And whereas this month serves as a national call to raise awareness, support survivors, and honor those whose lives have been lost to acts of domestic violence, and whereas domestic violence takes many forms, including physical, emotional, sexual, and financial abuse, and addressing it requires prevention, education, community involvement, and comprehensive support services.

Summary of Proceedings

Norman City Council, Utilities Authority, Municipal Authority, TIF Authority, and Parking & Transit Authority Joint Meeting — September 22, 2026

Mayor Holman presided over the joint meeting on September 22, 2026. Councilmember Bloggett was absent. The meeting opened with roll call, the Pledge of Allegiance, and acknowledgment of five proclamations.

Proclamations and Recognitions

  • Declared October 2026 as Domestic Violence Awareness Month. A speaker from the Women's Resource Center stated that one in three women and one in six men are impacted by domestic violence, and that Oklahoma ranks number one in the nation for women assaulted or victimized by intimate partners. Mayor Holman thanked the center and mentioned making a personal contribution.
  • Declared October 2026 as Pedestrian Safety Month, citing the city's partnership with the regional transit provider (transcribed as "Imbark") on route improvements and a state-of-the-art transit center.
  • Declared October 2026 as Community Planning Month. Staff noted Brook Street is separated into four or five disconnected sections as an example of planning challenges.
  • Declared October 2026 as National Bullying Prevention Month.
  • Declared the week of September 28–October 2, 2026 as Finance and Accounting Appreciation Week. Staff noted more than 1,200 vendor payments are processed each month and described the finance department as helping find solutions, identifying options, and protecting public resources. The formal proclamation text reads "October 28th, 2026 to October 2nd, 2026," conflicting with the September start date listed in the agenda.

Consent Calendar

  • Motion to place items 6–33 on the consent docket passed unanimously.
  • Item 31, highlighted by Councilmember Kirby, creates an ad hoc public safety committee; interested residents were encouraged to attend the public meetings, and additional members could be called later if vacancies occur.

Public Comments & Testimony

  • Councilmember Kirby reported on the Oklahoma Municipal League conference attended with Councilmember Grant and City Manager Pyle, which alternates between Oklahoma City and Tulsa. Kirby observed that Oklahoma is the only state where cities operate almost entirely on sales tax revenue, and that communities statewide—including a small town about an hour from Norman—face shared challenges such as homelessness, though many lack Norman's economic development. Kirby also highlighted a water-field award for a city employee (named "Carrie") connected to Lake Thunderbird, the drinking water source for Norman, Midwest City, and Del City.
  • A speaker addressing Ward 4 expressed support for investing in public art and wiring Main Street for sound so pedestrians always hear music, and promoted the Dennis McNett "One Day Gone the Next" event on October 9 at 7 p.m.
  • A speaker cited public sentiment about turnpike interchanges: about 83 percent of people said the interchanges are not needed, while 69 percent said they would have liked to see them without disrupting anyone's life.
  • A speaker mentioned CPAR as a mechanism the city and state do not currently use, and offered assistance if needed.
  • Councilmember Kirby reminded residents that the committee addressing public transit and street construction (the "PSST" committee) meets the fourth Tuesday of the month at 5 p.m., is livestreamed on YouTube, and is open in person; Councilmember Gansbury will take over as chair.

Discussion Items

  • Item 35 — Ordinance 2627-3 (rezoning 404 East Sims from C2 General Commercial to R3 residential): An assistant city attorney presented an amendment to Section 36-201 of the city code, the section establishing where off-premises signs may be placed without special approval. A 2002 amendment was correctly implemented, but an error was discovered around the city's code recodification; the proposed amendment re-inserts bright-line language. No public objections were raised during the pre-development meeting. Council questions addressed whether new signs could still come through a special-permit process and whether the ordinance would carry a 30-day waiting period before taking effect.
  • Residential lighting: Discussion addressed the city's residential lighting ordinance, its enforcement feasibility, and the relationship between commercial lighting rules and homeowners' associations.

Key Outcomes

  • Proclamations acknowledged and approved.
  • Consent docket items 6–33 approved unanimously.
  • The vote outcome on item 35 was not captured in the available transcript; discussion and public comment were heard.

Discrepancy Notes

  • The finance week proclamation contains an apparent date error ("October 28th" instead of September 28).
  • The transit partner is transcribed as "Imbark" (presumably EMBARK).
  • The roll call lists no councilmember named Gansbury in the transcribed segment, yet the transcript references Councilmember Gansbury later in the meeting.
