As we gather to deliberate the matters of this city and the people we serve, we ask you for guidance, your discernment, and your truth to lead our thoughts and our decisions.

0:52

Lord, grant us the wisdom to see clearly the courage to do what is right and the humility to listen to one another and to you.

New Braunfels City Council Regular Meeting - 2026-03-09

The New Braunfels City Council held its regular meeting on 2026-03-09. Mayor Neal Linnartz presided. Councilmember Toni Carter was absent. The council approved a Tourism Public Improvement District (TPID), a resolution supporting the expansion of State Highway 46, and a Chapter 380 economic development agreement for the historic Faust Hotel. (Note: The official minutes and transcript record the meeting start at 6:00 PM CT, which conflicts with the provided metadata timestamp of 14:00:00+00:00).

Proclamations

  • March 2026 was proclaimed Intellectual and Developmental Disabilities Awareness Month. Representatives from the Rock Haus Foundation spoke, highlighting that roughly 1 in 6 children in the U.S. have developmental disabilities, including 5,000 in Comal ISD and 1,500 in NBISD.

Consent Calendar

The council approved the consent agenda unanimously (6-0).

  • Actions: Approved meeting minutes, canceled two future meetings (Dec 28, 2026 and May 25, 2026), approved a design contract with KSA Engineering for the Airport Taxiway, and approved agreements for the May 2, 2026 election.
  • Zoning (Second Readings): Rezoned 0.73 acres at 190 Old Engel Road to Light Industrial; rezoned 4 acres at 1239 Barbarosa Road/1255 Saur Lane to Light Industrial; and rezoned 4 acres at 695 Saengerhalle Road to allow an Assisted Living Facility with a Special Use Permit.

Discussion Item: Tourism Public Improvement District (TPID)

  • Proposal: A citywide TPID under Chapter 372 of the Texas Local Government Code, imposing a 2% assessment on hotels with 5+ rooms (excluding short-term rentals and attraction-based hotels) for a 10-year term. An oversight board of hoteliers would direct 85% of funds to supplemental marketing and sales. City staff stressed the district is intended to boost shoulder-season occupancy and generate indirect revenue for the city.
  • Public Positions:
    • In Favor: Scott Joslove (Texas Hotel and Lodging Association) described the TPID as the best tool in decades, noting it was supported by over 60% of hoteliers across all required criteria. Shalish Bhakta (hotelier, resident) stated 2025 was his worst year in 30 years and the city needs the tool to remain competitive. Dylan Petrich (operator) argued that coordinated destination marketing is critical and distinct from individual hotel marketing. Several other hoteliers and business owners expressed support, emphasizing the need for weekday/off-season business to sustain jobs.
    • Opposed: Julie King (resident) questioned the 10-year commitment, traffic impacts, and the lack of a public vote on expanding tourism year-round. Janice Gutierrez (homeowner) explicitly stated she did not want 12-month tourism, preferring the return of quieter off-seasons.
  • Outcome: Motion by Edwards, second by Labowski. Passed unanimously (6-0). Council announced public hearings for the creation of the district and assessment ordinance on March 23, 2026.

Discussion Item: Regional Expansion of State Highway 46

  • Proposal: A resolution supporting the expansion of SH 46 between IH-35 and IH-10. Garry Ford (Transportation Director) presented the $1.4 billion project, which includes elevated lanes and direct connectors in Comal County. The project is in the MPO long-range plan but lacks construction funding. The resolution is intended to demonstrate broad regional support to TxDOT.
  • Public Positions: Jonathan Packer (resident) urged the council to pass the resolution to help secure state funding.
  • Outcome: Motion by Labowski, second by Spradley. Passed unanimously (6-0).

Discussion Item: Faust Hotel Economic Development Agreement

  • Proposal: Approval of a Chapter 380 agreement with The New Braunfels Hotel Company for the historic Faust Hotel. The project involves a full renovation of the 1929 hotel, reducing the room count to create larger spaces. The incentive is a rebate of the city’s hotel occupancy taxes generated by the property, capped at 5 years or $1 million. The city estimates the project will add $10 million in new value and generate $2 million in HOT over ten years.
  • Public Comment: None.
  • Outcome: Motion by Labowski, second by Capizzi. Passed unanimously (6-0).

Executive Session

  • The council was scheduled to convene in Executive Session to discuss economic development negotiations (Gruene 16, Project Shoot) and pending litigation (Landa RV Resort). However, the council did not convene into Executive Session and took no action.
