Uh the first being from Amy Girard purchasing manager, Alderman Sullivan.

Yes, I'd like to maybe make a motion to accept place on file and approve a six-year, multi-year contract for flight imagery services with uh Pictometry International Corp.

In the amount not to exceed 110,531 dollars and twenty-five cents.

That is $18,4218 annually, and funding will be through Department 134 GIS fund general fund slash uh 53 professional and technical services.

I am here on behalf of the GIS department to present this item.

This is for our flight services, the overhead flight that we uh have done uh every other year.

We have it done on even years, and this will be a three project uh instance, and it they break it out, they break a project out into two-year intervals.

So the flight happens on an even year, nothing happens on an odd year, and then again repeating that.

And we do this so we can maintain a constant operating budget in the GIS fund.

And the purpose of the flights is to pick up property that may not have been additional property that may not have been reported.

Correct.

Yes, assessing department uses this, uh community development uses this, because this is this these uh base maps attached to uh all of our GIS maps.

And so they're for general use as well.

Um you did answer the question about how often they refresh the aerial photography.

The images that are taken.

Do we mean the city?

Do we own those issues uh those images or do those go back to the company?

No, we we own them.

That we they they sent us, they send us the file with the information in it, and it is in our possession.

Um and then I had noticed in the contract that there are there are unlimited number of authorized users.

Um so two so two questions on top of that, seeing as you're the CIO.

Any security concerns around that as far as uh unlimited access, and then my other question is do you have an uh approximate number of how many people have access to those images?

Uh the unlimited access is because of we attach it to our GIS maps, which are open to the public of anyone who cares to uh view those maps.

So that's where the uh unlimited license comes into play.

Okay, and as far as a security standpoint, it's just a background layer.

Funding will be through Department 168 solid waste fund.

So this is um uh CQA services just as uh red for the construction of the phase four uh stage one landfill DES came up uh had some extra regulatory changes that that took into effect that we had to add extra liner and have uh engineering services on site to watch all of it.

Uh so that was some of it.

Uh there is also some expected laboratory testing fees that were added to it from DES.

So uh that was best of most of the changes there.

Uh in the in the uh contract, there was a mention that the the time frame of the construction would end in February 26.

Did you did you mention that this con that this construction is completed?

No, sir.

This is still ongoing, and we had because of the bad weather, we just had it actually pushed it out another three or four weeks.

They have to uh do some uh welding of the liners, and they don't want to do that when there's snow and ice on it, so they've been shoveling away at it, but they just don't want to take any chance to so they're gonna wait a little bit to uh finish the welding.

There's other parts of the project that can be done in the meantime waiting for okay.

Yes, of course.

Uh I did um I I wanted to find out.

I um this might be more apropos for uh CFO NRI, but I was curious what bond specifically this was coming out of because there were a few bonds for um solid waste that are here, and I didn't know if anybody would be able to speak to which bond this was coming out of specifically because it says here there was a bond approved in 2024 for about four or five hundred thousand dollars for phase three and phase four engineering and oversight.

I'm assuming it's coming out of that, but no, actually, that's coming out of the construction rule phase four monster.

The next the next one, the next one you see is gonna be coming out of that phase four ending.

I'd like to make a motion to accept place on file and approve a contract with Sanborn Head and Associates to provide engineering, hydro geologic, and laboratory testing for further to further define the extent of firefighting foam PFAS impacts in the area of Nashua Fire Training Center at the Floor Hills Landfill, and the amount not to exceed 236,800.

Funding will be through Department 168, Solid Waste Fund Bond 53 professional and technical services.

So, yes, this is um uh testing that DES has been wanting us to do for the past five or six years.

Um we finally uh decided to jump on this train and get going on it.

Um we've noticed that there's been a small spike in uh PFOS in the in the uh fire training areas, so we have to do a delineation, and DES wants to see exactly what kind of an area has been impacted by it.

The uh fire training grounds have been operating there since the 70s, and that's when they were doing the uh firefighter phone.

They've no longer done that, so that there's no impact anymore or new impact to the ground, it's just what was there from when they were using the uh PFOA phone.

I was reading over this contract um today in a couple of days.

So we have no clue about how much of the PFOS is actually in the ground at this point in time to the toxicity of it.

Is that and this is test is going to provide all that information?

Is that basically it?

It's going to delineate what what effects there are or what how much is in the ground there.

We've already done some preliminary testing.

We've seen some elevated levels, and that's why DES wants us to continue the uh site characterization.

Can I ask just one other question here?

Because I guess where we I don't know if this um really is in line with this, but um why didn't we do it if they wanted us to do it over the last five to six years?

Why are we doing it just now?

Is it because we're going to move the training facility out of that area because we've got to make sure the area is clean for the new building if it gets approved?

Anybody can answer that?

Council for Superintendent Solid Waste.

We we've known that there is some impact from the landfill phase four landfill with P Fospia.

Uh not the phase four, I'm sorry.

The MSW landfill that wasn't line.

We've seen some elevated levels and it's starting to work towards our monitoring well, so we're trying to figure out where it's essentially coming from.

Either it's coming from the MSW length or the fire training grounds, and that's the most uh red flag that we can find is for the fire training grounds or sort of doing my testing.

I'd like to make a motion to accept place on file on approved change order number one with Eastern Mineral and Granite State Mineral for additional road salt in the amount not to exceed 150,000.

Funding will be through Department 161 streets, general fund supplies and materials.

So this motion is just that to add to our winter road salt, not to exceed 150,000, which would put us around 1800 additional tonnage to our original budget.

Uh we've had 17 events to date, and our salt barn has taken a significant hit, and we want to make sure that we're able to deliver a prompt and thorough service in the future with seven more weeks to go.

And I'm happy to answer any questions.

Um I want I was looking at the financial returns or the financial statements for I think it was updated through the month of December, and I had noted I want to make sure that I'm looking at the right one.

First of all, I had noticed that there was uh budgeted um about 545,000 for materials that's correct.

Yep.

So am I to assume that this this is gonna bring the total amount because it had sent it said in December that only eighty one hundred dollars was spent.

Uh does this mean that the total for that budget line is gonna be six hundred and ninety thousand?

That is correct.

And I don't know what 8100 you're referring to.

To date, we've spent 471,000 on salt.

Um, and we expect we're gonna have to ask for more money to finish the winter beyond the reserve.

But you'll be hearing more about that soon.

Mayor um I I too want to uh uh send out good thoughts and so on to our firefighters and thank all those um communities that came um to um assist both on site and um at the stations and so on um I also want to say that uh the reason I was late was because I went to the inaugural Greeley Park advisory committee meeting um which was actually quite um um amazing some of the things that they talked about and and um so on um for for Greeley Park including looking at it as a whole um you know creating kind of a master plan type of of thing and not just um and and the differences between grilly and so on it was quite interesting listening to these citizens is um as their their future for the the park and and so on and you know maybe going in a slightly different direction for the waiting pool or or something of that nature it was I'm really looking forward to hearing what they have to say and and so on so uh thank you all right um if there are no further remarks I will call on vice chair clee um yes at this time I'd like to um make a motion for adjournment.
