The City Council met on August 27, 2025, at 6:30 p.m. in Council Chambers. The meeting began with a moment of silence for Arthur Paiva and Judge Frank Caprio. The council approved the consent calendar (with items B1 and E pulled for separate discussion), considered multiple ordinances on second reading, heard public testimony on a special event impact fee, approved a new harbormaster patrol vessel and a composting contract, continued two utility pole petitions, withdrew a purchasing policy amendment, and passed a resolution requesting a meeting with RIDOT regarding the Pell Bridge realignment.

Council Sa. We lost two great Rhode Islanders this past week that have had an outsized impacts on public service in this community and state. The first is Arthur Paiva, who is a legendary New Porter. But among the many notable accomplishments he has is having an absolutely phenomenal daughter, Newport Senator Teresa Piperweed, who would rise to become the state's Senate president. Second, we lost a good friend in Judge Frank Caprio. And while his court was defined in the northern part of the state, he set the tenor for forgiveness and mercy and also the goodness that Rhode Island reflects uh across the entire nation and world thanks to the work that he's done in his public service.
