First item on our agenda is approval of our October 21st, 2025 minutes.

0:28

I vote to approve.

0:30

Janet.

0:31

Second from Pam.

0:31

Any discussion?

0:32

All those in favor.

0:34

All right.

0:35

5-0.

0:37

Site plan.

0:38

George.

0:40

Good evening.

0:42

Tonight we are revisiting a site plan amendment to an approved site plan 221810011.

0:53

This was for a Kaima Luxury Hotel.

0:56

The approval of that.

0:57

Mind you, the the applicant still has approvals for that site plan.

1:03

So tonight is an amendment to that site plan.

1:07

If there are any changes or anything, they still have the rights to that original site plan.

1:11

I just want to preface to that.

1:13

I know some of you members were not on board of this, so I will go slowly.

1:17

If you do have questions, please stop me at any time and ask about this.

1:21

I'll explain what they originally were approved for and what they're coming in to amend their site plan for tonight.

1:28

But briefly, what they're proposing, an amendment proposed to reconfiguration of the approved hotel as follows 83 total units, including 78 standard guest rooms, four luxury guest suites, and one three-bedroom owner suite with accessory, 3,717 square foot restaurant, 1,445 square foot event venue with additional deck, an additional kitchen area, and record accessory spaces for health fitness, spa venue deck, and general operations.

2:01

The site application is described as tax map 0010, parcel 2520, Town Ocean City Plat for the describes located on the west side of Philadelphia Avenue, bounded by the Waters Ocean City Inlet and locally known as 700 South Philadelphia Avenue, and parking for the project includes a total of 111 spaces, comprised of 43 standard on-site spaces, 16 compact spaces, accessible spaces, and 52 off-site spaces located on tax map 010, parcel 2527, lots 567 in a block 12S of the Cinepux and Beach Company platform for the scribe is located on the northwest corner of South First Street, Baltimore Avenue, locally known as the Lands of Windsor Resorts Inc.

2:44

710 South Baltimore Avenue in Tennessee.

2:47

We have that in the record.

2:53

We have the Coast Guard station right here.

2:55

This is Sunset Park.

2:57

This is the proposed site of the hotel.

3:01

This is the proposed site of off-site parking.

3:04

We'll go into more details on that.

3:06

But the primary site is going to be here where the hotel is.

3:10

Again, already approved site.

3:12

The footprint is not changing.

3:14

There is not an increase to the footprint.

3:16

They're just reconfiguring the current hotel.

3:19

So there's no change to the footprint.

3:21

All the agreements that were established, I'll go over all those agreements, are still in place.

3:43

The proper description.

4:12

This is what was approved in the previous iteration, and this is what's getting changed.

4:17

So if you see on page two of your staff report, we just went over the zoning qualification.

4:24

You'll see page two proposed project.

4:26

Again, the original site plan file 221810011 for Kymo was approved by the planning commission on August 15th, 2023 by a four-to-three vote.

4:38

And again, the staff exhibit three in your packet.

4:40

I'll go over what the approval was for the original one.

4:43

It was 71 hotel units, 62 guest rooms, four two-bedroom guest rooms, four three-bedroom guest rooms, and one three-bedroom owner suite.

4:52

Accessory uses were a 3,717 square foot restaurant, a 720 square foot banquet room, and a 1,300 square foot VIP lounge.

5:02

It had parking for 111 spaces as calculated on the approved site plan date, June 12, 2023.

5:07

Staying on topic of the original approval.

5:10

If you'll see right here in the original approval, this is the seventh floor of the hotel.

5:17

There was originally a bar and restaurant on this seventh floor.

5:22

What the uh the applicant has decided is to remove this original hotel.

5:26

You can see the bar here, or he's going to remove this restaurant.

5:30

There will no longer be a restaurant on the second floor.

5:34

So a seventh, seventh.

5:41

But I just want to show you since I have this up here.

5:51

This is now the proposed seventh floor.

5:55

They have changed, removed that restaurant and placed hotel rooms in lieu of that.

6:03

And the applicant can explain more in detail why they remove the restaurant, but primarily it was just it's a difficult to service the seventh floor restaurant and bring things up and down the elevator.

6:12

So they thought it was in their best interest just to place hotel rooms up here.

6:16

This is also has gone through the fire marshal.

Ocean City Planning and Zoning Commission Regular Session – November 4, 2025

The Ocean City Planning and Zoning Commission met on November 4, 2025, at 6:00 p.m. in the Council Chambers of City Hall. The commission approved the minutes of the October 21, 2025 meeting, approved a site plan amendment for the KYMA Luxury Resort, postponed discussion of a driveway apron ordinance, and continued work on the 2025 Comprehensive Plan Update.

Consent Calendar

  • Approval of October 21, 2025 Minutes: Motion by Janet Hough, second by Pam Robertson. Unanimously approved (5‑0). (Two commissioners were absent.)

Discussion Items

  • Site Plan Amendment – KYMA Luxury Resort (PZ File #25‑18100013): The commission reviewed an amendment to the previously approved KYMA Luxury Resort at 700 S. Philadelphia Avenue. The amendment reconfigures the approved hotel from 71 to 83 total units (78 standard guestrooms, 4 luxury guest suites, and 1 three‑bedroom owner’s suite) and replaces the approved 720‑sq‑ft banquet room with a 1,445‑sq‑ft event venue plus additional deck and kitchen. Parking is adjusted to 113 spaces (43 standard on‑site, 16 compact/accessible, 52 off‑site). The applicant, represented by Hugh Cropper, noted that the project now includes a public easement for the Bayside Boardwalk, a change from the original 4‑3 approval in 2023. Staff recommended approval subject to 28 conditions. The commission voted to extend the original site plan (PZ File #22‑18100011) for 18 months and to approve the amendment with conditions. Both motions passed 5‑0.

  • Driveway Apron Ordinance (PZ File #25‑14100002): Staff proposed amending Chapter 110 to require a minimum 5‑foot driveway apron between garage doors and interior drive aisles. Because only five commissioners were present, the commission agreed to postpone further discussion to a future meeting with a full complement of members.

  • Comprehensive Plan Update – Work Session: Bill Neville presented a draft priority action list to implement the updated Comprehensive Plan. The list includes potential code updates (e.g., downtown design standards, workforce housing) and items requiring further study (e.g., downtown parking garage, amusements protection). Commissioners reviewed the list and provided feedback. The commission agreed to hold a second public hearing on December 2, 2025, to finalize the plan before forwarding it to the Mayor and City Council. No vote was taken; consensus was reached to proceed with revisions and the scheduled hearing.

Key Outcomes

  • Approved: Extension of original site plan #22‑18100011 for 18 months (5‑0).
  • Approved: Site Plan Amendment #25‑18100013 (KYMA Luxury Resort) with conditions (5‑0).
  • Postponed: Driveway apron ordinance discussion to a future full commission meeting.
  • Scheduled: Second public hearing on the Comprehensive Plan Update for December 2, 2025.
  • Next Meeting: November 18, 2025.
