2:23Okay, now we're live, so we've got one, two, three, four.
2:29Okay, I'm going back to grammar school.
2:31I mean, I didn't pay attention with the nuts.
2:37We'll give them a second.
2:44Uh calling to order of the joint committee of infrastructure and police commissioners.
2:50Um, this is being held Wednesday, December tenth, twenty twenty five at six oh three PM in the automatic chamber and jury noted in two places, including the city's website, in accordance with the requirements of RSA ninety-one dash a semicolon two numeral number two.
3:11Roll call will be taken by my uh pitch hitting clerk, and which I greatly appreciate, Alderman Sullivan.
3:22Alderman at large, Michael B.
3:36Alderman John Sullivan is here.
3:38Alderman Chris Tibodeau.
4:22No, Tim Tim can't hear us.
5:13I don't think we do that one.
5:15I don't think you want the video in.
5:22Can you say something?
5:24Test one, two, three.
5:27I don't want to do that.
5:32Tim, can you hear us?
5:35I I can hear you now, yes.
5:39Uh Tim, we're at the point of uh recognizing you.
5:46Uh the administrative service director, Tim Cummings for introductory remarks.
5:52Do you have a comment?
6:00Oh, we're still don't have uh we still don't have audio here.
6:06Can I come up and just check the screen?
6:13So you were not muted, but we have this, so let's just let me just try that.
6:21See if that fixed anything.
6:29It says microphone on the test.
6:43So he has one test two.
6:49No drop down, no, yeah, it's just not connected.
6:52Microphone's not touched.
7:07Should we pump up the volume?
7:11So I can unmute on mine, but then you're gonna hear that dreadful echo the whole time in here.
7:18Unless Tim said he could hear for a quick moment and then it went went back out.
7:28I wonder if I can mute it just for in this room, but if it mutes it for everyone.
7:34Right now, everybody else is muted.
7:38And then if uh you hear the echo, just see if you can mute me.
7:45I don't know, that just happened.
7:48Maybe someone joined.
7:49Tim, can you hear us?
7:51No, he's gonna unmute it in there.
7:54And then you're gonna have to mute the one that says automatic change.
8:00You already muted it here.
8:13I I can now hear that.
8:18We're trying to work out an echo.
8:22That might be the whole role.
8:24So I was gonna say just put it on.
8:30Yeah, but now Tim can't hear us.
8:33See, we have to go back to here where we were.
8:36Hang on, it helps on the way.
8:42I think we might be mute for the general one.
8:45Just doing one last thing in the roll.
8:49Oh, so did you hit that?
8:54Now he doesn't hear us.
8:56But we don't get that code.
8:57Umly leak over Kevin's desk.
9:02Tim said if it's if it's getting too complicated, so we can persevere without getting him fully connected.
9:17But we will have to have this.
9:18We kind of figured out for the 7 o'clock, is what he said.
9:23So Tim, can you hear us?
9:39Can you remind me how computers are supposed to improve my life?
9:52There's no microphones.
9:54It's because it's just not seeing the device, so maybe something got unplugged or unattached at some point.
10:00Um I'm not sure how they set up audio in this room.
10:03So maybe through this.
10:05I'm just poking around real quick.
10:12I can give Jeff a call because he's set this up.
10:15Um if we're going to just persevere, and then I'll try to in between the two.
10:18Troubleshoot it more properly.
10:21So let me just mute on my end and you get to push forward.
10:28All right, we're gonna press severe.
10:31Unfortunately, without uh administrative service director, Tim Cummings.
10:39And I'm sure he'll text us or something like that if we go too far off the uh the ranch.
10:49I'll call for public comment.
10:53See nobody that has anything from the public.
10:56Move to approval of minutes.
11:01I'd like to make a motion to approve the minutes of the November 5th, 2025 meeting.
11:08Okay, any discussion on the motion?
11:11Seeing none, call for the vote.
11:13All those in favor signify by saying aye.
11:17Motion uh against motion carries.
11:20General progress update.
11:22Uh at this time, uh unfortunately we don't have administrative service, Mr.
11:28Cummings, but uh can we forego this?
11:31Because I think you've got to give us an update on your slides, correct?
11:36So we do have a uh slide presentation.
11:41Hey Jeff, I heard you.
11:43Oh, oh glad we got you, Mr.
