Good evening, everyone.

0:28

Welcome to this regular meeting of the mayor and city council.

0:30

That is Monday, September 21st, 2026 at 6 p.m.

0:34

First on this evening's agenda.

0:36

I have a prayer and a pledge.

0:37

And I'll turn it over to Councilmember Garrick for both.

0:43

Okay.

0:44

Good evening.

0:46

Father God, we are grateful that you've gathered us again tonight, allowed us to uh live and work and serve in Ocean City, Maryland.

0:56

Grateful that you've brought us together.

0:58

We asked for your presence this evening, and we ask that you guide us in our thoughts, words, and actions.

1:03

Help us to uh always consider you and to serve you.

1:07

And as we go our separate ways after the meeting, may we uh may you guide us, help us to make the right choices, help us to be mindful of those who are sick and struggling in our community and in ways to be of service to them, always living in Jesus' name.

1:20

Amen.

1:22

I pledge allegiance to the flag of the United States of America.

1:28

For which it stands.

1:30

One nation under God individuals with liberty and justice for all.

1:40

Next on the agenda, we have the beautification committee beauty spot awards.

1:49

Welcome, Donna.

1:50

Thank you.

1:55

We are very happy to be here tonight.

1:58

And so happy that John that we live here in Ocean City, and we are happy to serve the Marin City Council as your beautification committee.

2:05

Uh I don't know whether you all know just what we do, and since we have a lot of people here tonight who've won Beauty Spot Awards, I want to tell you some of the other things that this committee does.

2:15

Just today, there has been a company out back here working on the pond that is out there.

2:21

It's a nice little pond, it has lots of flowers in it and fish, and it needed some restoration.

2:27

We had some holes in it.

2:28

The stones were, or the what do you call it?

2:30

The stones were falling in anyway, so we're getting it redone.

2:35

And that's been out there for about 20 years.

2:37

So if you're down here sometime, take a little walk around there and look at it.

2:40

It's very lovely, very peaceful.

2:43

And we've done we do have done a memorial garden up at the convention center for a lady named Donna Abbott who served the city for such a long time.

2:51

And we've got planted lots of flowers there too.

2:55

And we are responsible for many of the trees that you see up at Northside Park.

3:00

We have sold those to people as part of our tremendous program, and they're planted there to make that park so beautiful.

3:07

It's also there also in some of the smaller parks.

3:10

We've also put benches in those places to make it comfortable for people who want to walk around the park.

3:15

And something that we've just done in the last couple of years, and I just got a uh text from Mary Ann that they've bought tulips to put in some of the places here in the town.

3:25

We're putting some out front here at City Hall.

3:27

We have some at the plantar in the entry park.

3:31

And last year we put a whole bunch of tulips and jonquels up at the north entrance to Ocean City, right?

3:37

As you come in, you know, coming on down Coastal Highway.

3:40

And one of the big things we do is we celebrate Arbor Day for the town of Ocean City.

3:45

We are a Tree City USA, which is a very special designation.

3:50

You have to meet certain requirements, and over the years we have accomplished that, and we have been a Tree City USA for, I guess, cl probably 35, maybe going on 40 years now, and we continue to do that every year.

4:03

You have to keep it up.

4:04

And one of the things that we especially like to do is we every year we do a lunch for the park workers up at Northside Park.

4:11

We have uh a caterer come in, all the park workers come in, and we invite some of the town dignitaries to join us for that day.

4:19

But it's something that they really appreciate.

4:21

We do it in January and February when they're taking down the decorations at Northside Park.

4:26

So it's usually bitter cold, and they like to come in and have a nice hot soup and some sandwiches and salads.

4:32

So that's something that we do.

4:33

And then right here in City Hall, the end of November each year for the la, I guess the last 25 years or more, because I know we were here before the millennium at 2000, when this was just an open room and there were the steel girders up at the top there, and we strung little twinkle lights from them.

4:51

But we uh decorate City Hall for Christmas, and it's a lovely sight to see.

4:56

So if you have to come to City Hall to pay a bill or to see somebody, please be take a look at those.

5:01

And I would also like to just mention uh Gary Collier, who is the park superintendent, and Jeff Simpson, who is our liaison with the city, and Tina Quick, who is the administrative assistant up there without them and the crew that goes out every day and keeps our parks in pristine condition, helps take care of all the plants that are in the ground and in the containers, and it's not always an easy task to be hauling water, like in some of the places up on the boardwalk to water the flowers that are there.

