The Oswego Village Board held a regular meeting on July 14, 2026, at 7:00 PM at Oswego Village Hall. The meeting included service recognitions, approval of several consent agenda items, a new business incentive for a downtown restaurant, adoption of parking regulations for a new parking deck, and establishment of two dormant Special Service Areas (SSAs) for Hummel Trails neighborhoods.

Uh first we have a service recognition this evening. Roll call, excuse me. I am so excited to move ahead that I'm uh I'm just jumping out all out of order here. Roll call, please. President Coffin. Oh, this evening we are recognizing Officer Kelly Garcia. So if I could have uh our chief and Kelly and uh please come forward. And if there are any representatives of our police commissioner, welcome. Tonight we're here to celebrate Officer Kelly Garcia's twenty-two years of service to the police department in the village of Oswego. I'm here in a minute. Um President Kaufman's gonna read Kelly's proclamation, but one of the things that's never in a proclamation. Oh, real quick too, I forgot. Um Kelly's family is here tonight. Her husband Angelo, her daughter Juliana, and her parents are here as well, so uh welcome. Um, it's really accolades, but it doesn't speak to some of the service and sacrifice that officers make, especially it's something that should be lauded when somebody's done more than two decades of service. So things like working night nights for years on end, leaving your family behind, um, especially when you have children uh working weekends, um, working out in the cold, or you know, on days when it's ninety-eight degrees outside and feels like you're working on the surface of the sun. Um, those are the type of things that keep our police department going, um, help us provide service uh to the village twenty-four hours a day, seven days a week, three hundred and sixty-five days a year. And it's great to be able to acknowledge an officer that has put that much time and effort into providing this service for the village for for 22 years in this case. So Kelly, on my behalf, thank you for your service to our organization and our community. All righty. Tonight we are honoring Kelly L. Garcia for her service to the village of Oswego. Kelly L. Garcia began her employment with the village of Oswego on June twenty eighth, two thousand and four as a patrol officer, and has dedicated twenty-two years of service in the police department to the village of Oswego. Kelly served many years in the bike patrol division and the excuse me, the patrol division, and while in this assignment, her duties included evidence technician, uh, bike officer, juvenile officer, senior service officer, and a member of the crisis intervention team. Kelly served as a school resource officer at Oswego High School, and she was one of the original advisors of the Explorer Post 3525 and served as a coordinator from 2012 to 2015. Therefore, I Ryan Kaufman, President of the Board of Trustees of the Village of Oswego in Kendall and Will Counties in Illinois, do hereby recognize Kelly L. Garcia for her 22 years of dedicated service to the village of Oswego, its citizens, and businesses. Thank you very much. I don't know that I need that. Um I think honestly to thank my family on the roof, uh, especially my husband that I'm sorry. Um, my daughter. Um decided to roll on the dog and had that before. Um thoroughly thoroughly not even like that, and we are going to be involved. All right. Up next, we're going to do our business of the month recognition.