12:01Okay, good evening, Mr.
12:02Chairman, and just uh give the uh update for the Nine Riverside project for this month.
12:10Um right now, under active construction, we actually uh did the uh final walkthrough yesterday morning.
12:20So we are 100% done with the interior work.
12:23Uh one of the last remaining items was the insulated metal panels of the garage and the security uh surveillance system of just nine riverside.
12:33And there are a couple uh outstanding items identified yesterday, one of them being turning on the garage doors and um uh a couple repairs to the EV chargers that are being installed on the uh north face of the building.
12:48And a punch list has been established by the architect at LBA, so we when we have that turned into us uh earlier today, so we are we are uh in in great shape and looking to still complete the project on time by uh December 16.
13:04Um items that have been discussed here is the the PD main roof, and we are still evaluating some design scope options and seeking some input from um contractors on on final scope to to get some uh construction costs established.
13:25The parking lot design project, the uh survey work has has commenced and that to date's been limited to deed research for the layout of um James Rose and Panther Drive and Riverside.
13:36They haven't been able to do too much field work because of the recent snow, but we'll hopefully get a little bit of a melt off and and continue with that.
13:48Uh contract items that are uh before you this evening is uh wedding turner's November pay requisition, and that is at $345,538 and one cent.
14:04There are two CNs uh before you.
14:07Uh one of them is CN22, and that's um that's been uh mentioned before uh to the joint committee, but that's for uh access control work on the PD main building that was incorporated into this contract.
14:20And um another CN23, and that is for um magnetic locks and some of the hardware as we got into some of those uh walk components were past their service life and weren't working with the card reader system.
14:35So we found that to be an advantageous time to make those repairs.
14:40There are some other contract actions coming up, another one being is uh GPI's OPM services, so that's myself, and that's for uh contract closeout services and um continuing on through the parking lot design phase.
15:00So that's before the joint committee this evening.
15:04A few other contract actions are um that's been mentioned to the joint committee before as well that we have some um PD uh maintenance projects that were were scoped with nine riverside.
15:18We we pulled them out for the Whiting Turner contract to not build too much high-risk stuff in that contract.
15:25Now that we're at the end with Whiting Turner, there are some of those construction funds available, so we have with ARI Phoenix, uh the vehicle lifts, that's uh for the new garage, and that those are lifts specific to uh be able to perform maintenance on those two larger uh the mobile command unit and bomb squad truck.
15:48Um the security um system, the sorry, the camera security system on the PD building.
15:56Um right now we just did nine riverside, but now we want to finish the PD building.
16:01Uh currently the cameras there uh have a significant amount of blind spots, and they are well past their service life, so we're we're trying to eliminate the blind spots, get the cameras up where they should be.
16:16And a big part of that is the cameras in the the cell blocks, which right now those cameras they're not uh set at a good angle, and a lot of times uh the residents of those cell blocks can actually throw their clothing and shirts over them and block the surveillance of of that system.
16:37So that that's in need.
16:40And another PD uh Dell server, and we had approved two of those last month.
16:49Um it is uh come to our attention at the PD that there is a a third needed.
16:55There are a total of four in the PD building.
16:58Uh but this third one is is become particularly important because it comes with license fees and they are licenses that the PD does not need.
17:08So if the existing third server is also passed its service life and will come with a mandatory $24,000 license fee in uh the spring of 26.
17:21So this is a uh effective time to get this third server replaced.
17:25It will be replaced at a lower cost because we're buying the other two, and it will eliminate some some significant future cost for licenses that the PD no longer needs, but would be forced to buy if we keep the old server.
17:43So with those uh items before you, I I want to just do my normal monthly update of the overall project cost.
17:52So our uh GMP with Whiting Turner is remain has remained the same, the 2.351 million with about 81 percent uh spent per date, and we uh now are very confident in completing this on budget.
18:17Um my analysis of the entire project with the uh 3.5 million authorized uh right now I'm budgeted through construction at 3.3 million.
18:32That number is uh with some of these additions has gone up about uh $18,000.
18:37So as I said, many of these items we're bringing for you had been budgeted uh for the most part.
18:42We're just I just made uh uh adjustment to that number that is more accurate now with these new items.
18:50And um about 2.9 of that, 2.9 million of that has been currently issued in POs to our our contractors or service providers.
