The Human Affairs Committee of Nashua met at 7:00 p.m. on September 21, 2026, in the Aldermanic Chamber. The meeting was duly noticed and had five members present: Chair Tom Lopez, Vice Chair Shoshana Kelly, Aldermen Amber Morgan, Tim Senate, and James Ravan, with Alderman Johnson also joining. The sole agenda item was a presentation and discussion regarding Revive Recovery Resource Center, a nonprofit peer recovery resource center headquartered in Nashua. The meeting concluded at 7:37 p.m.
Revive Recovery Resource Center Presentation: Jessica Carter, Executive Director of Revive, presented the organization's programs and impact. Revive began in Nashua in 2016 and serves as a peer recovery resource center offering one-on-one peer support, recovery navigation, telephone support, community connection, and practical resources including hygiene items, clothing, cell phones with minutes, ID and birth certificate assistance, housing vouchers (funded by the city this year), and Narcan distribution. Key programs include the Syringe Service Alliance of the Nashua Area (Sauna) harm reduction program (90%+ syringe return rate, 2,500 transactions from January to August 2026, 2,500 referrals to behavioral health), Camp Mariposa for youth aged 9–17 impacted by family substance use (free, monthly camps in Greenfield, serving 45 youth in 2026), the ACES mobile response team with Nashua PD and Greater Nashua Mental Health, and Project Alert – a multi-agency pre-overdose early warning and rapid response collaborative launching with partners including Nashua PD, Merrimack PD, Londonderry PD, Southern NH Medical Center, Greater Nashua Mental Health, and Harbor Care. Revive also provides CRSW training, operates as a recovery-friendly workplace, and served over 1,200 unique individuals across its centers (Nashua, Manchester, Derry, and newly merged Milford) in 2025. A new 18-bed women’s house is opening in Manchester (ribbon cutting October 16). The presentation emphasized reducing stigma through language (e.g., "person with substance use disorder" instead of "addict") and honoring all recovery pathways, including harm reduction.
Q&A and Committee Comments:
2026. This is the Human Affairs Committee. We will be meeting at 7 p.m. in the autonomic chamber. This has been duly noticed in two places, including the city's website. And according to the court uh requirements of RSA 91A to Roman numeral two. Let's start the meeting by making a vocal call. Altimate at large Amber Morgan. Here. Alderman Tim Senate is here. Alderman James Ravan. Here. Alder Woman at Lars, Shaoshana Kelly. Vice Chair. Here. And Alderman Tom Lopez chair. I'm here. You have five in attendance. Also joining us this evening is Alderman Johnson. Okay. Do we have anybody who'd like to make public comment? You are also presenting, so you could just do that. You're also presenting, so why don't you just come up? Yeah. Okay. The only item on our agenda is the discussion of revive. So Jess, welcome. Feel free to introduce yourself and your organization just so the record knows your name. Yes. Good evening, everyone. My name's Jessica Carter, and I'm the executive director of our Bive Recovery Resource Center. You might want to sit and say it into the microphone. Sorry, they won't be able to hear the colour. Yeah, they're very directional, and you were standing. Yeah, if you angle it ahead of time to point out you then you have to worry about the rest of the meeting. Yeah. Want me to go again? Yeah, go for it. But the guy would have yelled at us if it was wrong. Hello, my name's Jessica Carter, and I'm the executive director of Revive Recovery Resource Center. All right. Is this printed? We don't have the digital. I believe so. Okay. No digital presentation. I can send it to you if you'd like. Oh, that's not necessary. Don't worry about it. We will keep one of these for the record and we'll attach it to the meeting.
