Um I I assured them that um with with Superintendent Conan, we had someone who was very adept at knowing the turf and and that I would bring that back uh to the department, uh the the division and the board.

Um so I'm doing that now.

Um so you know, in in time um where there's opportunity to uh level and stabilize the turf.

Um I I feel that that was the kind of at the core of um the discussion.

And the point being that the funds from the cell tower could be used to perform that work or help with that around.

Yeah, and and as we have an increase, it creates more opportunity to to perhaps consider um bonding um significant stabilization of the turf and um yeah.

Good evening, Dave Boucher, Wastewater Superintendent.

This is to install flow monitoring devices at all our combined sewer overflow structures, as well as uh place flow meters and strategic locations throughout the collection system, mostly in our interceptors to get live data.

These companies are required to uh pick up live information, so if uh something is triggered at a combined sewer overflow site, uh we get the information quickly and allows us to uh identify what the situation is, whether it's a discharge, and then we can report it on the website the following day.

And uh they also provide to us a monthly report so we can provide it to the regulatory agencies.

This is a three-year contract.

We went out to bid and ADS is the low bidder on that.

And and it looks like they do work in in Boston, and so they're very adept at this, and it will be really an enhancement of the monitoring, which is something that's that's yes, they'd be new to us, but uh we did look at some of the references in that and uh other communities that they service throughout our area because what was important to us is that they can uh if uh a battery goes down, they have technicians that can uh change it out quickly.

So, yes, they are reputable.

Ums Hall Street obviously came through, but we'd be paving from uh Officer James Roast Drive through to Ledgewood.

That area is kind of beat up.

And um, if there's any questions about Manchester Street, uh Deputy City Engineer Mark Saunders is here.

I'm sure you could address that because I'm I'm not familiar exactly with what that is, but um, but again, we're trying just trying to uh expand the existing contract we have with Sunshine to uh capture a couple of additional roads this year.

So this contract uh is for sewer and drain work.

Um you may recall we brought a change order to CRISPS contract for a million dollars last last, I think it was last month.

Um we usually have a couple sewer and drain contracts we put out each year, so this is a separate contract from that we bid out.

This one will have more drainage work than the other one uh has in it.

Um but again we bid this out, receive bids from a number of contractors.

RWC Enterprises of Nashville, New Hampshire was a little bitter, and we'd like to enter into contract with them to do uh some sewer and drain work.

So this contract is engineering support for both that previous CRISP uh contract extension as well as the RWC contract that you just approved.

Um this uh is a local engineering company, they provide a full range of services.

Uh one of the main aspects is they're out in the field full-time watching the construction occur, uh, but they also help with those design and and uh tracking and perimitting and that sort of thing.

So um seeking uh to contract them to support the city's in-house staff in managing this work.

Uh again, probably should have brought this engineering amendment at the same time because we uh we need their support services uh to help us with this project work as well.

They've been providing these services to date on that same contract uh that was uh change ordered, so we're seeking to extend that contract to continue their support on that project.

I motion to approve the engineering services contract for tasks required by the EPA MS4 permit with Hazen and Sawyer, PC of Manchester, New Hampshire in an amount of 149,156 dollars.

So uh the city is under uh MS4 permit um through EPA.

That's for stormwater discharges to waterways.

Um so in order to comply with that permit, there's certain things we need to do.

We need to test uh stormwater outfalls uh for listed discharges and that sort of thing, um, as well as annually we go through a whole process of updating our uh permit talking about the the various ways that we achieve stormwater quality and and things like that.

So um Hazen has provided this service for a number of years.

Um again, the kind of work as an extension of our staff to uh help us put together this fairly large um permit report each year and do the testing subcontract for the testing work that needs to occur.

A motion to approve the award of a sewer flow metering and capacity analysis contract for a casino project on Terra Boulevard to Hazen and Sawyer PC of Manchester, New Hampshire in an amount of 34,880 and nine cents.

