Beautification Committee 2025 Beauty Spot Awards

Award recipients included the Wingfields, Foxes, Joneses, Stable House, Mary Annies, Bells, Duncan, Malibu Surf Shop, Farmers Bank, Nick's Golf and Ropes Course, Montego Bay Association, Beach Point Condominium, Tierra West, Gateway Grand, Days Inn Motel, King Charles Hotel, Secrets Hideaway, Wedge Restaurant, Tail Chasers, Bluefin, and the 53rd Street beach entrance. A group photo was taken with the winners and council.

- Minutes Approval: Approved the minutes from the September 9, 2025 work session.
- Standing Committee Reports: Acknowledged reports from the Police Commission (September 8) and Coastal Resources Legislative Committee (September 10).
- Both items were approved unanimously on a motion by Secretary DeLuca, seconded by Councilmember Yates.

- Ordinance 2025-25 (First Reading): Authorized the issuance and sale of general obligation municipal purpose bonds not to exceed $52 million for projects reviewed at the September 9 work session. Approved unanimously.
- Resolution 2025-23: Declared the Mayor and Council's intent to reimburse expenditures for water radio-read meters (up to $2.3 million) and new boardwalk signage (up to $765,000) with debt proceeds. Approved unanimously.
- Resolution 2025-24: Authorized the disposition of surplus personal property. Approved unanimously.
- Continued Discussion of Municipal Infraction Fines and Penalties: City Solicitor presented an updated code chart (highlighted in yellow) including a proposed addition to Chapter 18 allowing the City Clerk to issue infractions for campaign finance reporting violations (Section 22-42) with a $1,000 fine, consistent with state law. The City Solicitor noted that a comprehensive 46-page code rewrite is pending review by the Ocean City Police Department. Okay. All right, I'll cover and then good evening, everyone. Welcome to this mayor and city council meeting scheduled for Monday, September 15th at 6 p.m. First on the agenda. I have the prayer and the pledge, and Councilmember Gehrig will lead us in both this evening. Good evening. Father God, we're grateful once again that you gather us uh tonight, that you allow us to have more days that we're able to live and work and serve in Ocean City, Maryland. We ask for your presence this evening. We ask that you guide us, give us good hearts and watch our watch over our thoughts and our words and our minds, help us to have civil discourse. And Father Frankly, we just need you to heal our land to heal our country. And we know that if you promise us that if we turn our hearts towards you, we seek your face, that you'll hear us from heaven, that you'll hear heal our land. And we need you now more than ever. But it takes us to take that first action to turn. And it's not just vain words, it's bold actions. Faith without works is dead. So give us the courage. It can start right here tonight in Ocean City, Maryland, to stand up for you and live in Jesus' name. Amen. Amen. I pledge allegiance. And to the Republic for which it stands. One nation, indivisible with the liberty of justice. Next on the agenda, we have items presented by the mayor and city council. Mr. Mayor, we have the beautification committee 2025 Beauty Spot Awards. Good evening. Thank you for having us here tonight. Thank you to all of the winners of the Beauty Spot Awards for coming to be with the Marin City Council and receive your awards. You've done a really good job. This was a tough summer. Not only because of the intense weather, very cold in the beginning, very hot, hot, hot at the end, but most of the plantings that you did have managed to take hold and stay and still be blooming today. If you look out in front of City Hall, we personally, as a beautification committee, did the three planters that are out there, the ones that are right back here by the um water feature in the pond and the pergola. Um we were very proud of them, and we just thought they did beautifully this summer, and we're intend to do more. Look in the spring, we're going to be planting some more bulbs out there. We did last year, and that was very successful. So we would like to do that again for the town. I would like to introduce my committee if I may. Um please stand up, ladies. Front row here. We have Nancy Gardner, Liz Dare, Mary Ann Manganello, Betty Belleron over there. We have uh Fran Kelly, Katie Durham, and Judy Jameson with us tonight.
