The Oswego Village Board met in regular session on May 27, 2025, at 7:00 PM at Village Hall. Consent Calendar

Discussion Items
- Woolley Road Improvement Agreement (J1) – The agreement outlines the Hummel Trails developer’s obligation to widen and improve Woolley Road, with construction starting summer 2025 and completion expected fall 2025. If the road is not open by August 14, 2025 (start of school), the owner will pay $1,000 per day in damages. Approved unanimously.
- Hummel Trails Neighborhood 14 (J2) – A public hearing was held on the proposed third amendment to the annexation agreement. The project includes 132 single-family lots (minimum 10,000 sq. ft.) and a 6.2-acre park. An additional 37 lots (V through Z) are held for future development once floodplain issues are resolved, bringing the total to 169 homes, consistent with the preliminary plat. The board approved the third amendment and the final PUD/subdivision plat, both with the condition that an outlot be created for the monument sign. Roll call votes were unanimous (8-0) on each.
- Jade Estates of Oswego (J3) – A public hearing was held on the proposed annexation agreement, annexation, and rezoning from R-1 to R-4 for a 52-unit residential development on 8 acres (20 duplex buildings and 3 townhome buildings). The revised plan addressed Planning and Zoning Commission concerns about density and access. The developer will dedicate right-of-way for the Wolfs Crossing roundabout (deed to be delivered within 10 days) and share a stormwater detention facility with the village. Trustee McCarthy Lang stated she voted against the project in the past and reiterated her opposition. The board approved:
- Annexation Agreement (6-1, Trustee McCarthy Lang voting no)
- Annexation Ordinance (unanimous)
- Rezoning Ordinance (6-1, Trustee McCarthy Lang voting no)

Welcome. Sorry for uh running a few minutes late. Thanks for bearing with us. We're gonna call our village board meeting to order. And this evening we have uh Ron Elvin, who's very near and dear to us, is gonna be leading us in the Pledge of Allegiance. So, Ron, if you want to come down and lead us, sir. That's right. Perfect. And if everybody else, if you'd rise and please join Ron in the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America. And to the Republic for which it stands one nation under indivisible with liberty and justice all. Thank you very much, Ron. Roll call, please. President Coffin. Here. Trustee Cooper. Present. Up first, we have some recognitions and appointments this evening. And we are going to be speaking with Ron again. So Ron and the police commission members and Chief Aston. If you could join me down front, please speak in the line. All right. All right. Um tonight we're here to recognize. You're so far away over there. Um we're here to recognize Chairman Ron Elvin for his 10 years of service to the police commission. For those of you that aren't aware, there's a lot of commissions and boards in the village that our citizens volunteer their time and energy to help make things happen. And a lot of times it's a very uh thankless task and involves a lot of work, but we're very happy to have our citizens involved in this case. And in our case with the police commission, it's our police commissioners that actually go through the process of hiring our police officers. And it really involves a ton of work, both from conducting tests, um, determining what the rules are first, conducting the tests, um, doing backgrounds, doing interviews on people, and there are like Saturdays where they come in and they're here for the entire day. And considering the amount of people that we've hired over the last few years, and in the 10 years Ron has been here, which I'll talk about in a little bit. It's it's been a ton of work. Um got on the board or on the police commission about the same time Chief Jeff Bergner became the chief of police. He wanted to be here tonight because the majority of Ron's time on the board was spent with Chief Bergner. I've only had the pleasure of a couple years with Ron. Um, but he did uh provide something that I'm gonna read to everybody. He asked that I read this, and it's so well written and really has a lot of my thoughts in it, but I'm gonna read what Jeff wrote to you, Ron. Dear Ron. No, it doesn't say dear Ron.
