The Oswego Planning & Zoning Commission met on February 5, 2026, at 7:00 PM at Village Hall (100 Parkers Mill). The meeting included public hearings for two developments (Dutch Bros Coffee and Hummel Trails Neighborhoods 12 & 13), a concept plan review for Hummel Trails Neighborhoods 5–9, and a public forum. All votes were unanimous.

- John Brodeemus (address: 2470 State Route 31, resident of “Turtle Rock”) spoke in favor of a long-term vision for a riverfront corridor along the Fox River. He suggested pursuing grants and easements to create a bike path and utility corridor, noting that flood-prone land is unlikely to be built upon. He encouraged the commission to consider this as part of the ongoing Comprehensive Plan update. Staff noted that a new Comprehensive Plan consultant has been hired and public input opportunities are being developed.

Dutch Bros Coffee (Project #1299.26): The petitioner, Quattro Development LLC (represented by Mike Haig), requested annexation, rezoning, subdivision, and a preliminary/final Planned Unit Development (PUD) for a Dutch Bros coffee shop on a ~2-acre site east of Route 34 and Ogden Falls Boulevard. The plan includes a right-in/right-out access off Route 34 and a full access on Ogden Falls Boulevard, as recommended by a recent traffic study. Staff recommended approval with conditions: metal siding not to exceed 20% of facade, additional foundation landscaping, and a drive-through bailout lane. The petitioner agreed to work on these items. Discussion included traffic concerns, the removal of Shell’s full access to Route 34, and potential cut-through truck traffic. The commission voted unanimously to approve the annexation, rezoning, subdivision, and preliminary/final PUD subject to the conditions.

Hummel Trails Neighborhoods 12 & 13 (Project #1295.25): The petitioner, Lennar Corporation (represented by John McFarland), requested a preliminary PUD, plat, and rezoning for an ~80-acre site at the southwest corner of Woolley and Douglas Roads. The plan includes 167 units: 67 single-family detached homes in Neighborhood 13 (2,200–3,500 sq ft, lots averaging 11,000 sq ft) and 100 age-targeted duplex ranch homes in Neighborhood 12 (each unit ~1,500–1,800 sq ft with basements). The duplex product is new to Oswego. Open space is ~32 acres (40% of site), including naturalized stormwater basins, a bike/pedestrian bridge linking to Neighborhood 14, and two private parks. The HOA will maintain basins, with a dormant special service area (SSA) as a backstop. The commission discussed lot sizes, buffer yards, and long-term maintenance. The first motion to approve the rezoning (R4 for Neighborhood 12, R2 for Neighborhood 13, and B1 for the commercial pad) passed unanimously. The second motion to approve the special use permit, preliminary PUD, and plat also passed unanimously.

Hummel Trails Neighborhoods 5–9 Concept Plan (Project #1300.26): The applicant (Turnstone Development, represented by Mike Shoppy of Shoppy Design) presented a concept plan for 450 single-family lots on ~197 acres north of Woolley Road. The plan revises earlier concepts for Neighborhoods 6–9 (presented in January 2025) and adds Neighborhood 5. Key changes from the January 2025 plan: lots widened (most to 75 ft), units reduced by 19, better pedestrian connectivity to a park, and lots along Southbury Boulevard turned to reduce driveway crossings. The density increased to 2.28 units/acre (consistent with the Comprehensive Plan). The plan also recaptures 81 units lost from Neighborhoods 12 & 13 (which reduced density) by adding 39 lots in Neighborhood 5 (minimum 8,125 sq ft lots) and adjusting lot sizes elsewhere. Some commissioners expressed concern about “robbing Peter to pay Paul” by shifting density across Woolley Road, but the overall density remains lower than the originally approved concept. The commission voted unanimously to recommend approval of the concept plan.
