Summary of Proceedings

Committee of the Whole Meeting – October 6, 2026

The Oswego Village Board Committee of the Whole met on October 6, 2026, at 6:00 PM. The meeting included a public forum with a funding request from the Senior Center and an informational update on Lake Michigan financing. No votes or formal actions were taken.

Public Comments & Testimony

  • Senior Center Funding Request: Michelle Bergeron, representing the Oswego Senior Center, reported an increase in attendance despite operating with reduced staff (two full-time and four part-time employees, down from three full-time and three part-time). She highlighted new grief support programs funded by a Rotary Club grant. Bergeron requested a 10% increase in village funding from $60,000 to $66,000 for fiscal year 2027. She identified transportation as the top unmet need, citing limited bus service and seniors unable to use rideshare options. Trustees asked about service area (primarily Oswego but also broader Kendall County), funding sources (no federal dollars; state Age Guide grant increased from $40,000 to $48,000 over three years; foundation grants), and the status of a capital campaign to refinance the building (refinancing planned after raising $2.5 million in DCEO grants; groundbreaking delayed to spring 2027).

Discussion Items

  • Lake Michigan Financing Update: Village staff presented a status update on financing for Oswego's connection to Lake Michigan via the DuPage Water Commission (DWC). Key points: Oswego's estimated share is $127 million for the DWC main plus $11 million capital cost recovery. The maximum WIFIA loan is $102.6 million. Current interim financing (Byline Bank) at 4.25% is below the 5.0% WIFIA rate and recent GO bond rates. The village is evaluating longer-term interim financing (3–5 years) to lock in lower rates. WIFIA remains attractive due to fixed rates, up to 35-year terms, no prepayment penalty, and flexible payment sculpting. The WIFIA loan is still pending; Yorkville's loan was recently approved, which may signal progress. Staff confirmed the project remains on track for Lake Michigan water delivery by mid-2028. No action was requested; the board will continue to monitor rates and reassess funding options as terms become known.

Key Outcomes

  • No motions or votes were taken. The board acknowledged the Senior Center funding request will be included in the October 24 budget workshop materials. The Lake Michigan financing strategy will be updated as costs and interest rates evolve.