5:33

We have some at the information cottage, and three times a week.

5:37

That gentleman is there with his old-time metal watering cans watering it for us.

5:41

So that's just a couple of the things that we do.

5:43

So maybe if the mayor would join me, he could help me give out the awards tonight to these folks.

The Ocean City Mayor and City Council held their regular meeting on Monday, September 21, 2026, at 6:00 PM at City Hall, 301 N. Baltimore Avenue, Ocean City, Maryland. The meeting opened with a prayer and the Pledge of Allegiance, followed by the Beautification Committee's Beauty Spot Awards, approval of the consent agenda, reports from the City Manager and City Council, and a notice of a closed session on real estate matters. No public comments were offered.

Beautification Committee Beauty Spot Awards

  • Beautification Committee Chair Donna presented the committee's work and recognized property owners, businesses, and community groups with Beauty Spot Awards for landscaping and container gardens.
  • Recipients included residents at Harbor Island; Captive Escape Rooms (101 South Baltimore Avenue); Hyatt Place (16th Street and Boardwalk); Tide to Table; Malia's Cafe (1800 Baltimore Avenue); a garden under a building at 66th Street; the 133rd Street Beach Entrance; and Elks Lodge #2645 (13708 Sinepuxent Avenue). Special awards were also presented.
  • The committee highlighted additional work, including a memorial garden at the convention center for longtime city servant Donna Abbott, plantings at City Hall, Arbor Day observances (Ocean City is a Tree City USA), and Christmas decorating of City Hall that has occurred for more than 25 years.
  • The Mayor thanked the committee and encouraged residents to nominate deserving properties for future recognition.

Consent Calendar

  • Item A: Approval of the minutes from the September 15, 2026 work session.
  • Item B: Acknowledgement of standing committee reports from the Police Commission (September 14), Tourism Commission (September 14), Transportation Committee (September 15), and Bicycle and Pedestrian Advisory Committee (September 16).
  • Item C: Acknowledgement of the Motor Event Task Force draft agenda for September 28.
  • Motion by Secretary Savage, seconded by Councilmember Garrick, to approve Items A through C. The consent calendar was approved without discussion.

Public Comments

  • No members of the public came forward to speak. Note: The posted agenda states a three-minute speaking limit, while the meeting transcript references a five-minute period.

City Manager's Report

  • The City Manager reviewed the draft agenda for the September 29, 2026 work session, including a closed session at noon on legal matters; approval of the evening's meeting minutes; a standing committee report with a recommendation from the Fire Prevention Commission; a bid opening for the Ocean City Rocket Center renovation; and discussion of a draft ordinance on signage in the unimproved right-of-ways along Baltimore Avenue.

Comments from Mayor and City Council

  • A councilmember discussed the prior weekend's event brought to Ocean City by Garvey Heiderman and Brad Hoffman, describing it as a speaker-driven event featuring 19 innovators, leaders, and changemakers presenting original ideas in 20-minute segments.
  • The second part, "Evolution" at the convention center, included exhibits on AI, robotics, and health, a presentation by pilot Heather on the future of flying cars, and a Tesla light show. The councilmember noted the flying car did not take off.
  • The councilmember expressed strong support for the event and for "world-class" thinking, stating the city needs events, meetings, trade shows, and "a little something for everyone."
  • The councilmember cited the convention center's sports floor investment as a successful example of forward-looking decisions, but noted the center is now largely full on weekdays, limiting capacity for additional events.
  • The councilmember acknowledged past public pushback to major projects, including concerts, the golf industry, the public works complex, and the development of North Ocean City, and said the special events calendar adjustment drew major pushback, including threatened lawsuits over closing the boardwalk in the spring, but that the city worked with stakeholders to solve problems.
  • The councilmember also said a questionable event may not be worth three-quarters of a million dollars just to fill a gap in the calendar, and urged the city to revisit economic development priorities after the election season.

Key Outcomes

  • The consent calendar (Items A-C) was approved by motion, seconded, and passed without objection.
  • The City Council recognized the 2026 Beauty Spot Award winners.
  • No action was taken on the September 29 work session agenda, which was reviewed by the City Manager.
  • The Council scheduled a closed session to follow the open session directly, for the purpose of discussing real estate matters.