Funding will be through a contribution financed by the casino project applicant.

So this is somewhat unique, and there's two of these in the packet, so I'll take a couple minutes to explain.

But uh we uh we obviously we have a sewer system in the city, and people want to connect uh or expand their use.

Um usually uh you know it's a house or two here or there, it's it's uh it's no big deal.

In this case, um we have a fairly large uh development off Terra Boulevard um casino, a casino project in this case.

Um, and we just want to ensure that the sewer system has the capacity to handle their additional loading.

Um Hazen and Sawyer maintains the city's sewer model.

The sewer model um uh we can analyze, you know, what pipe capacity versus uh demand.

Uh but the model doesn't go into every branch of every every part of the sewer system, right?

It's kind of a a grosser level model.

Um what this would do is would would be uh they they would expand the model uh up into this uh area of the casino, um tie in and uh analyze the projected flows from that development, determine everything if things okay um or if improvements need to be made.

In this case, there's uh sewer pipe that goes under the um FEVR turnpike.

Um so we just want to make sure that has sufficient capacity as well as pipes downstream in our network.

So a little unique, but but um but uh in this case we believe this work is warranted.

Um there's no city funds.

This would be the cost for this would be borne by the applicant of that project.

Um but given the uh C's purchasing policy, this is rises to a level that we feel we need need to bring it to this board as well as finance just to get that approval, uh despite the fact that there's no city funds uh being requested here for this work.

Um just as a matter of curiosity, and I may have had this information once and lost it.

Um so for residential metering, um we we capture uh data data on uh winter um water usage and use that as the the touch point for um uh sewer metering so that way we don't capture uh like uh lawn watering and things like that.

I'm I'm curious how it works for uh places that do big volume and and you know may or may not require sprinklers.

So I I may ask the wastewater superintendent to step up on this one, but but I but I believe your summary is fairly accurate.

Uh the the thought process is there is that if there's a summer heavier loading due to irrigation, so to speak, then that that doesn't go down the sewer pipe, so therefore we wouldn't be charging for that.

So it's kind of why we do the uh the time of year based basis for the sewer cost, but I believe the commercial is in is uh well I don't want to guess.

I'm gonna have the wastewater superintendent adjusting.

Maybe we should wastewater superintendent.

Yeah, that is correct.

The uh for residential is that's the way it's done because residents uh can water the along and do stuff that commercials cannot.

The commercial is different.

Uh the commercial would that would uh it's just a general usage.

Uh simple answer.

Um I was wondering.

Okay, so they they basically run a model of some sort, and they say we expect, I don't know what a casino average visitors are.

So they say we anticipate having 300 visitors a night.

We expect the toilets to be flushed this many times and that sort of thing.

And so if they come back with something, I don't know, where when you really feel that the city can't support it, well then just this is for my own edification.

So does that that information goes to you guys at engineering?

Do you then go to planning and say, no, this can't happen, or significant infrastructure will have to be altered to make this happen.

Uh so it kind of yes and all the above.

Like uh we we've done this we've done this a lot of times for traffic uh related things, you know, you're gonna add so much traffic, and maybe we need a turn lane or we need this, that the other thing, right?

Um we we haven't done this much with uh with with wastewater, but we're we're finding in in certain cases that we need that level of comfort that we don't have or analysis that we don't have.

Um the applicants are required to submit for state uh permit approval as well, so they already have to do a whole calculation of what their demand is gonna be, and then they apply some peaking factors and things to that just for uh level of safety, so to speak, to make sure that the system's not overtaxed.

Um so this takes that further, it takes that information that we usually get, and Dave Dave usually signs off on those uh permits at the state level as well as one of the steps for approval.

But uh we're gonna take that information, apply it to our model and just make sure that it doesn't create any issues downstream of the system through this modeling effort.

And I should have mentioned part of this modeling effort is uh there's a calibration uh as well.