19:01And currently uh the city has paid 1.8 million to um contractors uh through uh November 30th.
19:15Um current project status.
19:17So as you can see, the garage is now looking very complete with uh with the exception of uh the interior lights and the garage doors uh operating.
19:28Um this looks a little small, but uh as you can see the week of December 8th through 12th, this current week is our our architectural punch list and walkthrough, and we still have that December 16th completion date, and um the wedding turner completion items, that's referring to project closeout.
19:53So that's not necessarily referring to work on the facility.
19:56So we're right where we should be with the project.
20:02So that is uh project update for for this month.
20:11Any questions of Mr.
20:16Uh so last night we passed the uh additional funding of $900,000 for the roof.
20:22Does that and and for those at home the the roof on the uh main police department?
20:28Is that gonna roll into this project or is that a completely different project?
20:34Um I'd have to refer that to Director Cummings.
20:37Okay my understanding is as at the moment it's a separate project.
20:42Okay, but Director Cummings would would know the correct answer to that.
20:48All right, Alderman Dow.
20:49It is a separate project.
20:54Yeah, we did try to tie in to the fire stations, but a different question.
21:03They just went to the same company.
21:11Seeing no further questions.
21:15We'll move it on to approval of uh well, I do have one question.
21:20LeMayre, your targeting was still on the budget on the project, correct?
21:26Approval of invoices.
21:28Alderman Sullivan, do you have a motion?
21:30I'd like to make a motion to approve the November 30th, 2025 Whiting Turner invoice in the amount of 345,538 dollars and one cent.
21:41Any discussion on the motion.
21:45Seeing none, I'll call for the vote.
21:48All those in favor signify by saying aye.
21:54Again to Alderman Sullivan.
21:59Uh next, I'd like to make a motion to approve the November 24th, 2025.
22:05Greenman Peterson Incorporated invoice in the amount of $4,732 and 64 cents.
22:12Okay, any discussion on the motion.
22:15Seeing none, I'll call for the vote.
22:17All those in favor signify by saying aye.
22:27Motion uh to approve the November 13th, 2025.
22:31Lavalley Bressinger Architects invoicing the amount of $9,373 and 20 cents.
22:39Any discussion on that motion?
22:42Seeing none, I'll call for the vote.
22:44All those in favor signify by saying aye.
22:49Now we're to approval of new contracts and proposals.
22:55Yes, I'd like to make a motion to approve the Whiting Turner Contracting Company CN22, PD Access Control, Whiting Turner Contracting Company CN23, PD Magnetic Locks, ARI Phoenix Incorporated Vehicle Lifts and the amount of $54,973.36.
23:19Mount Major PD security surveillance in the amount of 110,390 and 45 cents, Dell Technologies server upgrade in the amount of 26,328.56 cents, and Greenman Peterson Incorporated OPM services amendment in the amount of 27,442.80 cents.
23:46Lemaire explained a lot of this.
23:48Any discussion on the motion.
23:51Seeing none, I'll call for the vote.
23:53All those in favor signify by saying aye.
23:58But now to general financial overview.
24:02Lemaire's presentation.
24:04We started off with $3,500 authorized.
24:09Uh so far budgeted uh through construction is $3,348,809 and 26 cents.
24:20Um and in our current spending, we have spent $1,806 and $319.59.
24:30Now I will attempt to see if Director Cummings has anything to say.
24:38Can you get in there, Mr.
24:48Cummings has nothing to say.
25:00If if I if I may for uh miscellaneous as we get into January and February and look to close out Whiting Turner's contract, one thing to keep in mind as well is the PD likely have again probably two to four more of the smaller nine riverside scoped items that were not put in nine riverside.
25:15It's already budgeted in our budgeted through construction, but they've not they've not been brought before the joint committee yet.
25:21So that's uh just future items to be cognizant of in the next meeting.
25:30Um looks like we're gonna have the month of January off.
25:37They anticipate our next meeting will be scheduled February fourth to 2026.
25:44That's the first time I said 2026.
25:47And the meeting will start at 6 p.m.
25:51here in the automatic chamber.
25:54Uh Alderman Dow, do you have a motion?
25:57Like they make a motion to adjourn.
26:01All those in favor signify by saying aye.
26:07Well uh we're adjourned at 626 to remind the immediate members of the infrastructure committee.
26:16We have a seven o'clock start of the regular committee.
