Mayor and City Council Regular Meeting - September 8, 2026
The Mayor and City Council of Ocean City, Maryland, held a regular meeting on Tuesday, September 8, 2026, at 6:00 PM in City Hall. The meeting began with a prayer and the Pledge of Allegiance. The council unanimously approved the consent agenda, adopted two ordinances and one resolution on second reading, received a brief report from the City Manager, and expressed appreciation for a successful summer season. - Ordinance 2026-19 (FY26 Budget Amendment #2): Adopted on second reading as reviewed at the July 28 work session. Motion carried with 5 in favor.
- Ordinance 2026-20 (Bond Authorization): Adopted on second reading to authorize the Mayor and Council to issue and sell general obligation municipal purpose bonds not to exceed $18,000,000 for projects reviewed at the August 11 work session. Motion carried with 5 in favor.
- Resolution 2026-22 (Surplus Property Disposition): Adopted to authorize the disposition of certain surplus personal property. Motion carried with 5 in favor.
Comments from the City Manager
- The City Manager noted that the Department Activity Report was included in the meeting packet.
- Announced the upcoming work session on September 15, 2026, which will begin with a closed session to discuss legal matters at noon.
- New business items for the work session include: a request for funding and partnership for the Supportive Living Campus project presented by Dia Kenia, a final wrap-up on beach code enforcement presented by Emergency Services Director Joe Theobald, and the second quarter internal audit report.
- Expressed thanks to staff for a great summer season, highlighting the work of all departments.
Comments from the Mayor and Council
- Councilmembers echoed the City Manager's appreciation, noting the efforts of public safety, public works, tourism, and communications teams.
- The Mayor requested that the thanks be passed on to all employees, stating, "We do respect them. We do see... the job that they do every single day. And it makes a difference."

Ms. Carr is not back. Close. All right, good evening, everyone. Welcome to this regular meeting of the mayor and city council. Today is Tuesday, September 8th, 2026, and it is 6 p.m. First on the agenda. I will uh turn it over to Councilmember for the prayer and pledge. Sir. Lord, we thank you for another summer here in Ocean City, Maryland. One of your greatest places. And we thank you for the opportunity to serve your people because we know that we do the when we do things that glorify your people. We glorify you. Amen. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. One nation under God, indivisible with liberty and justice for all. Next on the agenda, we have the consent agenda items A through D. Item A is a request to approve minutes from work session dated September 1st, 2026. Item B is an acknowledgement of our standing committee draft agendas. We have a police commission scheduled for September 14th. Scheduled for September 14th as well. Recreation and Parks Committee is next meeting is November 12th. Green team, next meeting November 12th as well. The bicycle and pedestrian advisory committee is meeting September 17th. Item C is a request to approve the 2027 mayor and council meeting schedule. And item D is a request to approve the purchase of North Side Park softball field lights through a co-op purchasing network. Councilmember Buis. We approve the consent agenda as presented. All right, I've got a motion from Councilmember Buis, seconded by Councilmember Heiser to approve the consent agenda items A through D. Any discussion? All those in favor? All right. The motion carries with five in favor. And for the record, Council Members Gehrig and Proctor will be absent tonight. Next on this evening's agenda, we have items referred to in presentations from the city solicitor. Good evening. We have for second reading ordinance 2026-19 to adopt FY26 budget amendment number two. This is as reviewed at the July 28th work session. Second motion. Motion carries with five in favor. Next we have for second reading ordinance 2026-20 to authorize the mayor and council to issue and sell general obligation municipal purpose bonds not to exceed 18 million dollars.
