I um work at Stinson LLP and uh serving in the role as special counsel to the city for purposes of the development or for purposes of this project.

I work with Todd Lasala, and I'll be talking with you all tonight about the project plan that is before you as well as the development agreement amendment.

And so with that lead in, um, I think what I'll do here is I'll I think it makes the most most sense to start with the project plan and to go through there.

These are kind of interwove they're interwoven documents in the sense that it all you know relates together, but they are distinct documents.

So the project plan that is before you, what this is is it's a it's a substantial change to the existing project plan uh that was passed back in 2021, which is the which was an amended and restated Blue Hawk Star Bond project plan uh as substantially changed pursuant to KSA or pursuant to KSA 12 tax 1716 kilo.

Uh what we're doing today is we're doing another amended and restated document.

So this is going to be the second amended and restated project plan.

And the focus of this document, it does a few different things, uh, but I think the the primary thing that it does uh for our purposes is it as lays down a little bit better and it amends what is going to be occurring in phase two of the blue hawk project uh or phase two of the uh the multifamily portion or the multi-sport portion of the Blue Hawk Blue Hawk project.

So uh where we are, you know, this project's been um you know it's it's been being developed in phases over the last number of years, and right now we are at what used to be called the future phases portion of the multi-sport complex.

Uh out there right now, I'm sure you all have seen, you know, you've got the blue hawk development, you've got the blue hawk multi-sport facility.

Uh, it has an ice rink in it, it has you know basketball courts in it.

Uh what this document does is it's amending the project and it's giving greater fidelity to what's gonna go in next, uh, and what is now being called phase two instead of the future phases.

So that's one change that this document makes.

Is it now we we are gonna call all of this phase two uh instead of future phases, and here's what phase two is gonna have it's gonna entail.

Uh they're gonna there's gonna be an additional sheet of ice, uh regulation sheet of ice.

Uh it's there's going to be a 11 dedicated indoor pickleball courts, two dedicated outdoor pickleball courts, an off-ice hockey skills area, um four at least four sports entertainment bays for indoor tech-infused basketball shooting, four sports entertainment bays for tech-infused baseball hitting, a 27-hole outdoor mini golf course, and then 18,500 square feet of additional turf space, some programming area for family events and entertainment, uh, some additional food and beverage options, and then lastly, a three to four-level structured parking garage uh with somewhere between 340 and 380 parking stalls.

So this document uh sets forth that that's what phase two is going to look like.

It's partially an amendment on what was already on the books, and in a lot of ways, it's just providing greater detail and greater um you know finality uh for what's going in there.

A few other changes that it's gonna it would make to the project uh if adopted would be it would decrease the project's overall uh retail and restaurant and entertainment space from 536,000 square feet to 506,000 square feet.

It would also decrease uh or it would increase the total office square footage out at the project from 80,000 to 100,000 square feet.

The other kind of numerical change going along with the project or with the facility itself, the multi the size of the multi-sport complex is actually going to go down a little bit from what was originally planned uh from about 435,000 square feet down to about 409,000 square feet.

Blue Hawk Star Bond Underwriter Engagement (Item 15): Staff recommended engaging Wells Fargo (the phase one underwriter) for phase two financing, noting the fee is lower than phase one. The Finance, Administration and Economic Development (FAED) committee endorsed the recommendation.
TIF District Public Hearing Resolution (Resolution 5130) for 8201 Metcalf: Staff presented a request from 29 SC Development Company, LLC (Curtis Holland) for a TIF redevelopment district at 8201 Metcalf (former funeral home and single-family home). The proposed mixed-use project includes 7,500 sq ft of retail, 198 residential units, and a 265-space below-grade parking garage. Total project cost is $72.6 million; the developer requests $12.7 million in public financing (17.5% of project cost), 95% of available TIF revenues, and EDRBs for sales tax exemption. The developer also agreed to an annual donation to Friends of Johnson County Developmental Supports (JCDS) to meet housing attainability requirements, and to build to One Globe certification (Green Globes). Councilmembers discussed the use of a draft TIF policy from April 2024 that was never formally adopted by council, the lack of reserved attainable housing units (instead using the donation), and the sustainability standard. Staff indicated the policy will be finalized this calendar year. The resolution sets a public hearing for July 6, 2026.
MARC Report: Councilmember Grummert reported on the May MARC board meeting, which included a presentation on regional housing trends ("we need more housing"), an overview of the Regional Housing Fund, an update on the Greater Kansas City Regional Bikeway Plan, and the launch of a new open data portal. The August MARC meeting will be at its new location (801 Pennsylvania). The executive director search is expected to conclude in June.

Also noted that the airport link bus service from Overland Park Convention Center to KCI is now open and free during the World Cup (30-minute frequency).
