Olathe City Council Meeting - November 5, 2024: Veterans Day Proclamation, Bonds for Coca-Cola Facility, and Park Improvements Approved
The Olathe City Council met on Tuesday, November 5, 2024, at 7:00 PM in the Council Chamber. The meeting included a Veterans Day proclamation, reappointment of members to the Citizens Police Advisory Council, approval of several routine consent agenda items, award of a construction contract for Black Bob Park improvements, and approval of a supplemental agreement for the 119th Street improvements project. The council also authorized issuance of up to $75 million in taxable industrial revenue bonds for a new Heartland Coca-Cola bottling facility. All votes were unanimous among the five present council members (Bacon, Vogt, Felter, Vakas, Essex) with two members absent (Gilmore, Schoonover).

- Veterans Day Proclamation (G24-4730): Mayor Bacon read a proclamation recognizing November 11, 2024 as Veterans Day in Olathe and presented it to Commander Mike Harris of the American Legion Post 153. Commander Harris thanked the council and noted the electricity at Veterans Park and a Veterans Day event with Elvis.
- Reappointment to Citizens Police Advisory Council (G24-4731): Resolution No. 24-1063 reappointing five members (Maggie Truett, Rosie Cerna, Bob Myers, Danny Beaver, and Dr. Rod Smith) was approved by a 5-0 vote. Council Chair Kyle Kneale introduced the members and thanked the council for support.

- Replacement of a Caterpillar track loader for Stormwater Division (item O)

- Extended agreement with Doxim Inc. for utility bill printing/mailing services (item R)

Discussion Items
- Black Bob Park Improvements Project (G24-4681, Item J): Councilmember Felter pulled this item to highlight the project. City Engineer Nate Baldwin described the improvements: restroom and parking lot upgrades, new playgrounds, and other amenities. Construction is expected to be completed next year. A motion to approve the engineer's estimate, accept bids, and award the contract to Primetime Contracting Corporation passed 5-0.
- Supplemental Agreement No. 4 with HDR Engineering (G24-4725, Item M): Councilmember Felter recused herself from the vote. The agreement was for construction phase and inspection services for the 119th Street improvements project. A motion passed 4-0 (Felter recused).
- Industrial Revenue Bonds for Heartland Coca-Cola Facility (G24-4728, Ordinance No. 24-46): The council authorized the issuance of taxable industrial revenue bonds not to exceed $75 million for construction of an approximately 677,349 square foot industrial facility at the southwest corner of 167th Street and Hedge Lane for Heartland Coca-Cola Bottling Company, LLC. The city had expressed intent in April 2024 and approved a portion in October; these additional bonds cover further costs. The ordinance was approved 5-0.
New City Council Business
Councilmembers thanked veterans for their service. Councilmember Vogt acknowledged Dennis Pine in Community Enhancement for his professionalism. Councilmember Felter noted November is American Indian Heritage Month and thanked staff for work on the Cigna stop loss insurance initiative. Councilmember Vakas thanked the Citizens Police Advisory Council. City Manager Michael Wilkes thanked veterans in the organization and expressed gratitude for support during his absence. Mayor Bacon announced upcoming public hearings on November 19 for a STAR Bond project at 119th Street and Renner Boulevard and a Community Improvement District at Santa Fe and Mur-len. He also reported three new restaurants (Char Bar, Third Street Social, Pizza 51 South) and a coffee shop (Hermetheus Coffee) coming to downtown Olathe. No public comments were heard under General Issues.

Tonight, the American Legion Post One Fifty Three Color Guard is with us to present the colors and lead us in the Pledge of Allegiance. Oh. Right. Hey. Oh, for the color. And so loot. Pledge allegiance to the flag of the United States of America. And to the Republic for which it stands under indivisible with liberty and justice for all. Oh. Huh? Thank you. Let's thank the American League Post 153 Color Guard. You can go ahead and be seated. We'll now go to special business. Today is election day. What a great reminder of the freedoms we enjoy in our nation, freedoms secured by men and women of our military. Monday, the city of Latha will proudly join communities across America in observing Veterans Day. We're grateful for the opportunity to let our veterans know how much they mean to us, to our community, and to our country. Accepting this proclamation tonight is American Legion Post Commander Mike Harris. So Commander Harris, would you please join me up front? The proclamation reads, whereas each year on November 11th, we pause to remember those who have served bravely and selflessly in America's armed forces, preserving our strength and security as a nation. And whereas more than a hundred and fifty thousand veterans call Kansas home, continuing to better our communities with their service and patriotism. And whereas on Veterans Day, we publicly commemorate the honorable legacy and sacrifices of our veterans, both those lost and those who are still with us today. And whereas City of Olatha offices will be closed Monday, November 11th, in honor of Veterans Day, allowing Alathians the opportunity to express sincere gratitude to our veterans for ensuring the freedom and democracy that form the cornerstone of our great nation. Now, therefore, I John Bacon, Mayor of the City of Waletha do hereby proclaim November 11th, 2024 is Veterans Day in Olatha, encouraging all citizens to pause and pay tribute to our military veterans for all they have done and continue to do to make the world a better and safer place.
