The CIP and maintenance program include construction and improvements to city infrastructure and facilities and also includes the purchase of large scale equipment and technology investments.

The five-year financial plan is the city's fiscal planning mechanism to guide sustainable revenues and expenditures through fiscal year 2031.

The city manager's proposed capital and maintenance plan was presented to the committee of the whole in early February and goal area committees reviewed the proposed programs in February and March.

Today is the second public hearing in front of the city council.

The first public hearing was held in the fall of 2025 to take public comments into consideration while the plan was being developed.

Staff also held two public hearings at the planning commission, and that was most recently last week on April 13th.

In addition, the planning commission voted nine to zero that the recommended CIP is in conformance with the city's comprehensive plan.
