The Overland Park City Council met at 7:30 PM on Monday, November 3, 2025. The meeting opened with the Pledge of Allegiance led by Troop 61, followed by roll call; Councilmember Passer was excused. The council approved an official street map update, annual comprehensive plan update, consent items, and procedural continuances/remands, and received committee and city manager reports.

Discussion Items
- Official Street Map Update (Ordinance CSM 3491): Staff presented the revised Overland Park official street map, last reviewed in 2022. The update includes nine changes (A–I) such as added streams/railroads, proposed roundabouts, and street name/designation updates. Required review by county and state agencies produced no comments. Councilmember Cheatham asked about the proposed roundabout at 91st and Lowell; staff said no timeline is set, but opportunities may arise during future street rehabilitation. Staff said the map is generally updated every other year. The ordinance passed unanimously by roll call.
- Comprehensive Plan Annual Update (PLM 2025-00069 / Ordinance OPCP 3490): Long Range Planner April Snay explained that state statute requires annual review, and this was the first annual update under the new Framework OP plan. Changes were mostly minor text edits, formatting corrections, and mapping fixes, including school/church properties moved to traditional neighborhood character and an improved transition buffer around downtown. Progress highlights included 24 policies and 19 actions in progress, with more than two-thirds of policies/actions started. Other implementation updates included the Unified Development Ordinance update, portfolio homes program, South Overland Park transportation plan, Metcalf fast/frequent transit study with the county, solid waste study, LEED Gold certification, and natural resource/urban forest planning. Councilmembers praised the update. The item was approved by roll call.
- Rezoning REZ 2025-00004: Planning staff reported the Planning Commission had recommended approval 10–0, but the applicant requested a remand back to the Planning Commission for refinements. Council approved the remand by voice vote.
- Rezoning REZ 2025-00008: The applicant requested a continuance to February 2, 2026, for a rezoning at 10238 W. 149th Street; staff supported the request. Council approved the continuance by voice vote.
- Mid-America Regional Council (MARC) Report: Council President Grummert reported that the Regional Housing Partnership is seeking Health Forward Foundation funding, MARC approved the 2026–2030 Transportation Improvement Program, and MARC continues to provide updates on federal pass-through funding.

- Council President Grummert announced the Hewley family as winners of the first Most Spirited Halloween Home contest; their home is near 95th and Craig Street and they received passes to the Matt Ross Community Center.
- City Manager Lori Curtis Luther reported snow crews are preparing for winter, including the annual snow rally, snow contests, plow training, and a new snow map.
