3:04

Yes.

3:05

Good morning.

3:07

Good morning.

3:07

How are you?

3:08

Hopefully you're not currently moving because I'm gonna ask you to raise your right hand and state uh your name for the record.

3:16

Can you state your name for the record?

3:19

Christian Zuluaga.

3:20

Okay.

3:21

Do you swear to tell the truth and nothing but the truth in your testimony this morning and in response to council member questions?

3:28

Yes, I thank you.

3:30

Um you may make in your statement.

3:35

Yes, I I gonna tell the absolute true on uh the statements being uh the absolute truth.

3:43

No, no, you uh thank you.

3:45

You can you can lower your hand and you've done uh you uh you've already sworn uh do you have anything to testimony that you would like to share with us today?

3:56

Well, the basically um yes, so we we had uh submit uh the application to be able to uh accommodate uh some sitting area around our word um location or the cafe is uh um restaurant restaurant bar concept.

4:18

Uh so family um joinable place with uh we offered and sell the food, uh beverage, uh liquor on um different type of products uh within uh restaurant area.

4:35

So the the concept of um the coffee tables outside the stereo side of the building.

4:43

We'll just accommodate our business operation hours on um say the thing.

4:51

That's pretty much it.

4:56

Thank you.

4:56

I don't have any questions for the applicant.

5:00

I will now recognize council member Thomas Henry for questions.

5:03

Good afternoon, good morning, how are you doing?

5:07

Um my first question is in regards to just getting clarity on the entity that will be managing um this outside dining, um, because there is I have Tiro Dick Eskinia and then uh DBA Cali Calier Tajadas and the way that business is set up, it appears that there's almost like two or three different entities, or like what part of the business do you control and operate that will be managing the cafe?

5:43

Okay, so basically uh I'll tell you a little story about the business.

5:47

So we start the corporation as Kali Taharas to Corp.

5:54

Um the concept of the cafe was start selling some bakery concepts and and um expanding the business on the vacant side.

6:05

Unfortunately, the the concept did not work.

6:09

Okay, so we then uh switch the corporation name to Tiro the Eskinna NYC Corp, as changing the concept of the restaurant to uh promote this past World Cup uh promoting to the football, the soccer, the the sports concept.

6:33

Um so we began as Kali Taharis, but then uh the corporation names change it to Tiro de Esquina, so that's probably why the confusion or the name is getting uh mixed up together.

6:50

Okay, thank you.

6:51

And what are the current hours of operation?

6:56

Correct hours for operation.

6:59

We are um we are open from 11 a.m.

7:04

12, 12 noon uh to 12 midnight.

Subcommittee on Zoning and Franchises Meeting: Sidewalk Café Application for Tiro de Esquina NYC Corp (September 22, 2026)

The New York City Council Subcommittee on Zoning and Franchises, chaired by Farah N. Louis, met on September 22, 2026, at 11:30 AM in Committee Room at City Hall to consider a single land use item: LU 0141-2026, a revocable consent application for a sidewalk café at 45-18 104th Street in Corona, Queens. The applicant, represented by Christian Zuluaga of Tiro de Esquina NYC Corp (doing business as Cali Tajadas Bakery & Restaurant), seeks to place four tables with attached bench seating outside the restaurant. The item was heard and then laid over by the subcommittee with no vote taken.

Discussion Items

  • Sidewalk Café Application (LU 0141-2026): Christian Zuluaga testified on behalf of the applicant, explaining that the business began as Cali Tajadas Corp and later changed its corporate name to Tiro de Esquina NYC Corp, changing the concept to a sports bar. The outdoor seating would feature soccer-themed tables with built-in mini soccer fields for children. Hours of operation are Tuesday through Sunday from noon to midnight, closed Mondays. Councilmember Shanel Thomas-Henry, in whose district the restaurant is located, questioned the applicant about the entity structure, hours, and anticipated use of the outdoor space. The applicant confirmed that the outdoor seating would remain open-air and be removed in winter. Councilmember Thomas-Henry noted noise complaints from the local precinct; the applicant attributed noise to occasional events on the second floor (e.g., a Zumba class) and stated they had offered to soundproof windows. He also noted that a separate bar, Sophia's Bar, operates in the same building but is unrelated and often confuses neighbors. No security guard is stationed outside. No other members of the public testified.

Key Outcomes

  • Action: The subcommittee held a hearing on the application but did not vote. The item was laid over, meaning it will be considered at a future subcommittee meeting. No decision was reached on the revocable consent for the sidewalk café.
