  • President Kaufman read a Veterans Day proclamation designating November 11, 2026 as Veterans Day in Oswego and urging observance during November 11-17, 2026, including patriotic activities and flag display.

Consent Calendar

  • Approved by 5-0 roll call: G1 October 20, 2026 Committee of the Whole minutes; G2 October 20, 2026 Regular Village Board minutes; G3 October 24, 2026 Committee of the Whole budget workshop minutes; G4 resolution determining no closed session minutes need be released; G6 ordinances decreasing the Class A-2 liquor and video gaming licenses for Freddie's Off the Chain at 11 S. • G5, the 2027 meeting dates, was pulled for discussion and approved separately as amended.

Public Comments & Testimony

  • No members of the public spoke during the public forum.
  • During the Jade Estates SSA public hearing, no speakers came forward; the hearing was closed.

Discussion Items

  • UrbanEdge Commercial Ventures LLC / 228 E. Washington Street: Staff presented a request for a $21,193 economic incentive for a separate $49,000 property-improvement project at the former Danelli's building, now leased to Hell's Barbecue. Staff said the new grease trap is eligible for a 50% match, while a $16,000-plus parking lot repaving is eligible only for a $5,000 grant. Staff noted Hell's Barbecue received a prior $40,000 grant last month based on a $100,000 project total. Owner Sanjay Kera said he flew in from California and thanked staff and the village for support. Board members stressed the request is separate from the Hell's Barbecue grant and is intended to modernize a long-vacant building. The board approved the incentive agreement 5-0.
  • Silverthorne-Schultz Property Concept Plan: The proposal showed 183 single-family homes and 232 townhome units, 415 total, north of Wolf's Crossing Road, east of Churchill Club, and about 340 feet west of Oswego East High School. Staff said density was reduced 13% from 477 to 415 units on 102 acres. The plan included 80 age-targeted courtyard homes, just under 20%, five access points, and a proposed 27-foot-wide southern access road to Roth and Wolf Road that staff viewed as temporary. The Planning and Zoning Commission reviewed the plan on September 10 and October 8 and recommended approval with a stipulation to pursue better Wolf's Crossing access. Staff preferred ultimate full access but found Option B acceptable; Option B would reduce the unit count by four. Petitioner Paul DeCreif of Silverthorne described the project, local ownership, 2,000 trees planted over 10 years, and a $500,000 donation this year. He said the applicant would incorporate Option B into a preliminary application while leaving the door open to a better access solution. Board members asked about preserving the tree line, adding landscaping or a berm along Wolf's Crossing, reducing the appearance of density, tandem garages, parking near the high school, and adding brick to elevations. The petitioner said landscaping, trees, and elevations could be discussed and would provide examples of townhomes built elsewhere. No vote was required because this was a concept plan.
  • Jade Estates of Oswego SSA: Staff explained a proposed dormant special service area for 52 duplex and townhome units at the southwest corner of Douglas and Wolf Road. The SSA would remain inactive while the HOA maintains common areas, landscaping, stormwater, and paths; the village could activate it if the HOA fails. The board approved Ordinance No. 26-SSA-006 establishing the SSA 5-0.

Key Outcomes

  • Approved the consent agenda items as read, 5-0, with G5 pulled.
  • Amended the 2027 meeting calendar to move the June 15 meeting to June 22 and approved the 2027 Village Board, commission, and adjudication meeting dates 5-0.
  • Approved the November 2, 2026 bill list in the amount of $2,428,462.29, 5-0.
  • Approved the UrbanEdge Commercial Ventures LLC economic incentive agreement for 228 E. Washington Street, 5-0.
  • Received the Silverthorne-Schultz concept plan with no vote; staff and petitioner will incorporate board feedback before a preliminary application.
  • Approved the Jade Estates of Oswego SSA ordinance, 5-0.
  • Approved a motion to enter closed session 5-0 for pending/probable litigation, personnel, collective bargaining/salary schedules, and sale/lease/acquisition of property. The President stated no action would be taken after closed session.

Trustee & President Reports

  • Trustees and the President discussed the recent budget workshop and projected budget surplus, upcoming votes, the Gobbler Hobbler/Mashed Potato Mile, the downtown Coffee & Cocoa Crawl, the OJWC Wig Crawl benefiting Special Olympics, the OHS craft show, Friday night football, the Metro West annual dinner, and the EDC small business resource event.
  • Several officials thanked Andrea for her service and congratulated her on a new position in Naperville.

Closed Session

  • The board moved into closed session in the Development Services Room under 5 ILCS 120/2(c)(1), (2), (5), (6), and (11). No action was taken afterward.