So they they expand the network up into that area, but they also collect um flows over a period of time to and and uh through rainfall events too, because sometimes there's um drainage connected in, and so they they kind of cavalryate the model to see uh what influences are on the system, what the daily fluctuation flows are and that sort of thing, and ultimately apply that new flow and the fluctuation daily for it and come to the conclusion that the systems can't can handle or can't handle it.

Um if there were improvements needed, then yeah, we would say something needs to be done here, and it may be that we would upsize pipes downstream if that was needed.

There may be some on-site measures that they can take, like some you know, a pumping system where they you know temporary stole store store some and then surge it into our system at different times of day when the flows are lower.

So that I don't know what the what the remedy would be in that situation.

We'd have to determine that.

But this is an initial stage to uh at least get us through an approval process uh with an understanding of um is this suitable, are we gonna create problems downstream or not?

Uh ultimate down.

Yes, does this work have to be done before final approval by the planning board on this site plan?

So in this case, they're they're pretty far along.

We've had extensive discussions about traffic, so we're we're we're we're we're um allowing this to be a condition of approval.

However, we have made it to known to them that um proceeding with work is subject to their risk, you know.

Should we find out that something's needed, um, you know, they may be they if that cost may need to be borne by them, and uh currently we don't know what those are or not.

Maybe maybe there's nothing's needed, maybe something's needed.

So uh so we're not holding back planning board approval because it takes so long to go through building permit approval and and get into construction and that sort of thing.

So um so in this case we we we're we're not proposing to hold back planning board approval, but proceeding with that as well as any work is subject to whatever risk they're taking on as part of the development process.

Is this an analysis for the full scope of two phases of the project?

Yes, it would be.

We would just take their full development, you know, both phases and apply it.

And um, it's possible we may find that at certain levels of construction, maybe maybe they don't need something, and then the next phase two triggers it.

I don't know.

I really don't know what we're gonna find.

That's why we need to enter into this this type of analysis.

Um, and then we'll cross those bridges when we get to them, depending on what we find out.

Because two things uh this has been approved twice by the planning board for the uh when they want to use the ballroom for the casino.

So this is I would assume there's no difference in flow with the casino being outside.

The other thing is that the casino now is going to be built with a parking garage, and the uh so there'll be far less parking area collecting water and going in the sewer drain.

Um so I assume that'll be taken into account.

Yeah, we have their full site plan and they're they and uh showing what they're doing, and they're gonna provide those sewer calculations and all those things.

Um we just needed this authorization to move forward.

If it they come up for order information that convinces us that we actually don't need to do this, then we won't proceed with it.

But in interest of time, keep things moving, we want to get this on your agenda, get approved.

Um, we wouldn't take it to finance until um we had an agreement with them and they were ready to fund it and all those sorts of things.

So um we just we just want to get to this first step of this, and that we'll work through the details with the applicant as we proceed.

Um, and they they they have uh mentioned uh mixed use development, some commercial, some residential, that sort of thing.

And similar to the other case, we we it's a it's a big enough development that we like some assurances that um sewer capacity is not gonna be an issue here.

So um so basically the same thing, different development.

They just happen to come at kind of the same time.

So um, but I'd be happy to address any questions about this one as well.

Item I Commissioner Lemon.

I move to approve the purchase of video detection equipment from New England Traffic Solutions of Glastonbury, Connecticut, and an amount not to exceed $20,902 and 39 cents.

Funding will be split through the Daniel Webster Highway slash Spitbrook contributions account, $13,871.13 cents, and the main street traffic mitigation account, $7,031 and 26 cents.

So this is for purchase of equipment as noted from traffic mitigation quarter accounts uh split between a couple of them.

Um the city has over 30 of these cameras up at intersections that do vehicle detection.

Um some of the equipment's been out there for quite a long time, some of it's reaching its uh end of life.

