0:03

Okay.

0:04

I'm gonna call the North Salem Planning Board meeting to order.

0:08

Um the first item on the agenda is a carryover of the public hearing for Grant Road LLC.

0:14

It is being carried over to the May meeting.

0:18

The next item on the agenda is a pre-application.

0:22

Um just as a little background before there's a presentation by the um applicant's engineer.

0:30

Um the Reed Road group purchased what many of us commonly knew as either the Joe Foe Passo, Lucashock parcel, Highgate Woodlands parcel, the 160 acres, which were three lots, and um they came in and talked to me about access and um some preliminary ideas of what to do with the property, and um their thoughts were to keep the three lots but make them better lots.

1:00

Um and so we talked about how to achieve that, whether they could do it through a lot line change or whatever, and part of that discussion was access, which uh was back and forth between either a driveway access or a private road access.

1:16

Um they were not interested in accessing off of uh a road they abut called Yinks Road or a road they abut called Sun Valley.

1:26

They want to create their own road or access, I should say, from Reed Road, and then they purchased the lot commonly known as I684 I-684 associates, which uh runs along Reed Road.

1:40

So the conversation changed a little bit about what is what will the process be again just sticking to four lots.

1:50

So to have the visual, I'm going to try to put something up that everyone can see.

Unassigned speaker

1:58

I

Speaker 1

1:58

want to put up your I did a combination of the little site map with your second map, and then later I'll put up the bigger map.

2:10

So with that, I would like to turn the conversation over to Adam from Insight Engineers.

2:16

If you would introduce yourself and if you want me to flip the maps over to the other, I'll try to do that.

2:22

And I do have a green cursor that will try to follow your conversation and help everyone visualize.

Speaker 2

2:27

Thank you very much.

2:28

I'm Adam Fibert from Insight Engineering Surveying Landscape Architecture PC,

Unassigned speaker

2:33

uh

Speaker 2

2:33

representing the Reed Road Group.

2:35

Um some of the applicants are here uh with me tonight.

2:38

I'm sorry to interrupt,

Speaker 3

2:39

but I can't hear the speaker.

Speaker 1

2:40

Okay, closer to the mic, please.

2:42

Or elevate

Unassigned speaker

2:44

it.

Speaker 2

2:45

That any better?

Unassigned speaker

2:48

Speaker 3

2:48

that was uh

Speaker 2

2:49

just barely.

Speaker 4

2:50

Yeah, a little bit louder, please.

Speaker 2

2:53

Okay.

2:54

I'll start over.

Unassigned speaker

2:55

So I'm Adam Fiberg from Insight Engineering Surveying Landscape Architecture PC, representing the Reed Road group.

Speaker 2

3:02

Um I'm joined by some of the applicants here tonight.

3:05

Um we're here tonight just to get the board's uh initial feedback, uh respond to questions you might have about a proposed lot line adjustment between the existing lots that were that were mentioned.

3:15

Um the existing lots, if you don't mind if you could switch to the existing conditions plan, that it'd be the the call.

Speaker 5

3:24

Sorry, you've got to do better with the sound.

3:26

We can't hear

Unassigned speaker

3:26

you.

Speaker 5

3:28

Sorry, maybe you could put that.

Speaker 1

3:29

How about if we elevate that um do we have anything to elevate that microphone?

3:35

Hold on.

Unassigned speaker

3:36

Speaker 6

3:36

Speaker 2

3:37

Unassigned speaker

3:42

Let me

Speaker 1

3:43

just try to.

3:43

It

Speaker 5

3:43

might not be on.

3:44

It seems like another microphone might be picking you up.

3:46

Can you tap it?

Speaker 1

3:47

All right, try now and see if that changes.

Speaker 5

3:50

How's

Unassigned speaker

3:51

that?

Speaker 5

3:53

Still sounds like a different microphone speaking you up.

Unassigned speaker

3:55

Maybe

Speaker 1

3:56

I'm gonna switch microphones.

