Oswego Planning & Zoning Commission Meeting - June 4, 2026

The Oswego Planning & Zoning Commission met on June 4, 2026, at 7:00 PM at Village Hall. The meeting included approval of the April 9, 2026 minutes, two public hearings (Club Car Wash and TermiNader Fitness), and a commissioner report on a resident's variance inquiry. All votes were unanimous.

• Club Car Wash – Major PUD Amendment (Project #1313.26): The applicant requested approval to install wall signs exceeding the Orchard Way preliminary PUD and UDO size limits. Staff presented that the proposed signs measure 6 feet in height and 67.5 square feet in area on all four sides of the building. Staff recommended approval, noting that a neighboring business (Valvine) was approved for a 5-foot-11-inch sign. The commission accepted the findings of fact and recommended approval.
• TermiNader Fitness – Amend Special Use for Indoor Recreation (Project #1319.26): The applicant requested a change to the conditions of a previously approved special use permit for a private training and group fitness facility at 166 S. Harrison Street. The current condition required connection to Fox Metro water reclamation prior to opening. Staff recommended a new condition: the property owner must connect to the village sanitary main within 90 days of the village notifying that the main is tested and approved. The commission accepted the findings and recommended approval.
• Commissioner’s Report – Resident Variance Concern: Commissioner Rick Coon raised a concern from resident Connie Pesha, who wanted to pave a gravel parking area in front of her home on Main Street. She was told by staff that the proposed dimensions did not meet driveway standards and that a variance would not be recommended. Coon noted that staff did not clearly inform the resident that she could still apply for a variance and that the process should be communicated better. After discussion, the commission acknowledged the issue and agreed that future responses should include language about the option to apply for a variance. No formal action was taken.