It's some of it's experienced some hardship in terms of lightning strikes and that sort of thing, or equipment failures as is normal for electronic equipment out there in the world.

Um so we're we're just through this money we're seeking to replace some of the equipment as well as buy some spare equipment, so we're seeking to purchase a new uh GS3 processor, which is the the latest model.

Um we we sent a process, our GS2 processor back uh for repair, and we're just well we haven't yet, but we will we're seeking to repair one of the processors that uh has some damage, but can be can be repaired and re-implemented as needed, and then we're uh seeking to buy three new uh cameras.

Um again, those will kind of go in inventory and be deployed as needed uh to replace others that may be damaged in the future.

Um so just buying some parts, so to speak, uh to keep a good inventory, enable us to repair things as quickly as we can when we have issues.

What's the current use of the video detection equipment?

Like what is it used for?

So the video detection equipment, it's it's at our traffic signals, and it's only for vehicle detection currently.

So uh previously you'd have uh induction loops in the ground, chiropolup, it would sense that uh vehicle, that massive metal, and uh it would put a call into the signal controller.

In this case, it's a video based system, so there's a 360 degree camera, it points downward and kind of a fisheye view of the whole intersection.

Um you draw a zone that it a detection zone uh manually, uh car pulls it into that zone and it does a detection similar to how the loops would have done.

Um the systems are purposely uh detuned, so to speak, in terms of uh clarity of the optics, you can't read a license plate or anything like that.

I know that's a concern a lot of people have.

Um we don't record video with them as well.

I know that sometimes we get requests from uh police department or or people that have been involved in crashes or whatnot asking if we have that, but we don't we don't maintain video, we don't we don't uh we don't host it, but but it it it it it it just uh it just does do that via vehicle detection effort um in sends those calls to the controller and triggering the phases so thank you all those in favor please say aye.

Aye now have to administration no one has any questions on that administration item A commissioner motion to approve an agreement with Bill's World Class Cleaning Service of Northampton, New Hampshire in the amount of ninety thousand dollars for cleaning up the DPW facility, street and traffic buildings, and the wastewater treatment facility.

So this is our the cleaner that we've had for a very long time.

Um and he does a very good job.

I I think I said this last time, I don't know who Bill is.

His name is Gary, but um that's the name of the company.

But uh anyway, they've done a good job, so we recommend um another one-year contract with them.

This is a picture of some ADA ramp work on Brooke Street that was done by Sunshine Paving subcontractor, is part of our paving program.

We had a beautiful sunny day for our young superheroes to come out to Greeley Park on the on June 13th to learn how to be a Jedi, watch a superhero show and meet some of their favorite characters.

We also had over 20 vendors.

Um all of our DPW facilities were there with tables and uh and displays.

We have food trucks, and the first 250 kids received a lightsaber, cave and mask, and free ice cream.

So and it was very well attended.

Our city pools opened actually today.

We have a soft soft opening today and tomorrow from one to five, just to allow our newest lifeguards uh an opportunity to uh get used to the pools and their new positions.

Our regular hours begin on Saturday, June 27th.

All three city pools are open each day during the summer from one to seven Monday through Friday and one to six on Saturday and Sunday.

And they're very popular and very busy.

Our swim lessons will begin the week of June 29th and run through the middle of August.

All of our sessions are fully booked for the season.

Our street crews work to replace the rotted ramps at Centennial Pool with new concrete ramps to meet ADA requirements.

We saved a lot of money by doing this in-house, and they um some of them have already been installed, installed, and I think the remaining nine will be there shortly.

Then we just need to install the baskets and uh the signage, and we're ready to go.

So that's very exciting.

Long time coming.

Street crews work to repair catch basin at Nashville High School North.

It had failed due to water infiltration and poor pavement conditions around it.

These are the bridges again at Roby Park is part of the disc golf course.

They look really nice.

And even if you don't play disc golf, beautiful walk in the woods if you get the opportunity.

