As a planning commission, we're here to help the council as our elected representatives to be fully informed to make the best choices for our city.

By statute, the planning commission strives to not engage with any party on the issues on our agenda prior to our meeting.

Should that interaction take place as a result of a business relationship or other interaction referred to as ex parte communication?

1:33

Commissioners will report that interaction when they reach that item on the agenda.

1:38

We now move the to the consent agenda this evening, uh which we have three items.

1:42

Summary of Proceedings

Olathe Planning Commission Meeting – September 28, 2026

The Olathe Planning Commission held a regular meeting on September 28, 2026, with seven of nine commissioners present (Chair Janner and Commissioner Corcoran absent). The agenda included approval of three consent items, a clarification on a final plat, and three public hearings for special use permits—all of which passed unanimously 7-0.

Consent Calendar

  • Items A (SU26-0008 – Pet Ranch renewal) and B (SU26-0011 – Centerfire Shooting Sports renewal) were approved together on a 7-0 vote as routine consent items.
  • Item C (FP26-0018 – Woodland Hills Eighth Plat final plat) was removed from the consent agenda for separate consideration due to a staff update on a pool construction stipulation.

Public Comments & Testimony

  • Centerfire Shooting Sports (SU26-0011): JW Larrick (18870 W 153 Ct, Olathe) spoke in support of the renewal. He stated he has been a member for several years, called the operation “very professional,” noted it is the only indoor shooting facility in Johnson County (since the Bullet Hole closed), and highlighted its value for police retiree re‑qualification and community training (e.g., trauma and first aid courses). He expressed full support for the continued operation.

Discussion Items

  • Woodland Hills Eighth Plat (FP26-0018): Chet Belcher, Chief Community Development Officer, provided a clarification. A previous stipulation required the pool and amenities to be in place before the plat could be recorded. Due to weather and a newly adopted sanitary code (with county water‑quality monitoring), the city is working with the applicant. Plans are expected this week; the stipulation has been changed to tie the pool to building occupancy – no new residents will move in until the pool is complete. No infrastructure construction has begun on the eighth plat. The applicant plans to break ground on the pool this year and may proceed with winter sewers later. The commission approved the plat 7-0 with all staff stipulations and recommendations.

Key Outcomes

  • SU26-0008 (Pet Ranch special use permit renewal): Approved 7-0. Original permit from 2008; last renewed in 2013. Staff found continued conformance with criteria; no public hearing speakers.
  • SU26-0011 (Centerfire Shooting Sports special use permit renewal): Approved 7-0 after public comment. Original permit from 2011; last renewed in 2016. Staff found continued conformance.
  • SU26-0013 (Nice Digs Volleyball new special use permit and preliminary site plan): Approved 7-0. This first‑time permit is for an outdoor sand volleyball facility (five courts, up to 60 participants at a time, operating April–October, hours Sunday–Friday with potential Saturday tournaments 4 p.m.–11 p.m., 61 parking spaces, extensive landscaping and fencing). The permit is valid for five years. The item is scheduled for the October 20, 2026 City Council meeting. Staff noted no opposition letters; only an inquiry from an adjacent property owner.
  • Announcement: A planning commission workshop is planned for November 9, 2026, ahead of that month’s regular meeting.
