that right outside the front door of the police station's all broken up.

So that that parking lot needs a lot of work.

Um that change note 20, the steel channel.

Did I hear you correct that there was a disconnect between design and fabrication?

Yes.

Now I'd have to let me uh have it in front of me.

I guess my only point on that is if it was designed properly but it wasn't fabricated properly.

I would hope that there would not be any cost.

It was not a fabric fabrication issue because I I did that was kind of our first go-through in the Thursday progress meetings.

So I I did uh verify that, but this is a little bit dated now, so um but I can get back to you a little bit specifically on the graphics it's uh um in words it's a little bit tough to you know fit the shape and where the the openings are, but I can I can provide the joint committee on uh I have a I have a graphical analysis of what why that happened compared to the detail in the drawings and what what ended up being fabricated, but I I I can tell you I did verify it was not a uh mistake in the fabrication process.

Okay could that information be provided via email to Director Cummings and Director Cummings.

Can you send it to everybody at the meet all committee members?

No problem, happy to do it.

And then we'll get more convenient way of doing that.

Yeah, I so I can I can certainly pass that on to Director Cummings.

I mean you know to try building a new school.

You get those all the time, but we always look to see if it's somebody's fault or if it's one of those unknown unknowns.

Right now we're we have been authorized for $3,500,000.

Budgeted through construction has been $3,318, $192 and 48 cents through construction.

And we have as of tonight $1,323,275.99 in current spending.

We are under budget and carrying forward in the project well.

So when we're here, possibly November 5th, I think I think we'll see that go up quite a bit.

Yeah, um, from the budgeted to the amount of the bond, we get about 161,000 on account of not unaccounted for further that hasn't been it hasn't been budgeted yet.

Um I would anticipate that uh various accounts in the GMP are probably going to come in under cost and perhaps a couple over, but uh we were going to emulate what we do for the joint special school building committee with that list of of budgets and where they're at.

That would give the committee an understanding of what perhaps will be left for money, and that could be an important question.

We get to discuss the roof.

Yeah, I believe um I don't believe we've made that uh sheet yet.

We have had some talks with Whiting Turner about evaluating our uh division items in the GMP.

It's starting to identify where we have underages remaining, and we we know we do have funds that will not be spent in the GMP, but I'm I'm hesitant to give uh number to the joint committee until we get a little further.

What it normally has is each contract or each contract portion of the has a GMP amount, and we have what was spent and a balance.

Now that's not going to guarantee what's left at the end, but it gives us an idea of where they are percentage of work done versus cost.

So yeah, I think I believe I saw something provided, Director Cummings before and it had per division per uh even for subcontractor, I believe.

Uh we talked briefly about the roof, possibly off-cycle uh JC meeting, police department, HQ door security, and uh PD campus parking, lot design, RFQ.

Uh would you like to highlight them?

Uh yep, and uh Mr.

Chairman, though as we discussed the PD roof may not be um uh we may not need off-cycle joint committee meetings for the roof as uh originally thought, so we will evaluate as we get a little further in design.

Um and then we have we talked about the campus parking lot RFQ and where we are with that and hopefully coming into a uh scope and fee that the joint committee can evaluate by uh uh November 5th, and then for the uh PD door security, that is an upcoming um item that we are exploring and the issue with the PD door um at the main building is augmenting the new nine riverside access controls with the main building and there are some inoperable doors in the police main building, so we're trying to understand if this is something we we go for now while we're updating all the door security nine riverside and the software that goes with it.

So that that is also an upcoming um change that we hope to bring for the joint committee in the in probably November.

Okay, just for clarification, and the doors operable with you're talking about the IT opening it with us.

That's correct.