The new fuel tank for the landfill has been installed on the hall road uh by the phase four landfill.

It'll serve as landfill equipment and also serve as a backup fueling source if our main fueling station ever goes down.

Just a reminder.

We had some of you may have heard we had um a fire in one of our trash trucks uh due to lithium ion batteries.

Please, please, please do not put those in the trash.

Um bring those to the scale house and or or to this building, and we'll accept them here.

That's could have been we were able to get all everything out of the truck on time, so nothing serious happened to the truck, thank goodness, or the employees.

But yeah, does that include swollen batteries?

So anything that's like compromised, is it okay to bring it to when when yes, when in question, bring them?

This the four hills this is important because a lot of people get confused.

When we have observed holidays, we always have trash pickup.

We when we don't have trash pickup is on actual holidays.

So in this case, we will be picking up trash on July Friday, July 3rd on Saturday, July 4th.

There will be no trash pickup and the landfill will be closed.

I have one somebody just came up to me to tell me how delightful the people at the scale house were when they dropped off their trash, they said.

It's like fun going to okay.

So we have um Carlo Thibodeau and John Narrow, and uh John is actually you may remember him from years past.

He came back.

Uh he was working for waste management and decided he he'd rather uh come back here.

So they are wonderful in customer service, and I do receive a lot of compliments uh from for both of them.

So yeah, it was just thankfully.

I said, okay, I'll take that back to the department.

Um the last meeting we talked about trying to act activate Holman uh more frequently.

Someone came to me with a suggestion.

Um banana ball.

Okay.

Suggested they apparently they had banana ball in Manchester.

I don't know.

Like I don't even really know what banana ball is, but it's sort of like the um, I think it's sort of like the Harlem Globetrotters Art of Basketball.

And um banana team out of Florida, right?

Yeah.

Yeah, they it's you know uh they did three nights in Manchester and I think drew a pretty big crowd.

So fun.

Maybe it's something we'll look into.

Yeah, it's a good idea.

I think there's all the one team though.

Yeah.

Yeah, they're fun.

They're really great.

Like I'm so curious.

I still don't know what this means, so I'm going to have to look it up on YouTube.

And yes, there's plenty of videos on YouTube, but it's hysterical, and there's dancing and it's and it they've got choreography on the field, and it's super fun.

It really is.

I saw that there's some rule where if the fan catches a foul ball, it's an out.

You know, I'm weird different things.

So that's a possibility at least.

Yeah, we we have if I may, yes.

Uh we we had a uh very good initial meeting.

Um and um uh settled in on some direction.

Uh we're gonna be meeting again in in a few weeks.

So I I don't know that the date off the top of my head, but it will be on the city calendar.

Um and continuing the conversation uh about uh how to how to facilitate activating the space and and uh bringing more opportunities for community gathering through events and and other programs and um serving as a conduit for uh making more of that happen.

Um gather uh together around anything, whether it's music, um or or you know at the stadium, but but anywhere in the city where where people are gathering is such an essential thing right now.

Getting together in and celebrating and sharing and experience is such a grounding thing, and it uh is part of the glue and and and the fabric that makes life uh extra worth it.

And so we're very enthused.

Um nothing big to report coming out of the the initial meeting other than um uh setting a bit of a course and uh we we'll we'll look forward to updating you as as things go on.

And um yeah, so so um that's that's kind of a uh report on it.

My only concern with having the events is that the grass doesn't get destroyed.

Yes, and and so uh we have Superintendent Conant um in the group with us.

Good and um he he's got some uh great ideas on um uh ways to ensure that that doesn't happen.

Um and him participating in the committee uh at the core of it is is really that he is an excellent steward for turf um throughout the city, but especially Holman Stadium.

I know that that's uh perhaps one of the places where his his love lives the most in his work and uh for Nashua and so yes, uh absolutely he was well trained.

Yes.

We're we're very glad to have him.