Summary of Proceedings

North Salem Planning Board Meeting - April 9, 2025

The Town of North Salem Planning Board met on April 9, 2025, at 7:30 PM both in person and via Zoom. The meeting included pre-application discussions, routine approvals, and wetland permit reviews for properties on Reed Road, Cottage Lane, and Bloomer Road. Key actions included granting extensions for AT&T Mobility and Gilport Development Corp., acknowledging the withdrawal of the Morth subdivision project with escrow release, and discussing stormwater management and variance needs for two residential redevelopments on Cottage Lane.

Consent Calendar

  • Grant Road LLC Public Hearing: Carried over to the May 7, 2025 meeting.
  • AT&T Mobility Extension: Approved a 90-day extension of previous approvals from April 7, 2025 to July 7, 2025.
  • Gilport Development Corp. Extension: Approved the 14th 90-day extension of final subdivision plat approval from April 28, 2025 to July 28, 2025, along with a corresponding wetland approval extension to July 28, 2025.
  • Morth Project Withdrawal & Escrow Release: Acknowledged withdrawal of the Morth subdivision project and approved release of planning board escrow in the amount of $861.30.
  • Financial Report: Approved the March 2025 financial report.
  • Minutes: Approved the minutes from the March 5, 2025 meeting.

Discussion Items

  • Reed Road Group Pre-Application (Reed Road): Represented by Adam Fibert of Insight Engineering, the applicant proposed a lot line adjustment among three existing lots (Parcels A ~130 acres, B ~6 acres, C ~23 acres) to create three large estate lots (Lot 1 ~86 acres, Lot 2 ~50 acres, Lot 3 ~26 acres). A fourth lot (73 acres, partly in Southeast) would contribute a triangle to Lot 1. Access via a private road or common driveway off Reed Road was debated; the board noted that a common driveway could not be built until a building permit is issued. The board emphasized steep slopes (~1000–1200 ft driveway), fire access, and asked the applicant to consider conservation easements and no further subdivision. A site visit was agreed upon. The applicant will revise and return for formal application.
  • Verizon Wireless Renewal (101 Bloomer Road): Verizon seeks renewal of its conditional use permit. MDRA’s memo requested updated documents; Verizon’s representative stated they will respond with revisions. The board noted that a new CECRA EAF is not required since no changes are proposed, but documentation should clarify.
  • Fischer (6 Cottage Lane): Presented by engineer Rob Wasp and architect Rich Vale. A complete demolition and reconstruction of a small home on a 1,400 sq ft lot near Peach Lake. Proposed elevated house on piers (first floor elevation 4.5 ft higher), with impervious increase of only 71 sq ft. Stormwater management via an underground Coltech chamber collecting 277 sq ft of roof runoff; remaining roof runoff would drain to grass and toward the lake. The board raised concerns about fire code compliance (distance to neighbor ~2 ft), high groundwater limiting infiltration, and the need for variances. The application will be referred to the Board of Appeals after the next submission and engineering review.
  • Watson (10 Cottage Lane): Also presented by Rob Wasp and architect Chris Harrigan. Similar reconstruction with a larger footprint increase (impervious +145 sq ft). Proposed Coltech chamber in front yard, elevated house, and overflow pipe to lagoon (board suggested removing or modifying). Off-site parking available. The board noted similar variance needs and fire code issues. The application will follow the same process as Fischer, with referral to the Board of Appeals after next submission.
  • Short Term Rentals Work Session: The board discussed progress on a draft local law. After receiving town board feedback (stating the board is on the right course) and comments from Lisa, the board deferred detailed discussion to the next meeting (April 16, 2025, if possible, else May 7, 2025). Members were asked to review comments from March 9 and March 30 drafts and consider adding the PO district to allow bed-and-breakfast uses.

Key Outcomes

  • Votes: All consent calendar items (AT&T, Gilport, Morth, financial report, minutes) were approved unanimously.
  • Reed Road Group: Will return with revised plans; site visit to be arranged.
  • Fischer & Watson: Next submissions will be reviewed by the planner and engineer, then referred to the Board of Appeals for variances.
  • Verizon Wireless: Will submit updated documents as requested.
  • Short Term Rentals: Deferred to the April 16 work session; final draft to be sent to the building inspector and town board.
